STAFF REPORT
During the review of the tentative map for Tract No . 11118 ,
it was determined that Meyers Road should be re-aligned to the new
street that would be constructed through the subdivision . This
determination was based upon the old alignment not having been
improved in accordance with current City standards , and being
unfeasible to be upgraded . The staff report prepared by the
Planning Department was based upon Meyers Road being re-aligned .
The existing alignment could not be vacated on the final
map , since it had to stay in service until the new street was com-
pleted and accepted . At that time , it was to be closed to traffic
and vacated . Barriers have been erected to close the old alignment ,
but vacation proceedings have not been accomplished .
The Public Services Department estimates that it would
cost at least $5 ,000 to bring the old alignment up to a condition
where it could be opened to traffic . This work would consist of
a 1-inch overlay , removing barriers , and improving the inter-
sections of the old and new streets so as to assign right-of-way .
Also , some drainage improvements would be needed at the easterly
end to alleviate flooding . These improvements would not bring
the old street into compliance with current design standards ,
which could expose the City to extraordinary liability .
A petition for old Meyers Road to be re-opened to traffic ,
signed by 21 persons , was received on 12- 16-87 . This petition was
referred to the Traffic Safety Advisory Committee on 12-21-87 , in
order to afford a proper forum for the petitioners to voice their
concerns .
An informal public hearing was set for the Traffic Safety
Advisory Committee Meeting of 2- 10-88 . Notices were sent to the
21 persons that had signed the petition . Nine of these persons
responded to the invitation and attended the hearing . They ex-
pressed their concerns , and engaged in a discussion with City staff
members on the Committee .
Some of the 9 persons present expressed concerns about
security , in the event that the old alignment was re-opened . How-
ever , the majority expressed a desire to have the old alignment
re-opened , due mainly to a concern about adequate access in case of
a wildland fire .
A representative from the Fire Department was present , but
did not express support for this position . Gerry Newcombe , Fire
Chief , has indicated that he does not feel that re-opening old
Meyers Road would materially improve fire safety .
After an extended discussion of all factors , the Committee
recommended that the old alignment of Meyers Road not be re-opened
to traffic , since the new alignment provides adequate traffic
safety and emergency access .
