Synopsis of Previous Council action:
None.
Recommended motion: MOTION NO. 1 - That an expenditure of Asset Forfeiture Funds in the
amount of $30,000.00 be authorized for the purchase of (1) large capacity computer to
replace (2) smaller computers for use in serving Office Automation and G.I.S. Automation
needs City-wide.
MOTION NO. 2 - That an amount of $20,000.00 from M.I.S. account 679-
103-53120 and $13,500.00 from M.I.S. account 679-103-53238 be authorized for the purchase
of (1) large capacity computer to replace (2) smaller computers to be used for serving Office
Automation and G.I.S. Automation needs City-wide.

STAFF REPORT
In June of 1991, the City replaced its Computer-Aided Dispatch,
Police Records, and Business computers. It also added small twin
systems to support City-wide Office Automation.
At that time, the Police Department had approximately (10) Office
Automation users. The City as a whole, including the Police
Department, had approximately 35 Office Automation users. The
systems purchased had the capacity to handle approximately 100-150
users.
As of April 1993 , there were just over 300 Office Automation users,
with the Police Department by far the largest user. Usage
continues to increase weekly by Police as well as all departments.
It is difficult to project total dollar savings the City is
realizing due to the increased efficiency of the departments in
making use of automation versus manual systems.
The current Office Automation computers cannot handle the enormous
increase in workload. The Police Records computer currently stores
a significant portion of the Office Automation and G.I.S. data on
its disk drives.
M.I.S. , with the Police Department's support, proposes to replace
the (2) small Office Automation computers with a single computer.
Digital Equipment Corporation has recently released and recommends
a model 4100 which has (3) times the speed of the City's Computer-
Aided Dispatching and Police Records computers. It would have
sufficient disk space to house all Office Automation and G.I.S.
data now, and for a significant period into the future. This will
not only adequately meet the City's growing Office Automation
needs, but also free up additional storage space for use by the
Police Records Department on the Records computers.
The total purchase price is $63 , 500. 00.
The Police Department proposes to use $30, 000. 00 in asset
forfeiture funds, account 108-000-30405 for the purchase to be
augmented by $34 ,500. 00 from the M. I. S. fund, account 679-103-
53120, $20, 000. 00 and account 679-103-53238, $13 , 500. 00.
The Police Department, anticipating this expenditure, budgeted this
item in their Asset Forfeiture budget for fiscal year 93/94 .

PURCHASE OF ONE (1) LARGE CAPACITY COMPUTER FOR OFFICE
4 AUTOMATION AND GIS.
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL FOR THE
CITY OF SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. The Mayor of the City of San Bernardino is
7 hereby authorized and directed to purchase on behalf of said
8 City, one (1) Digital Equipment Corporation Model 4100 computer
9 for Office Automation and GIS Automation throughout the City.

11 SECTION 2 . The Finance Department is hereby authorized to
12 fund this purchase with $30, 000. 00 from the Police Department
13 account 108-000-30405 (Asset Forfeiture Fund) , $20, 000. 00 from
14 M. I.S. Department account 679-103-53120 (Equipment Maintenance)
15 and $13, 500 from M. I.S. Department account 679-103-53238 (Data
16 Processing Supplies) .
