Synopsis of Previous Council action:
On January 5, 1988 , the Council considered a resolution approving
four additional positions for the Planning Department. Council
continued the matter to January 19 , 1988 for backup regarding
funding .
Recommended motion:
1. Adopt resolution amending Resolution No. 6433 by changing the
the number of Senior Planner positions from two to three;
Planner II positions from three to four; Planner I positions
from three to four, and establishing the position of Typist
Clerk III.
2 . Direct staff to take the necessary actions to allocate revenues
from building permit fees to fund the four positions .

Mayor and Council Meeting of January 19, 1988
BACKGROUND
It is important to the City to bring the planning permit
process into compliance with the State law and at the same
time continue to process projects in an expeditious manner .
In attempting to achieve the necessary changes in the pro-
cess , it has become evident that the planning function is
understaffed for the amount of development occurring in the
City, even with the OPR (Office of Planning and Research)
restrictions in effect .
In addition, there are a variety of other responsibilities
that the Planning Department does not have the manpower to
staff adequately. These functions are addressed on either a
time-available or crisis basis rather than a structured
manner which provides checks and balances to assure that
information given to the public is correct and that issues do
not "slip through the cracks . " Giving attention to those
responsibilities takes staff time away from both the General
Plan program and the processing of applications for
development , both critical to the City.
Although there are currently two key positions vacant , event
with those filled, these conditions are likely to persist for
at least one year . Attachment A reflects the department
workload statistics .
CURRENT_PLANNING DIVISION
The Current Planning Division has a staff of seven profes-
sional positions: one Principal Planner (vacant) ; two Senior
Planners (one vacant) ; two Planner II ' s; and two Planner I ' s.
In addition, the Department has authorization for a contract
Planner I through June, 1988 .
The primary responsibilities of the Current Planning Division
are to process development applications for planning permits
and staff the public counter, including staffing the Planning
Commission and Development Review Committee as well as
numerous other duties in addition to case work .
Application_Processing
The application case load through January 4, 1988 was 56
active cases divided between the one Senior Planner and the
four other planners. This is approximately eleven to twelve
cases per planner when a heavy case load in most juris-

dictions is five to six cases. In the past several months ,
the current planners have been processing as many as thirteen
cases apiece at any given time. An average of four to five
new cases are filed per week .
This workload is expected to increase when the moratorium is
lifted for single-family development south of the OPR line.
There are seventeen cases pending which had started
processing at the time of the moratorium and another twenty
which were sent back since no processing had begun . In
addition to the ongoing case load, it is possible Planning
will have twenty to forty new cases file shortly after the
lifting of the moratorium.
Upon adoption of the preferred Land Use Alternative this
spring, there will be no restrictions south of the line and
possible relaxation of certain projects north of the line.
Eventually, the projects backlogged by the moratorium will
peak and then even out to a more steady and predictable flow.
However, what that level will be is impossible to anticipate.
Public Counter
The public counter is staffed on a rotating basis with a
backup planner (usually the Principal Planner) for heavy
workloads . During the first ten months of 1987, there were
4 ,411 counter contacts logged, an average of 22 to 25 per
work day. This number tends to be low because on busy days
when two people are working the counter , not all contacts
with the public are recorded.
On application filing days, the number of contacts can be as
high as 50. An increase in applications will result in an
increase in public counter contacts, necessitating more than
one planner to work the counter on busy days .
The counter planners also took a minimum of 11,273 phone
calls over the same ten months, an average of 56 calls per
day. Again, this number tends to be low.
UUdating_of_Zoning_Maps and Assessor Parcel Books
In the 1986-87 Budget , a Planner I position and the Draftsman
position were eliminated. Since then the planners have
updated Assessor Parcel and Zoning Maps on a time-available
basis. Consequently, the update of maps falls further and
further behind which can result in the public and City staff
using inaccurate information.

Recommended_New_Staffing_for_Current_Planning_Division
One Planner II is recommended specifically to process cases
and to serve on the public counter . With. the addition of
this position, the average case load can be cut to approxi-
mately ten cases per planner . Filling of the two vacant
positions will enable the department to cut the case load
even further to about eight cases per planner .
One Planner I is recommended to serve as backup on the public
counter so that other planners are not interrupted on the
days they should be processing applications . Also, this
position would be responsible for updating Assessor Parcel
Books and Zoning Maps.
ADVANCED PLANNING DIVISION
The Advanced Planning Division has three professional
positions: one Principal Planner, one Planner II , and one
Planner I . Several interns have been employed to work on the
land use survey for the General Plan update, but funds for
interns are essentially depleted . One contract clerical
position is assigned to this Division.
The Advanced Planning Division is responsible for all long-
range planning activities, including the update of the
General Plan. Other responsibilities include coordination
with other cities and the County, coordination with the
Redevelopment Agency, data and demographics , and CEQA admini-
stration . The General Plan update, due to the time frame, is
requiring almost all of the available staff time in that
division.
Geobase and_Geomapping
The City is putting a large amount of funding into the
geobase and geomapping systems which are critical to the
Planning Department and others in the City. However, to make
these systems work effectively for the department , Planning
needs to assign a Senior level staff member to spend at least
half time with Data Processing to make these systems opera-
tional .
This requires a Senior level person with enough experience to
know the systems and requirements of the department and who
can make decisions for the department head in relation to the
computer systems . Currently, no one is available in the
department to expend the amount of time necessary. This
makes A impossible for the Data Processing staff to fulfill
their commitments .

General Plan Update
The General Plan update is the most important project in the
department and shall remain so for the next 12 to 18 months .
This program needs the oversight of a Senior level position
to coordinate the many technical aspects of the program.
This function is currently being assumed by the Principal
Planner, minimizing his time for other responsibilities .
There is no room for slippage in the time schedule and the
program needs constant management .
The General Plan budget does include fifty percent of a
Senior Planner ' s time, but that position has not been
available to dedicate to this program.
CEQA Administration
The administration of the California Environmental Quality
Act responsibilities has been expanded to respond to the
requirements of the law and, as such, has increased in
workload as well as level of responsibility.
Coordination with_Rede_velopment Agency
One of the functions which currently is not staffed is
coordination with the Redevelopment Agency on a structured
basis. The Agency needs to have a contact person in the
Planning Department who is thoroughly familiar with all the
redevelopment plans and can work with the Agency on special
projects, specific developments, and in general provide staff
support to assure proper coordination of the two functions .
At present , this responsibility is carried out on a time-
available basis .
Recommended New Staffing for Advanced_Planning Division
One Senior Planner is recommended for this division to assume
the responsibility for geobase/geomapping and Redevelopment
Agency coordination and the oversight of the technical
details of the General Plan update.
One Typist Clerk III is recommended to assume the additional
clerical workload associated with CEQA administration and
preparation of Initial Studies, to provide backup for the
receptionist , and to be responsible for typing of long
documents such as the General Plan and the Zoning Ordinance.
WORKLOAD MANAGEMENT
The problem of workload must be attached on two fronts .
First the process itself must be streamlined to eliminate
unnecessary steps and to find more efficient ways to accom-

plish the required tasks . This is an effort which will be
taking place over the next year in an attempt to be ready to
address any changes in process dictated by the adopted
General Plan.
The second step is to add sufficient staff to handle the
responsibilities assigned to the department . The development
industry recognizes that the planning function is under-
staffed and has been very cooperative and patient in working
with the Planning Department . It is my feeling that the
development industry would be supportive of reasonable fee
increases to off-set the cost of increased staff IF the City
can guarantee turn-around time for project processing .
As stated previously, it is impossible to predict the work-
load which will exist after the General Plan is adopted and
the moratorium on development lifted completely. However,
since the turnover in Planning has been high over the years,
proper management of positions in the department can assure
that if the workload is reduced from current levels, staff
can be reassigned and vacant positions left unfilled.
PROPOSAL
The Planning Department proposal involves three major steps
to achieve better management of current and projected work-
load:
1 . It is proposed that four regular positions be approved
and funded: one Senior Planner, one Planner II , and one
Typist Clerk III .
2 . Over the next year, study the planning permit process
implemented in October, 1987 and work with the develop-
ment community to evaluate ways in which the require-
ments of law can be met in the most expeditious manner,
with the intent of establishing a revised process after
the adoption of the General Plan (which could con-
ceivably change many aspects of the process) .
3 . Develop reasonable fee increases which will support
additional staff to assure that the process established
after the adoption of the General Plan can guarantee
turn-around times to developers and individuals seeking
planning permits .
FINANCIAL_IMPLICATIONS
The four positions requested would require ongoing funding of
approximately $135,000 per year , including salaries and
benefits, supplies and equipment . The cost in this fiscal

year would be approximately $61 ,000 based on a five-month
period.

Potential Funding Sources
The collection of building permit fees is greatly affected by
the Planning Department 's ability to move development permit
applications through the required process . It is proposed
that during the balance of FY 1987-88, the cost of the four
requested positions be funded with building permit fees which
will be collected as soon as the moratorium south of the line
is lifted.
There are three projects pending building permits which will
generate an immediate $92,300 in building permit fees , and
these funds could be used to finance the $61,101 required for
the current year .
There are two alternatives which may be considered as the
source of funding for the ongoing cost of $135, 000 annually:
first, increased Planning Department fees; and second,
increased building permit fees . Planning Department fees
traditionally do not cover the cost of actual processing .
While substantial increases in such fees would be warranted,
and could cover the cost of additional positions, the process

for making such fee adjustments takes time and work with the
building and development community.
The 1985 Uniform Building Code establishes a fee schedule
which, if adopted by the Council as recommended by the Build-
ing and Safety Department, would increase building permits
fees by fifty percent . The annualized revenue from building
permits prior to the moratorium was approximately $700 ,000
per year . A fifty percent increase will result in $350,000
of new revenue. While there are competing demands for any
new revenues, it appears appropriate to use some of those
funds for planning functions which enhance the building
process . Therefore, it is proposed that the additional four
positions be funded on an ongoing basis by revenues from
increased building permit fees.
RECOMMENDATIONS
1 . Adopt resolution amending Resolution No. 6433 by chang-
ing the number of Senior Planner positions from two to
three; Planner II positions from three to four; Planner
I positions from three to 4 and establishing the posi-
tion of Typist clerk III .
2 . Direct staff to take necessary actions to allocate
revenues from building permit fees to fund the four
positions .
