Synopsis of Previous Commission/Council action:
01/18/88 M/CC and CDC moved to set a Joint Public Hearing at 11:00 a.m. on March
21, 1988, to consider the role of CAC/PACs and their relationship to the
Redevelopment Agency.
03/07/88 M/CC and CDC moved to reschedule time of Joint Public Hearing from 11:00
a.m. to 5:00 p.m. on March 21, 1988, to allow the opportunity for more
public participation in discussion of the role of CAC/PACS and their
relationship to the Redevelopment Agency.
Recommended motion: (MAYOR AND COMMON COUNCIL)

On December 29, 1987, R. Ann Siracusa, Director of Planning, received a letter from
David A. Lechuga, Chairman of the Northwest Project Area Committee, (letter attached
for your information) requesting that an oral presentation be given to the NWPAC
concerning a proposed project for the Sixth Ward rp for to the item being heard by the
Planning Commission.
Mr. Lechuga's request was based on the fact that if the NWPAC was permitted to
contribute its concerns and/or approval of any proposed project as a part of the City
approval process the Planning Commission would then have citizen input to consider as
a part of its decision process.
Staff is concerned that such a presentation and/or input will set an inappropriate
precedent for other proposed projects in redevelopment project areas. Staff estimates
that if each new development proposed is required to obtain a recommendation from a
PAC/CAC prior to the normal City process for review and approval an additional two to
four weeks delay could occur.
On January 7, 1988 the Redevelopment Committee recommended to the Mayor and Common
Council and Community Development Commission that a joint public hearing be set to
discuss this issue.

SUBJECT: NORTHWEST PROJECT AREA COMMITTEE
RECOMMENDED ACTION:
Receive and file report regarding role of Northwest Project Area Committee
upon development activity.

BACKGROUND:
Attached is a copy of the letter addressed to the Director of Planning from
David Lechuga. Mr. Lechuga is requesting a presentation by the Planning
Department at the Northwest PAC Meeting scheduled for January 11 , 1988. The
PAC has• requested information regarding a proposed Senior Citizen Apartment
Complex to be constructed on Medical Center Drive.Redevelopment Agency staff
concurrs that the Northwest Project Area Committee should be kept apprized of
all development activity within the project area.
We do however, have concerns on placing additional time constraints on
development within this project area. If each new development proposed must
go though the additional process of being reviewed and recommended by the PAC
prior to the normal City process for review and approval 2an additional two to
four weeks delay could occur. We bring this matter to your attention merely
for discussion purposes.

t The Planning Department is reviewing for possible approval a pro-
posed senior citizen Apartment Project (C.U.P. 87-64) . This pro-
ject is proposed to be located on Medical Center Drive and in the
Northwest Redevelopment Project. As an advisory body to the City
C and Redevelopment Agency, we request an oral presentation by a
representative from your department for PAC review at our next
regular.meeting.
At this time we understand that this proposed project is a three--
story, eighty unit apartment complex specifically for senior citi-
tens. The PAC would like more information in regard to this pro-
` ject , so that the Planning Commission can have at its review local
' citizen input.
We want to ensure that any concerns possibly raised by Sixth Ward
interests toward this project be made hopefully first through the
PAC. Whatever concerns raised through the PAC can then be for-
warded to the Planning Commission for their deliberation as to the
- flesibility of this project.
The PAC meeting will be held on Monday, 7:00 P.M. , January 11, 1988 ROL
at the Public Enterprise Center, located at 1505 West Highland Ave.
