The Fine Arts Commission met on Friday, January 29, 1988 to
review the Black Culture Foundation request for funding.
The Fine Arts Commission holds that grant application for
the Black History Parade does not fall in the category of
Fine Arts. To establish a precedence of funding parades
would open up a Pandora' s Box for all local parades and balls
to be submitted for funding.
Additionally the grant application, as submitted, does not
meet the review criteria in that it does not provide adequate
budgetary breakdowns of quantitable amounts and expenses as
required of other grant applicants. There is no detailed
summary of the project description as a completed-need
statement. The stated intended results are generalized and
show no relation to the "Arts" as described in the Master
Plan of the Fine Arts for the City of San Bernardino.
Request denied for funding of $8, 000 for Black Culture
Foundation Black History Parade.
