In March 1993, additional CDBG funds in the amount of $62,000 were approved for this project. The County of San Bernardino Economic and Community Development Department also reserved a $10,000 CDBG award from the 1991-92 program year to be applied to construction of fencing for the property. Total funds available for the project were as follows: City of San Bernardino CDBG Funds 1992-93 $ 75,000 City of San Bernardino CDBG Funds 1993-94 $ 62,000 San Bernardino County CDBG Funds 1991-92 10,000 $147,000 SCOPE OF THE PROJECT The funds were allocated for the following activities: moving the mobile units from Huntington Beach, pay City fees and permits, provide engineering and landscape architectural services, site preparation and grading, construct the mobile home foundations, assemble and install the two (2) mobilehomes on permanent foundations, rehabilitate two (2) double-wide mobilehome units, build four carports; provide sewer, water, electrical service; and build trash enclosure, sliding iron gate, driveway and parking lot, drainage structure, perimeter block wall, landscape and irrigation system including all materials and labor necessary to accomplish said work. CURRENT STATUS: To date, the site plan for the project has been approved, and engineering and landscape architectural services, as well as grading has been completed. It is anticipated that based upon future expenditures totalling $160,438 which will be necessary to complete the project, there will be a shortfall of $50,000. Future expenditures include the following: Engineering Services $ 3,334 Rehabilitation of Mobile Units $ 39,700 Site Improvements - Phase II $117,349 City Fees/Title Company $ 55 $160,438 NEED FOR ADDITIONAL FUNDS: The project will require additional funds in the amount of $50,000 due to changes in project design which were necessary to comply with the City Development Code. These requirements included an expensive carport design, the addition of a fire sprinkler system throughout the mobile home units and carports to comply with Fire Code. Further, a redesign and foundation reinforcement of the mobile units to comply with Building and Safety standards is required. FUTURE MILESTONES: Contingent upon securing the additional $50,000 necessary to complete the project, Option House is prepared to sign the contract with the developer for the Phase II site improvements on July 20, 1993. The Development Department has submitted the necessary paperwork to HUD and will be prepared to hold the pre-construction conference on July 20, 1993. Upon presentation of the required bonds (Bid, Performance and Materials), along with other paperwork required by HUD, a Notice to Proceed could be issued on July 20, 1993 or the day the paperwork is submitted. The contractor has indicated that he will require 3 - 4 weeks to complete the site work necessary to move the mobile units onto the foundations and an additional 3 - 4 weeks (a total of 6 - 8 weeks) to complete the project. Based upon the report presented above, staff recommends adoption of the form motion. KENNETH J.
