Synopsis of Previous Commission/Council/Committee Action (s):
Beginning in September of 1989 and ending, to date, in March 1993, the Community Development Commission
has taken numerous actions in connection with the Arrow Vista housing development project.

Recommended Motion(s):
(Community Development Commission)
MOTION A: That the Community Development Commission authorize and direct staff to pay $17,500 in
security costs associated with the Arrow Vista project and, further, authorize staff to retain said
security services for a period not to exceed sixty (60) days.
MOTION B: That the Community Development Commission authorize staff to conduct informal bids for the
purpose of securing contractors for landscape maintenance, project clean-up and related property
maintenance issues and, further, delegate to staff the authority to award contracts to the lowest
responsible bidders.

Arrow Vista Homes
In December 1992, the Agency, Dukes-Dukes and Associates and Pridemark Homes entered
into an agreement which provided for clean-up, ongoing maintenance, home finishing
activities, security and marketing and selling of the existing Arrow Vista Homes inventory.
The agreement was in effect through May 31, 1993. Since that time, Dukes-Dukes and
Associates has assumed responsibility for the activities described above.
From June 1, 1993 to the present, approximately $17,500 in security costs have been incurred.
These costs need to be paid immediately and, additionally, arrangements need to be made to
retain said security services for the next sixty (60) days.
The above timeframe is necessary so as to allow staff, the developer and counsel the
opportunity to review and analyze a work-out proposal submitted by the developer on July 15,
1993. Although the proposal must be fleshed out in certain areas, it is clear the subject
responsibilities would be assumed by the successor in interest to the existing developer,
assuming successful resolution of all outstanding issues on or before passage of the next sixty
(60) days.
Based upon the foregoing, staff recommends adoption of form motions "A" and "B".
