Council Member Nickel made a substitute motion to adopt the Resolution, reducing the
amount of compensation from $100,000 to $50,000 and extending the term of the o
contract for three months, from June 30, 2015 to September 30, 2015. Council Member
Valdivia seconded the motion for discussion purposes. o

Re-Allocation of Fiscal Year 2015/2016 Emergency Solutions Grant Funding(ESG)

Council Member Shorett made a motion, seconded by Council Member Mulvihill, to
direct staff to prepare a Substantial Amendment to the 2015/2016 Action Plan to reduce
the Access Center's Emergency Solutions Grant ("ESG") funding by $50,000 in the area
of staffing and allocate that amount to the Central City Lutheran Mission's Overnight
Shelter Program. No vote was taken. c

agreement to award CCLM the $50,000 because there was no proposal. She said legally
it would be better to issue the NOFA, get their proposal, and then the City Attorney's

Marvin Norman,Redlands, spoke about the Easley Bike Ride that was held a few weeks
back. He thanked everyone that participated and also commended the City for non-
motorized infrastructure. He announced that the next Easley Bike Ride would be held on
October 3, 2015 and the starting point would be at the Rudy Hernandez Center.
David Armstrong, Long Beach, spoke about a complaint against a San Bernardino
County Sheriff Police Officer. He said he spoke to the FBI, and elected officials about
the problem, but nothing had been done to assist him. He asked that the Mayor be an
advocate for him so that he could speak to the police chief.

Robert Porter, San Bernardino, spoke about people being divided in the City and that y
the Mayor and City Council needed to do everything in their power to keep San
Bernardino together. ¢

Brenda Standifer, spoke about her son who was killed by the San Bernardino Police
Department. She stated that eight police officers beat her son in five different locations.
She asked why the police officers were still on the force.

Edwin Johnson, President/Founder of C.H.O.R.D.S. Enrichment Program, San
Bernardino, stated that they were a free youth program that provided a lot of services >1
to at-risk teens ages 11 through 18. He stated that his group had partnerships with the
schools and colleges. He stated that his group was recently awarded a grant from the o
Fine Arts Commission and thanked the City of San Bernardino and Fine Arts
Commission. He said that his group was going to use the grant money for an
upcoming event at Perris Hill Park entitled "Project Fighting Chance". He also said that
his group was trying to get a van in order to provide services at the schools. He
announced that on November 14, 2015 another "Stop the Violence" event would be CD
taking place and asked for participation by the Mayor and City Council. He stated that
donations for the van could be made on the following website: www.Chordseyp.org. c
Barbara Babcock, spoke about the Fine Arts Commission and what they were doing.
She stated that she was supporting Scott Beard for Council Member Ward 7.

Mr. Parker stated that $600,000 was placed in the FY 15/16 Budget and said that the
Consultants assumed that once the money was in the budget that they didn't need to
amend the contract. He stated that the City has a$55,000 bill that the City could not pay,

the Agreement be amended to increase the amount by $600,000 and take out the total of
$1,204,500.

fire department and said the city needs to impose austerity on itself to set an example for «v

Leticia Garcia, San Bernardino, said she was disappointed in the council that evening,
especially her council member. She said the council is spinning its wheels. She said
