FELDHEYM CENTRAL 3 BRANCH OF THE SAN BERNARDINO PUBLIC LIBRARY AS THE PUBLIC LIBRARY TO RECEIVE A COPY OF THE LOCAL APPOINTMENTS LIST (THE 4 MADDY ACT) 5 WHEREAS, The Maddy Act takes into consideration a vast and largely untapped 6 reservoir of talent which exists among citizenry that all too frequently is unaware of the 7 opportunities for participation on local regulatory and advisory boards and commissions; and 8 9 WHEREAS, in accordance with this provision, on or before December 31St of each 10 year, the Common Council shall cause to be prepared a list of all ongoing boards, 11 commissions and committees which are appointed by the Common Council, and a list of all 12 appointive terms which will expire during the next calendar year, to include the name of the 13 incumbent appointee, the date of appointment, the date the term expires, and the necessary 14 15 qualifications for the position(Attachment A); and 16 WHEREAS, California Government Code Section 54973 requires the City Council to 17 designate the public library with the largest service population within its jurisdiction to 18 receive a copy of the list; and 19 WHEREAS, on a per-capita basis, the Norman F. Feldheym Central Branch is the 20 21 most heavily used branch in the San Bernardino City Library system and is the public library 22 with the largest service population within the jurisdiction of the City of San Bernardino; 23 NOW, THEREFORE, BE IT RESOLVED that the City of San Bernardino does 24 hereby designate the Norman F. Feldheym Central Branch, a public library with the largest 25 service population within its jurisdiction, to receive the annual copy of the Mayor and 26 27 Common Council-approved Local Appointments List. 28 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY 2 OF SAN BERNARDINO DESIGNATING THE NORMAN F. Members are nominated by members of the Common Council and appointed by the Mayor, with approval of the Common Council. In accordance with the provisions of Government Code Section 54972, on or before December 31 of each year, the legislative body or Common Council must post a list of all ongoing boards, bureaus, committees, and commissions which are appointed by the Mayor and Common Council. This list must include which terms will expire during the next calendar year with the name of the incumbent appointee, the date of appointment, the date the term expires, and the necessary qualifications for the positions. Necessary Qualifications: Each member of any board, bureau, committee, or commission appointed by the Mayor and Common Council shall be and remain a registered voter within the City and each member nominated by a Council Member shall be and remain a resident of the ward of such Council member during the term of appointment, unless otherwise provided. Except for the Board of Water Commissioners, members shall serve without compensation, at the pleasure of the Mayor and Common Council.
