STAFF REPORT
The on-site plan review fee and permit fee were
established to enable the City to recover the costs incurred for
these services . These fees are currently 20 for plan review, and
3% for permit fees , of the estimated construction costs .
This fee schedule is fair and equitable for normal size
projects . However, it is possible for this fee on large projects
to amount to more than the actual costs incurred.
For this reason, we recommend that the Director of Public
Works/City Engineer be authorized to accept a deposit to cover
the" estimated plan review and permit costs for large projects .
Large projects are defined as those in excess of 5 acres, or the
estimated construction cost of the on-site improvements is in
excess of $500 , 000 .
Any balance remaining, after deducting the actual costs
incurred, will be refunded to the applicant. In the event that
the actual costs exceed the deposit, the applicant will be billed
for the overrun.
We recommend that the option of accepting a deposit for
large projects be approved.
URGENCY CLAUSE:
This action needs to be accomplished as soon as possible, in
order that prospective developers can finalize their decision on
proposed developments .
