SUBJECT: Parking Agreement, Vanir Development Thrifty
Building

I have reviewed the relevant lease agreement documents
relating to the subject parking agreement with Vanir Develop-
ment for the Thrifty Building. My review has revealed the
following information:
1. In 1972 , the City and the Redevelopment Agency
executed a lease agreement, wherein the Agency
leased to the City for a period of 50 years the
five level parking facility.
2 . On January 21, 1980, the City adopted a resolution
authorizing an amendment to the lease agreement
with the Redevelopment Agency relating to the
elimination of 85 parking spaces for the Thrifty
Building. The original parking agreement was
amended to indicate that the Agency would lease to
the City the five level parking structure, as noted
earlier,except for 85 parking spaces at the
southwest corner of the 4th level of the parking
structure. This amendment to the lease was
developed for the purpose of providing parking for
use of the Thrifty Building.
3 . On May 5, 1980, the City adopted a resolution which
approved the lease of 85 spaces to Vanir Research,
by the Redevelopment Agency.
4 . On May 5, 1980, the City also adopted a resolution
which authorized the execution of the agreement
with the Redevelopment Agency and Vanir Company
relating to the maintenance of the 85 parking
spaces. Vanir Development, in turn, has paid the
City for maintenance costs since that time. The
most recent payment received by the City from Vanir
for the maintenance was on December 10, 1987 in the
amount of $3 , 998.40, which represents a quarterly
paym
