CHIEF BUILDING OFFICIAL AND SAFETY/DIVISION MANAGER(U)
JOB SUMMARY
Under general direction of the Community Development Director, plans, manages, organizes,
directs and coordinates the City's Building and Safety Division, and performs related duties as
assigned.
DISTINGUISHING CHARACTERISTICS
This single-position class works under the direction of the Community Development Director
and has managerial responsibility for the Building and Safety Division. This class is
characterized by the responsibility to develop, manage, and coordinate policies and programs
for the Building & Safety Division. This class is characterized by the responsibility to develop,
manage, organize, plan review, permit issuance and field inspection to assure compliance with
established model codes. The position also conducts building plan checks and building
inspections as necessary. Incumbent exercises decision-making authority and counsels
department management staff in building and safety controls and improvements. Direct
supervision is exercised over professional and technical staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Administers and coordinates activities of the City's construction regulation programs,
which includes enforcement of construction, housing, zoning, unsafe building, and
environmental codes.
2. Schedules, monitors and tracks field inspection activities and assigns and distributes
workload to Division staff and outside consultants.
3. Establishes and maintains effective working relationships with elected and appointed
officials, the general public, property owners, other agencies, co-workers, subordinates
and supervisors.
4. Supervises the preparation of investigative reports, Notices of Violation, Administrative
Citations, Warrants, Notices of Hearing, Staff Reports and other documents related to
enforcement of model codes.
5. Evaluates Division processes and procedures, and recommends, develops and
implements operation and/or service improvements as needed.
6. Reviews plans and construction documents submitted with permit applications for
construction or alteration of commercial, industrial, and residential buildings and
structures to determine compliance with building codes, zoning regulations, and related
ordinances, regulations and policies.

7. Supervises the investigation of complaints and alleged violations of construction,
housing, property maintenance, storm water and land use codes; issues notices of non-
compliance regarding code requirements and applicable ordinances.
8. Acts as information resource to property owners, builders, contractors, and architects
regarding code compliance; explains and interprets codes and regulations.
9. Supervises, trains, and evaluates the work performance of assigned Building and Safety
Division staff; handles performance issues and participates in the selection of new
employees; prepares and conducts performance evaluations; and ensures that staff
technical training is current.
10. Manages the front counter operations to ensure timely and accurate customer
information and service.
11. Serve as management liaison to various City boards, commissions and neighborhood
groups.
12. Collects, analyzes, and interprets data for purpose of special studies and reports;
maintains accurate records. Oversees the maintenance of automated records and
generation of computerized reports relating to plan review and inspection activities.
GENERAL QUALIFICATIONS
Knowledge of.

MINIMUM QUALIFICATIONS
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is two (2) years
of college/university or technical school training. Seven (7) years of progressively
responsible experience in enforcement of construction and land use regulations, building
permit processing and inspection, municipal code enforcement, and at least two (2) years
which were in a supervisory capacity; or an equivalent combination of training and
experience.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses, Certificates, Special Requirements:
A valid California class C driver's license and the ability to maintain insurability under the City's
vehicle insurance policy.
A valid PC 832 certification at time of employment or ability to obtain within one year of
employment.A valid certification as Building or Combination Inspector and Plans Examiner.
Certification as a Building Official by International Code Council must be obtained within 12
months of hiring.

SENIOR MANAGEMENT ANALYST
JOB SUMMARY
Under general direction of the department director, develops, implements, projects, and
monitors revenue and expense related activities of the City; to develop, implement, and monitor
performance criteria for work programs of City departments and for services contracted to
outside agencies; to perform professional work in finance and budget analysis relative to
programs and their financial support; and to perform other related work as required.
DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class within the Analyst series. This class is distinguished
from the Senior Administration Analyst by the difficulty and complexity of duties; the lead
responsibility for one or more functional areas in a department such as the annual budget
process, debt administration, general administration, special studies, grants administration,
accounting operations, departmental computer operations, position control, capital improvement
projects assembly; and the direct supervision of professional personnel. This class is
characterized by the responsibility to develop, manage, and coordinate the policies, programs,
and financial operations of a complex organization. Incumbents at this level exercise decision-
making authority. Direct supervision may be exercised over professional, para-professional,
technical and or clerical staff. Incumbents represent the City or their Department before City
Council, City Manager, Commissions, community groups, other City staff and the public.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Receives direction from the department head and exercises functional, technical, lead, and/or
supervisory responsibility over professional, para-professional, technical, and clerical staff. The
duties listed below are intended only as illustrations of the various types of work that may be
performed. The omission of specific statements of duties does not exclude them from the
position if the work is similar, related or a logical assignment to this class.
1. Conduct complex research and analyses activities concerning organizational structure,
staffing, operations, procedures and policies; make recommendations, implement and
monitor effectiveness of policies and procedures. Make revision or recommendations for

2. In conjunction with the Director and appropriate outside agencies, develop, implement,
project and monitor revenue and expense related activities for department programs and
contracted services.
3. Coordinate the departmental computer operations; assist in the identification and
recommendation of computer software and hardware needs, acquisition/installation,

civil engineering, Americans with Disabilities Act (ADA) compliance and storm water/national
pollutant discharge elimination system (NPDES) compliance, and performs other related duties
as assigned.

This single-position class works under the direction of the Community Development Director
and has managerial responsibility for the Land Development Division. This class is
characterized by the responsibility to develop, manage, and coordinate policies and programs
for the Land Development Division. This position is responsible for managing and organizing the
process for on-site plan review, ADA plan review, review of civil engineering plans, permit
issuance and field inspection to assure compliance with established City codes and federal,
state and county water quality requirements including NPDES/MS4. Incumbent exercises
decision-making authority and counsels department management staff in land development and
storm water issues. Direct supervision is exercised over professional and technical staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Administers and coordinates activities of the City's land development regulation
programs: which includes enforcement of on-site requirements including grading, ADA
requirements, federal, state and county storm water and NPDES/MS4 requirements.
2. Familiar with best management practices in the areas of: on-site construction review and
inspection techniques, grading plans, ADA compliance and inspection, storm water
management and NPDES/MS4 requirements and low-impact development.
3. Collaborates with other divisions and departments involved in the land development and
construction process including: Planning, Building, Public Works, Fire, Water and
outside agencies as appropriate.
4. Establishes and maintains effective working relationships with the general public,
property owners, other agencies, co-workers, subordinates and supervisors.
5. Evaluates processes and procedures, recommends, develops and implements operation

the required non-supervisory experience.

California State Licensed Civil Engineer.

JOB SUMMARY
Under general administrative direction of the Community Development Director, plans,
manages, organizes, directs and coordinates the City's Planning Division, and performs related
duties as assigned.
DISTINGUISHING CHARACTERISTICS
This single-position class works under the direction of the Community Development Director
and has managerial responsibility for the Planning Division. This class is characterized by the
responsibility to develop, manage, and coordinate policies and programs for the Planning
Division. The position also reviews highly-complex City planning projects. The incumbent is
responsible for accomplishing division objectives and goals within guidelines established by the
Community Development Director, City Manager, Planning Commission, and City Council.
Assignments are broad in scope and allow for a high degree of administrative discretion in their
execution. Direct supervision is exercised over professional and technical staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Plans and evaluates the performance of assigned staff; establishes performance
requirements and personal development targets; monitors performance and provides
coaching for performance improvement and development; provides or recommends
compensation and other rewards to recognize performance; takes disciplinary action, up
to and including termination, to address performance deficiencies, subject to
management concurrence, in accordance with the City's human resources policies and
procedures, Civil Service Rules and labor contract provisions.
2. Provides leadership for the Planning Division and works with staff to develop and
maintain a high-performance, customer service-oriented work environment that supports
achieving the City's mission, strategic goals and core values
3. Sets overall management and policy goals and objectives for the division; coordinates
program and policy issues with managers of other divisions and/or on a Citywide basis.
4. Represents the City and the division in Planning Commission, City Council and various
committee meetings; informs and advises City Council, Planning Commission and
department management on local and regional infrastructure planning issues; reviews
and approves public notices, agendas, draft conditions of approval and staff reports for

the Planning Commission and City Council; prepares correspondence and reports to
update City Council on division programs; prepares formal and informal responses to
City Council, City Manager, department head and public inquiries; reviews customer
service survey forms and responds to customer complaints and issues; acts as staff
liaison with the Planning Commission, setting Commission agendas and signing
Commission resolutions.
5. Ensures the timely preparation of complete and accurate staff work for presentation and
reporting to the Planning Commission, City Council and various committees; performs
research and analysis for presentations on special projects and planning issues.
6. Interprets the department's codes, regulations, plans, policies and functions for City
officials and executives, citizens, business and community groups and the public;
provides official interpretations regarding municipal code development regulations to
staff and the public.
7. Identifies necessary changes to the City's development regulations to address changes
in development trends or City/community goals; provides for appropriate protection of
the City's natural resources and the preservation of the community's character.
8. Performs high-level reviews of division cases; provides advice and guidance to case
planners; responds to applicant requests and complaints; oversees collection of division
processing and City-wide impact fees.
9. Monitors national and statewide developments in planning and economic and community
development matters; evaluates their impact on City programs and operations;
implements division process improvement where warranted; represents the City in
regional conferences and other forums.
GENERAL QUALIFICATIONS

zoning and development; City code promulgation and related community development
activities in City government.
2. Federal, state and local laws, regulations and court decisions applicable to assigned
areas of responsibility.
3. Principles and practices of public administration, including budgeting, purchasing,
contract administration and maintenance of public records.
4. Organization and functions of an elected City Council, Planning Commission and other
appointed boards and commissions.

11. Attend evening and weekend community meetings and workshops as necessary.
MINIMUM QUALIFICATIONS
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from a four-year college or university with major coursework in land use planning,
architecture or a closely related field; at least five (5) years of progressively responsible
planning experience, two (2) years of which were in a supervisory capacity, or an equivalent
combination of training and experience.
A master's degree in planning or closely related field may be substituted for one year of the
required supervisory experience.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses, Certificates, Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's vehicle
insurance policy.
