Synopsis of Previous Council action:
We have had three officers attend the FBI Academy in past years. Captain
Daniel Robbins in 1983 and Captain David Thomas and Lieutenant Donald Levan
in 1981 .
Recommended motion:
That out of state travel for Lieutenant Larry Richards to attend the FBI
Academy in Quantico, VA. , April 3, 1988 through June 17, 1988, be approved.

STAFF REPORT
The primary purpose of the National Academy is to train outstanding
law enforcement officers as instructors and administrators. Lieutenant
Larry Richards is basically qualified to fulfill this purpose upon
returning to his duties after graduation.
Having a representative at the FBI Academy will enhance management
skills and specialize administrative training for the department.
It is an infrequent event that a slot becomes open that would allow
a staff officer of this department to attend based on the selection
process.
The cost to the City will be $1 ,000.00. This is for uniforms, athletic
equipment, school supplies and other related costs associated with
attendance. These costs are non reimbursable and must be borne
by the attendee. It is requested that this amount be funded at 100%.
No further claims associated with the attendance will be filed by
the attendee. Travel , certain meals and lodging will be paid by
the FBI .
