Synopsis of Previous Council action:
Authorized salary and benefits for Acting Captain Jesse Campos during his trip
to Lima, Peru, to assist as an instructor in a disaster simulation sponsored
by the U.S. Department of Agriculture, April 28 through May 10, 1987.
Recommended motion:
That vacation used by Acting Captain Jesse Campos to assist the U.S. Department
of Agriculture in a Disaster Simulation Exercise in Washington, D.C. , from March
6 to March 21, 1988, be reinstated.

STAFF REPORT
The U.S. Department of Agriculture requested the assistance of Acting Captain
Jesse Campos for a Disaster Simulation Exercise in Washington, D.C. , from
March 6 to 21, 1988. (See attached letter)
The request for Jesse to assist on the Disaster Assistance Support Program
was not received in time to be placed on the Council Agenda of March 7, 1988.
Acting Captain Campos used vacation leave in order to take part in this exer-
cise.
Any exercise of this type is a learning experience for the instructor. Jesse
will increase his expertise in earthquake preparedness, which will benefit
the fire department.
I request that the vacation leave he used for this trip be reinstated.

SUBJECT: Request for Technical Assistance from the San Bernardino City Fire
Department
The USDA/Office of International Cooperation Development (OICD) requests the
assistance of the San Bernardino City Fire Department to support our Disaster
Assistance Support Program (DASP). The DASP project is a collaborative program,
funded by AID and implemented by USDA Forest Service and OICD.
We would like to formally request the services of Jesse E. Campos, acting Fire
Captain at the San Bernardino City F.D. , to serve as instructor in a DASP
disaster simulation exercise in Washington, D.C.
The purpose of travel and tentative itinerary for this assignment are:

March 6 - 21 , 1988 Washington, D.C. To be an organizer and instructor
at a DASP co-sponsored disaster
simulation exercise
OICD will prepare the travel authorizations, arrange and purchase airline
tickets, and prepare the travel vouchers to reimburse Mr. Campos for all travel-
related expenses. OICD and OFDA are requesting that the San Bernardino City
Fire Department donate Mr. Campos' salary and benefits during this assignment.
