MOBILE HOME PARR AD HOC COMMITTEE
February 3, 1988

The Committee met to review and discuss the recommenda-
tions of the Connerly and Associates survey and the results
of the most recent Council action.
After considerable discussion, the Committee requested
staff to develop a proposed ordinance that would include some
of the following points.
1. Establishment of a five-member rent mediation board.
None of the members should be developers, mobile home park
managers, owners, tenants or city officials. Members would
be San Bernardino residents. The board would review rent
increases only when 508 plus one of the residents of a park
submit a petition in protest. Rents could only be revised
once or possibly twice a year to allow an over 508 population
effect. Rent change dates would have to be established by
the ordinance.
2. Rent increases would be established using the Los
Angeles - Anaheim - Long Beach CPI.
3. A volunteer park owner-tenant dispute resolution
process would be established to hear other than rent issues.
Decisions would not be appealable except to the courts.
4. A financial and technical assistance program, using
state, county and city resources to assist residents who wish
to purchase their parks would be established.
5 . A financial assistance program for very low income
residents who pay more than 308 of their income for housing
would be established.

6. Capital expenditures passed through to tenants by
the park owners would be amortized and identified so that the
cost would be assessed only over a certain period of time
rather than forever. All pass through costs would be clearly
defined.
The Committee will review the ordinance on February 11
at 9 : 00 a.m. The information brought back will be reviewed
by the Committee prior to meeting with mobile home owners and
tenant representatives.
