Synopsis of Previous Commission/Council action:
10/22/82 Mayor and Common Council authorized formation of the Tri City Citizens
Advisory Committee.
07/18/83 Mayor and Common Council authorized formation of the Uptown Citizens
Advisory Committee.
01/09/84 Mayor and Common Council rescinded the motion of 07/18/83.
02/20/84 Resolution 4580 and Resolution 84-63 authorized formation of the South
Valle Citizens Advisory Committee.
07/11/84 A 15—member Uptown Citizens Advisory Committee was elected.
01/05/85 Mayor and Common Council declared the results of the Special Election for
the Northwest Project Area Committee held on December 18 and 19, 1984 to
be official.

STAFF REPORT
Recently, the City Planning Department was invited to make a presentation at a
Northwest PAC meeting concerning a proposed development for that area. The
development is inside the Northwest Project Area. It is, however, not an Agency
project; that is, there is no development agreement for this development. It was the
PAC's desire that they be included as a step towards the final approval to be granted
by the Mayor and Common Council.
Redevelopment Agency staff concurs that citizens advisory/project area committees
should be kept apprised of all development activity within the specific project area
that the members are serving. If, however, each new development proposed must be
subject to the additional process of being reviewed and recommended by a citizen
advisory/project area committee, an additional 2-4 weeks delay could occur.
This concern was presented to the Redevelopment Committee on Thursday, January 7,
1988. At that meeting the recommendation was made to have the Community Development
Commission set a date for a Joint Public Hearing on March 21, 1988, to receive
testimony on the exact role of citizen advisory/project area committees and to
consider to what extent the advisory nature of a committee should extend into areas
outside of the Agency's purview and/or current operation.
At the present time the following Citizens Advisory Committees are functioning on an
active basis: Uptown CAC, South Valle CAC and the Tri City CAC. In addition, the
City has one project area committee serving the Northwest Redevelopment Project Area
(Northwest PAC).
