Staff also seeks authorization to advertise for bids for the construction of this concept after entitlements and permits have been acquired. I "E" Street Terrace The construction of a pedestrian transition space connecting the Convention Center Court with Court Street Square (see Exhibit "A") was identified by Project For Public Spaces (PPS) through the process of formulating the Downtown Plan. Originally envisioned as an amphitheatre, staff believes this space functions better as a stairway with attached seating spaces. This space used as a shady pleasant seating area for lunch time "brown baggers" and others can be easily utilized as a small public performance space. Conceptual Designs On April 7, 1993, the Redevelopment Committee approved the contracting of TSA Landscape Architecture for the preparation of preliminary design, final design, construction drawings and specifications for the construction of the "E" Street Terrace. Since that time, TSA has developed three conceptual designs, each of which is attached: Conceptual Alternative Design No. 1 (see Exhibit "B") is a ramping concept that allows easy access for mobility impaired individuals, and also allows for enhanced seating areas. The Engineer's estimate for this concept is $74,200. Although this concept allows for easy mobility between Court Street Square and the Convention Center Court, it does not allow for any performance space. Further, staff concerns about the design and its attraction to skate board users appears to be a reasonable apprehension. Due to the lack of flexibility and the higher cost associated with constructing this concept, staff does not recommend this option. ------------------------------------------------------- DJN:rg:3207J COMMISSION MEETING AGENDA Meeting Date: 7/19/1993/_ Agenda Item Number: C� DEVELOPMENT DEPARTMENT STAFF REPORT "E" STREET TERRACE CONCEPTUAL DESIGN July 12, 1993 Page Number —2— Conceptual Alternative Design No. 2 (see Exhibit "D") offers what staff believes to be the best combination of pedestrian access, performance space and cost. The design invites pedestrians to cross between the Convention Center Court and Court Street Square. Mobility impaired access is provided from the Convention Center using its interior elevator. At the same time, it possesses a flexible seating area which can be used as an intimate performance or display space. The Engineer's estimate of $47,000 is the least expensive of the three concepts presented. Staff recommends that the Agency proceed with the full design of construction drawings for this alternative. The drawings will then be advertised and the resulting bids brought back to the Commission for award consideration. Conceptual Alternative Design No. 3 (see Exhibit "C") offers a stepped transition and vine covered arbor from Court Street Square to the Convention Center Court and affords the opportunity for a performance space. Unfortunately, when viewed from the lower court, the trellis obstructs the view of Court Street Square and creates the feeling of a barrier rather than inviting movement and interaction between the two areas. Also this concept is estimated to be the most costly at approximately $82,000. Staff does not recommend this option. Based upon the staff analysis, a summary of which is provided above, y staff recommends adoption of the form motion.
