CORRESPONDING APPROPRIATION IN SALARIES/BENEFITS FOR$198,904.57.
6 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON

COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

9 SECTION 1: The position of "Code Enforcement Officer I1I", Range 1475, $4,744
10 $5,767 per month, is hereby established and the job description for said position, attached hereto
11 as Exhibit"A", is approved; and
12 SECTION 2: Add one (1) "Code Enforcement Officer 1I1" position for the Community
13
Development Department; and
14
SECTION 3: Add one (1) "Administrative Analyst II/Assistant of Elective Officer (U)"
15
Range 4480, $4,864 - $5,912 per month, position for the City Attorney's Office
16
SECTION 4: The Human Resources Department is authorized to update Resolution
17
18
Nos. 97-244 and 2011-218 to reflect these actions; and
19 SECTION 5: The Finance Department is authorized to amend the FY 2015/16 budget t
20 reflect these actions.

CODE ENFORCEMENT OFFICER III
JOB SUMMARY
Under general, supervision performs a wide range of routine to complex technical field
inspections and investigations of public and private property to enforce compliance with multiple
codes and ordinances/laws, including building, zoning, housing, land use, parking, litter,
sanitation, health, safety, vehicle abatement and public nuisance code provisions; interprets and
explains regulations pertaining to municipal codes to the public; and performs related duties as
assigned.
DISTINGUISHING CHARACTERISTICS
Code Enforcement Officer III is the advanced journey-level classification in the Code
Enforcement Officer series. Positions at this level are distinguished from other classes within the
series by the level of responsibility assumed and the complexity of duties assigned. Employees
perform the most complex and responsible types of code enforcement duties. Employees at
this level are required to be fully trained in all procedures related to assigned area of
responsibility and may provide direction and training to less experienced Code Enforcement
Officers. Supervision and direction are received from either a Senior Code Enforcement Officer,
or the Code Enforcement Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude them from the
position if the work is similar, related or a logical assignment to this class.
1. Performs inspections and re-inspections of residential dwellings, business properties
and industrial operations for compliance with multiple municipal and development codes;
interprets, applies and enforces zoning, building, housing, health/sanitation, safety/fire,
business, sign, California Vehicle Code and public nuisance codes.
2. Responds to public complaints, inquiries from property owners and information from
other City departments regarding municipal codes; inspects substandard buildings and
dwellings; conducts research to determine property ownership and persons with interest
in the property, plus current and past permits for the property; cites code violations and
recommends corrective action to achieve compliance; issues verbal warnings, stop work
orders, notices of violation, notices to abate nuisances and administrative citations in
accordance with City policies and codes; issues administrative civil penalty notice and
orders; issues notices of noncompliance; issues closure notices for property and
authorizes disconnection of utilities; maintains and updates caseload files; documents
investigations, inspections and results.
3. Prepares and serves administrative search and seizure warrants and warrants for
demolition and asbestos survey; obtains warrants to perform property inspections and

abatement of property; writes criminal citations; follows up existing cases for the City
Attorney's office; reports irregular and suspicious circumstances to police and other
departments.
4. Prepares criminal or civil cases for court filings by the City Attorney's office; prepares
cases and represents the City in court, before hearing officers and the Board of Building
Commissioners; testifies regarding code violations and the City's enforcement efforts.
5. Issues written warning and parking citations to illegally or improperly parked vehicles
and abandoned vehicles; responds to or initiates abandoned vehicle cases; works with
property owners to have vehicles removed; notifies owners of need to remove their
vehicles; obtains warrants to remove inoperable and abandoned vehicles from private
property; makes arrangements with towing companies to have abandoned vehicles
towed; completes incident forms and CHP reports; enters vehicle information into
appropriate computer systems; assesses vehicle value and prepares CHP junk slip, if
appropriate.
6. Coordinates code enforcement activities with other City departments and outside
governmental agencies; leads and participates in multi-agency inspections of properties;
conducts multifamily dwelling inspections and hazardous materials
investigations/abatement; makes investigations applicable to business licenses; patrols
for transient vendors and arrests, cites and seizes items for sale and prepares for
seizure hearings and court appearances; abates homeless camps from private or public
property; removes vagrants from City parks; assists street maintenance division, NPDES
unit, traffic engineering and animal control.
7. Participates in and may coordinate neighborhood projects; attends neighborhood
association meetings and functions at schools and recreation centers; makes
presentations to business owners to educate them on code requirements.
8. Participates in the training of new code enforcement officers.
9. Performs at a team leader capacity for Code Enforcement Officers primarily for special
activities, such as receiverships and demolitions.
10. Organizes and prepares statistical reports for supervision.
GENERAL QUALIFICATIONS
Knowledge of:
1. City, county, state and federal laws and regulations and California Building, Electrical,
Plumbing, Mechanical and Abatement of Dangerous Buildings Codes as they apply to
code enforcement in areas of building, housing, zoning, land use, public health, public
safety, parking, and public nuisance.
2. Methods, procedures and techniques used in the identification, interpretation and
enforcement of a wide variety of code violations.
3. Principles and methods of research, investigation and legal documentation related to
code enforcement/compliance.
4. Effective public relations practices and techniques of public speaking.
5. Evidentiary requirements for courts of law.
6. Every process or enforcement action the City has available to reach compliance on
properties.
Ability to:
1. Recognize conditions that constitute code violations, analyze potential code violations
accurately and adopt effective enforcement and/or resolution processes.
2. Research and interpret a wide range of municipal and development codes.
3. Perform code compliance activities with minimum direct supervision.

4. Investigate owner/tenant information applicable to code enforcement activities.
5. Follow oral and written directions.
6. Communicate clearly and effectively, both orally and in writing.
7. Maintain accurate records and prepare clear and concise reports and documentation.
8. Operate computers and standard business software.
9. Make sound judgments within established guidelines.
10. Maintain the confidentiality of privileged information.
11. Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.
12. Establish and maintain effective working relationships with City management and staff in
multiple departments, property and business owners, vendors, the public and others
encountered in the course of work.
13. Obtain valid Post PC 832 certification.
MINIMUM QUALIFICATIONS
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from high school or G.E.D. equivalent; and three years at the level of Code Enforcement
Officer II or higher.
Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's
vehicle insurance policy.
CACEO Certified Code Officer or ICC certification, and PC 832 certificate

The work environment characteristics described here are representative of those an employee

The employee regularly works in outside weather conditions. The employee is periodically
exposed to wet conditions, vibration, airborne particles, mold, toxic or caustic chemicals, and
unsanitary conditions. The noise level is occasionally loud. The employee is occasionally
exposed to personal safety risks similar to emergency response positions. Employees may be
required to work weekends.
