F-93-19
The proposed purchase is for twenty-three (23) 1993 Ford Crown
Victoria Interceptor Police Vehicles to be utilized in daily
operation by the Police Department.
At the request of the department, appropriate specifications were
prepared, published and furnished to area suppliers. Bids were
publicly opened and declared on June 10, 1993 .
The following is a summary of bids received.

Ten (10) vendors supplying this product were solicited. Only three
(3) vendors responded. Authorization to purchase the vehicles
occurred after the manufacturer's build-out cut-off date. Because
of that situation, only one vendor was able to supply the City's
needs.
Specifications as bid been reviewed with the Police Department who
concurs that the bid of Ed Butts Ford meets specifications and
requirements. It is therefore recommended that the bid be accepted
for contract.
If Council approves the purchase, the funding will be a Lease
Purchase transaction. The amount to be financed is $428, 690.74 . The
interest rate is 4 . 98% . There are 12 payments of $38, 680.77 .
Payments are quarterly in arrears. The cost to finance is
$35, 478 . 46. The total payout is $464 , 169 . 20. The Lease Purchase
vendor is Ford Motor Credit Company.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A PURCHASE
ORDER TO ED BUTTS FORD FOR THE FURNISHING AND DELIVERY OF TWENTY-
3 THREE (23) 1993 FORD CROWN VICTORIA INTERCEPTOR POLICE VEHICLES,
TO BE UTILIZED BY THE POLICE DEPARTMENT IN ACCORDANCE WITH BID
4 SPECIFICATION F-93-19 .
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO A FOLLOWS:
6 SECTION 1. That Ed Butts Ford is the lowest and best
7 responsible bidder for the furnishing and delivery of twenty-three
8 (23) 1993 Ford Crown Victoria Interceptor Police Vehicles in
9 accordance with Bid Specification F-93-19 for the total amount of
10 $428 , 690. 74 ; pursuant to this determination, the Purchasing Agent
11 is hereby authorized and directed to issue a purchase order for
12 said twenty-three (23) 1993 Ford Crown Victoria Interceptor Police
13 Vehicles to said lowest and best responsible bidder; such award
14 shall only be effective upon the issuance of a Purchase Order by
15 the Purchasing Agent; and all other quotations therefor are hereby
16 rejected.
17 SECTION 2 . The authorization to execute the above
18 referenced purchase order is rescinded if it is not issued within
19 sixty (60) days of the passage of this resolution.

21 adopted by the Mayor and Common Council of the City of San
22 Bernardino at a meeting thereof, held on the

2 ADDENDUM TO LEASE PURCHASE AGREEMENT NUMBER 33915 TO FORD MOTOR
3 CREDIT COMPANY FOR THE FINANCING OF TWENTY-THREE (23) 1993 FORD
CROWN VICTORIA INTERCEPTOR POLICE VEHICLES, TO BE UTILIZED BY THE
4 POLICE DEPARTMENT IN ACCORDANCE WITH BID SPECIFICATION F-93-19 .
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO A FOLLOWS:
6 SECTION 1. That Ford Motor Credit Company is the lowest and
7 best responsible bidder for the financing of twenty-three (23)
8 1993 Ford Crown Victoria Interceptor Police Vehicles in accordance
9 with Bid Specification F-93-19 for the total amount of $464 , 169 . 20
10 at 4 . 98% interest payable quarterly in arrears over three (3)
11 years; pursuant to this determination, the Purchasing Agent is
12 hereby authorized and directed to issue Schedule 2 addendum to
13 Lease Purchase Agreement Number 33915 dated July 27, 1992 ,
14 Resolution 92-96, for said financing of twenty-three (23) 1993
15 Ford crown Victoria Interceptor Police Vehicles to said lowest and
16 best responsible bidder; such award shall only be effective upon
17 the issuance of a Schedule 2 Addendum to Lease Purchase Agreement
18 Number 33915 by the Purchasing Agent; and all other quotations
19 therefor are hereby rejected.
20 SECTION 2 . The authorization to execute the above
21 referenced Schedule 2 Addendum to Lease Purchase Agreement
22 Number 33915 is rescinded if the parties to the agreement fail to
23 execute it within sixty (60) days of the passage of this
24 resolution.
