CDC 2000-9 Resolution authorizing the Chairperson of the CDC to execute a 2 year Operation and Management Agreement with Theatrical Arts International. Monday, May 15, 2000 CDC 2000-11 Resolution authorizing Amendment #1 to the Redevelopment Planning and Participation agreement (dated 11/17/1999) for the Tippecanoe Redevelopment Implementation Area (Pearlman/Hopkins). (Cost - $85,170) (See Companion Resolutions CDC 2000-12 and 2000-115) CDC 2000-12 Resolution authorizing an agreement with LSA Associates for the preparation of an Environmental Impact Report (EIR) related to Traffic Studies for the Tippecanoe (Redevelopment) Implementation Area. (land acquisition note) (See Companion Resolution 2000-116) (Central City North Redevelopment Project Area) (FY 2000/2001 to FY 2002/2003) (Annually $169,009.12 for 3 FY) Wednesday, May 31, 2000 There were no CDC resolutions adopted at this meeting. 2 Monday June 5, 2000 CDC 2000-14 Resolution approving and authorizing the Executive Director of the Agency to execute a Home Program Acquisition Rehabilitation and Operation Agreement (Fiscal Year 1998-99 HOME/CHDO Funds) by and between Central City Lutheran Mission, Inc., and the Redevelopment Agency and making certain findings of exemption under the national Environmental Protection Act and the California Environmental Quality Act (Special Needs Housing Assistance Program) (Cost - $140,000 from HOME/CHDO Funds.) CDC 2000-15 Resolution adopting rules governing the participation and re-entry preference for property owners, operators of businesses, and business tenants, adopting the method of relocation; and approving the report to City Council in connection with the Redevelopment Plan for the 40th Street Redevelopment Project. (See companion Reso 2000-132.) CDC 2000-16 Resolution making certain findings with respect to the use of Low- and Moderate - Income Housing Funds in connection with the Redevelopment Plan for the 40th Street Redevelopment Project and requesting the Mayor and Common Council to concur in such findings. (See companion Reso 2000-133.) Thursday, June 8, 2000 There were no CDC resolutions adopted at this meeting. Monday, June 19, 2000 CDC 2000-17 Resolution approving and authorizing execution by the Chairperson of an amendment to that certain 1999 Property Owner Redevelopment Agreement (Bobbitt Memorial Chapel) dated July 1, 1999, to extend the time for completion of the development project to a date not later than July 31, 2001. CDC 2000-18 Resolution acknowledging the conduct and close of the Joint Public Hearing for the 40th Street Redevelopment Project and approving the Response and Findings to Written Objections. CDC 2000-19 Resolution making certain findings regarding the existence of blight in the Redevelopment Project area as more particularly described in the Redevelopment Plan for the 40th Street Redevelopment Project. CDC 2000-20 Resolution approving the Redevelopment Plan for the 40th Street Redevelopment Project, approving the Redevelopment Implementation Plan for the 40th Street Redevelopment Project and certifying the Final Environment Impact Report and the Mitigation Monitoring Plan for the 40th Street Redevelopment Project. Tuesday, June 27, 2000 CDC 2000-21 Resolution authorizing the Economic Development Agency to continue expenditures at the budgeted level for 1999-00 Fiscal Year, pending final approval of the 2000-01 budget (See companion Reso. 2000-189). Monday, July 10, 2000 CDC 2000-22 Resolution approving an agreement, and authorizing execution thereof, with Conrad and Associates LLP to perform financial audit services for the Economic Development Agency. CDC 2000-23 Resolution approving the Economic Development Agency's budget for the Fiscal Year 2000-2001. Monday, July 24, 2000 CDC 2000-24 Resolution approving the first amendment to the agreement between Neighborhood Housing Services of the Inland Empire, Inc., and the Redevelopment Agency, dated September 7, 1999, to add the Maintenance Grant Program to the Single Family Home Improvement Loan and Beautification Grant Program Agreement. CDC 2000-25 Resolution approving the first amendment to the agreement between the Redevelopment Agency and Neighborhood Housing Services of the Inland Empire, Inc., regarding 1149 W. Monday, August 7, 2000 CDC 2000-26 Resolution approving that certain disposition and development agreement by and between the Redevelopment Agency of the City of San Bernardino and Hi -Way Auto Recyclers, LLC, on the terms set forth in such agreement (See Companion Resolution 2000-248). CDC 2000-27 Resolution approving the contract for loan guarantee assistance under Section 108 of the Housing and Urban Development Act of 1974, as amended, 42 USC Section 5308 (CDBG Section 108 Contract No. B -94 -MC -06-0539) for the 303 Third Street Project and agreeing to administer the application of up to $344,000.00 in Economic Development Initiative Grant funds to 303, L.L.C., in support of the 303 Third Street Project (See Companion Resolution 2000-249 and CDC/2000-28). 4 Monday, August 7, 2000 Continued CDC 2000-28 Resolution approving the terms of an Owner Participation Agreement (303 Third Street Project) by and between 303, L.L.C., and the Redevelopment Agency of the City of San Bernardino and approving the terms of a 200 Community Development Block Grant Program Section 108 Project Development Loan Agreement (303 Third Street Project) by and between the Agency and 303, L.L.C., and authorizing certain other actions relating to the disbursement of the proceeds of up to $344,000.00 in EDI Grant/Loan proceeds and up to $1,840,000.00 in Section 108 Loan proceeds by the Agency to 303, L.L.C. (303 Third Street Project) (See Companion Resolutions CDC/2000-27 and 2000-249). CDC 2000-29 Resolution authorizing an amendment to that certain exchange agreement with the Department of General Services. Monday, August 21, 2000 CDC 2000-30 Resolution approving and authorizing the Executive Director of the Redevelopment Agency to execute the Oldtimers Foundation, a California non-profit corporation, agreement for the Elderly/Special Needs Minor Home Repair Grant Program. CDC 2000-32 Resolution approving amendments to Exhibit "B" and Section 6 of the Personnel Policies and Procedures for all employees of the City of San Bernardino Economic Development Agency. CDC 2000-33 Resolution approving certain modifications to Common Council Resolution No. 2000-27 and Common Council Resolution No. 2000-28 and authorizing the execution by the Chairperson of the Owner Participation Agreement (303 Third Street Project) by and between 303 Third Street, L.L.C., and the Redevelopment Agency of the City of San Bernardino. Monday, October 2, 2000 CDC 2000-34 Resolution approving Amendment No. 2 to the agreement between the Redevelopment Agency and Neighborhood Housing Services of the Inland Empire, Inc. (NHS), regarding the donation of properties located at 1556 Mountain View and 1662 Sierra Way (NIP Target Area 1), and (2) the appropriation of Neighborhood Initiative Program (NIP) funds in the amount of $250,000 for Youthbuild Operations Monday, October 2, 2000 Continued contingent upon reimbursement to the Agency from the County of San Bernardino NIP Funds. CDC 2000-35 Resolution approving the Affordable Senior Citizen Rental Housing Disposition and Development Agreement ("DDA") by and between the Redevelopment Agency and San Bernardino Senior Housing, Inc., for development of a 75 -unit senior housing complex located at 1530 Baseline Street, and authorizing the Agency Chairperson and Agency Secretary to execute the DDA on behalf of the Agency (Northwest Project Area). Monday, October 16, 2000 CDC 2000-36 Resolution authorizing the Agency Executive Director to execute the Community Housing Development Organization (CHDO) Home Agreement with Neighborhood Housing Services of the Inland Empire, Inc. (NHS) and appropriating up to $60,000 from the Home CHDO Administration Fund — NHS Homeownership Center at 1400 N. D Street. CDC 2000-37 Resolution approving the loan agreement by and between the Redevelopment Agency and AFE-Pioneer Associates in the amount of $250,000 from the Low- and Moderate -Income Housing Fund for the acquisition of the Pioneer Park Plaza Affordable Elderly Rental Housing Project located at 560 N. F Street (Central City North Project Area). Monday, November 6, 2000 CDC 2000-38 Resolution approving (1) the assignment of the Sabo & Green legal contract to Lewis D'Amato, Brisbois & Bisgaard, LLP., (2) the five (5) year legal contract with Lewis, D'Amato, Brisbois & Bisgaard, LLP, as Agency Special Counsel for HOME, ESG, CDBG, Economic Development and Redevelopment related legal matters and (3) authorizing the chairperson of the Commission to execute such contract on behalf of the Agency. CDC 2000-39 Resolution approving and authorizing the Executive Director of the Redevelopment Agency to execute Amendment No. 1 to the loan agreement by and among the Redevelopment Agency of the City of San Bernardino, the Jordan and Hilda Grinker Family Trust and Southern California Private Schools and consenting to assignment of the loan agreement to Harry William Pruitt, Sr. CDC 2000-40 Resolution approving Amendment No. 4 to San Bernardino Associated Government Agreement No. 93-099 (loan of $800,000.00 to Redevelopment Agency of the City of San Bernardino and Inland Valley Development Agency to prepare plans and specifications for certain major arterial streets) and authorizing the Executive Director to execute Amendment No. 4. 6 Monday, November 20, 2000 CDC 2000-41 Resolution approving and authorizing the Agency Executive Director to execute the one (1) year contract extension in the amount of $61,500 (the "amendment"), to the professional services agreement between the Redevelopment Agency and Diana L. Sanchez, contingent upon County of San Bernardino approval of Neighborhood Initiative Program (NIP) Funds — NIP Program. Monday, December 4, 2000 CDC 2000-42 Resolution approving the disposition of certain lands by the Redevelopment Agency of the City of San Bernardino to Century Crowell Communities, L.P. ("Developer") on the terms set forth in first amended and restated Disposition and Development Agreement (Northwest Project Area). CDC 2000-43 Resolution adopting the Economic Development Agency's Annual Statement of Investment Policy for the Year 2001. Monday, December 18, 2000 CDC 2000-44 Resolution amending Resolution No. 4420 (as amended by Resolution Nos. 4852, 5048, 5057, 5356, 5389, 5424, 5507, and 5560) entitled, in part, "Resolution.. . adopting a Conflict of Interest Code...," by amending Appendix A to add, delete and change the titles of various positions within the Economic Development Agency of 100 the City of San Bernardino which must file Conflict of Interest statements.
