Motion: That the Council Meeting be adjourned.
"IZOTICE: Any member of the public may address this meeting of
the Mayor and Common Council on any item appearing on the agenda,
by approaching the microphone in the Council Chambers when the
item about which the member desires to speak is called, and by
asking to be recognized. Any member of the public desiring to
speak to the Mayor and Common Council concerning any matter not
on the agenda but which is within the subject matter jurisdic-
tion of the Mayor and Common Council, may address the body at
the beginning of the meeting, during the period reserved for
public comment. A five-minute limitation shall apply to each
member of the public, unless such time limit is amended by the
Common Council. The Mayor and Common Council may refer any
items raised by the public to staff, or to any commission,
board, bureau or committee for appropriate action or have the
item placed on the next agenda of the Mayor and Common Council.
However, no action shall be taken on any item which does not

Completion of a public speaker information form, located at the
entrances to the Council Chambers, stating the name, address,
phone number of the petitioner and the nature of the subject to
be addressed will not only assist the City Clerk in correctly
identifying that individual for the public record, but will enable

Dear Sir: State College Parkway
We are writing to you because we are concerned about this terrible stretch of road. i
Last November, a wonderful mother of two young children died as a result of a
traffic accident on this road. We knew her. She worked at the Scottish Rite Temple
on the road in dispute. Our grandaughter attends speech therapy sessions at this
temple twice a week. I have been attending these sessions for 6 months so I am
aware of these problems with the road. It is dangerous!
This is what the newspaper quoted you as saying- signs alone are not effective.
You questioned the need for a change, saying that only 15% of the drivers are
} exceeding the speed limit. You said- I do not agree that excessive speed is the
problem".
If you are the city engineer- we are in big trouble! . On this stretch of road
that is so poorly designed it only takes 1 person driving too fast to cause an
accident. Please read on- Mr. HARGRAVE, I will tell you what I've found wrong and
I'm not an engineer.
The road has long curves that are vision-impaired-not enough line of sight is
allowed as you approach the freeway underpass east and westbound. Also, the on-and
off ramps are dangerous especially when there are long, slow trucks that come down
the Palm Ave off ramps, stop and then try to turn into the flow of traffic in order
to proceed to the Industrial Park on the west side of the freeway. By the same
token the long, slow trucks that are pulling out of the Industrial Park entrance
"surprise" many motorists as they come under the freeway underpass. When you come j
out of the Scottish Rite parking lot (there is only one driveway) you have to look
at what is coming at you in the traffic you are going to merge with and at the
same time make sure that a car or long slow truck as mentioned above is not start-
to make a left hand turn from the Palm Ave off ramp. The off ramp of the Barstow
Freeway south land causes a dangerous situation when these same long slow trucks j
come down it, stop and then start a slow turn into the traffic coming west on
the Parkway and their vision is impaired by the overpass and curve combination.
There are problems with the street pavement markings in that they coo not transmit
to the driver what he or she is supposed to do in a clear, concise manner.
We know of 5 deaths due to traffic accidents on this parkway in the past few years.
There is a need, Mr. Hargrave! Go out there-drive the parkway , watch and try `
negotiating the traffic. We only wish you could have met this fine young mother
of two that was killed due to no fault of her own.

If you just aren't interested in saving lives and preventing injury and property
} damage-perhaps there is a state, county, or federal agency that is and would be
interested in looking over the design of the State College Parkway in order to =;
improve it before a lawsuit is filed.
5 Please reconsider your statements in the newspaper and find a way to make that road
a safe one for the citizens and visitors to San Bernardino.
