CDC 2000-14 Resolution approving and authorizing the Executive Director of the Agency to
execute a Home Program Acquisition Rehabilitation and Operation Agreement
(Fiscal Year 1998-99 HOME/CHDO Funds) by and between Central City Lutheran
Mission, Inc., and the Redevelopment Agency and making certain findings of
exemption under the national Environmental Protection Act and the California
Environmental Quality Act (Special Needs Housing Assistance Program) (Cost -
$140,000 from HOME/CHDO Funds.)
CDC 2000-15 Resolution adopting rules governing the participation and re-entry preference for
property owners, operators of businesses, and business tenants, adopting the method
of relocation; and approving the report to City Council in connection with the
Redevelopment Plan for the 40th Street Redevelopment Project. (See companion
Reso 2000-132.)
CDC 2000-16 Resolution making certain findings with respect to the use of Low- and Moderate -
Income Housing Funds in connection with the Redevelopment Plan for the 40th
Street Redevelopment Project and requesting the Mayor and Common Council to
concur in such findings. (See companion Reso 2000-133.)

CDC 2000-17 Resolution approving and authorizing execution by the Chairperson of an amendment
to that certain 1999 Property Owner Redevelopment Agreement (Bobbitt
Memorial Chapel) dated July 1, 1999, to extend the time for completion of the
development project to a date not later than July 31, 2001.
CDC 2000-18 Resolution acknowledging the conduct and close of the Joint Public Hearing for the
40th Street Redevelopment Project and approving the Response and Findings to
Written Objections.
CDC 2000-19 Resolution making certain findings regarding the existence of blight in the
Redevelopment Project area as more particularly described in the Redevelopment
Plan for the 40th Street Redevelopment Project.
CDC 2000-20 Resolution approving the Redevelopment Plan for the 40th Street Redevelopment
Project, approving the Redevelopment Implementation Plan for the 40th Street
Redevelopment Project and certifying the Final Environment Impact Report and the
Mitigation Monitoring Plan for the 40th Street Redevelopment Project.

CDC 2000-27 Resolution approving the contract for loan guarantee assistance under Section 108 of
the Housing and Urban Development Act of 1974, as amended, 42 USC Section 5308
(CDBG Section 108 Contract No. B -94 -MC -06-0539) for the 303 Third Street
Project and agreeing to administer the application of up to $344,000.00 in Economic
Development Initiative Grant funds to 303, L.L.C., in support of the 303 Third Street
Project (See Companion Resolution 2000-249 and CDC/2000-28).

Street Project) by and between 303, L.L.C., and the Redevelopment Agency of the
City of San Bernardino and approving the terms of a 200 Community Development
Block Grant Program Section 108 Project Development Loan Agreement (303 Third
Street Project) by and between the Agency and 303, L.L.C., and authorizing certain
other actions relating to the disbursement of the proceeds of up to $344,000.00 in EDI
Grant/Loan proceeds and up to $1,840,000.00 in Section 108 Loan proceeds by the
Agency to 303, L.L.C. (303 Third Street Project) (See Companion Resolutions
CDC/2000-27 and 2000-249).
CDC 2000-29 Resolution authorizing an amendment to that certain exchange agreement with the
Department of General Services.

housing complex located at 1530 Baseline Street, and authorizing the Agency
Chairperson and Agency Secretary to execute the DDA on behalf of the Agency
(Northwest Project Area).

Housing Development Organization (CHDO) Home Agreement with Neighborhood
Housing Services of the Inland Empire, Inc. (NHS) and appropriating up to $60,000
from the Home CHDO Administration Fund — NHS Homeownership Center at
1400 N. D Street.
CDC 2000-37 Resolution approving the loan agreement by and between the Redevelopment Agency
and AFE-Pioneer Associates in the amount of $250,000 from the Low- and
Moderate -Income Housing Fund for the acquisition of the Pioneer Park Plaza
Affordable Elderly Rental Housing Project located at 560 N. F Street (Central
City North Project Area).

CDC 2000-38 Resolution approving (1) the assignment of the Sabo & Green legal contract to Lewis
D'Amato, Brisbois & Bisgaard, LLP., (2) the five (5) year legal contract with
Lewis, D'Amato, Brisbois & Bisgaard, LLP, as Agency Special Counsel for HOME,
ESG, CDBG, Economic Development and Redevelopment related legal matters and
(3) authorizing the chairperson of the Commission to execute such contract on behalf
of the Agency.
CDC 2000-39 Resolution approving and authorizing the Executive Director of the Redevelopment
Agency to execute Amendment No. 1 to the loan agreement by and among the
Redevelopment Agency of the City of San Bernardino, the Jordan and Hilda
Grinker Family Trust and Southern California Private Schools and consenting to
assignment of the loan agreement to Harry William Pruitt, Sr.
CDC 2000-40 Resolution approving Amendment No. 4 to San Bernardino Associated
Government Agreement No. 93-099 (loan of $800,000.00 to Redevelopment
Agency of the City of San Bernardino and Inland Valley Development Agency to
prepare plans and specifications for certain major arterial streets) and authorizing the
Executive Director to execute Amendment No. 4.

Investment Policy for the Year 2001.

5048, 5057, 5356, 5389, 5424, 5507, and 5560) entitled, in part, "Resolution.. .
adopting a Conflict of Interest Code...," by amending Appendix A to add, delete and
change the titles of various positions within the Economic Development Agency of
100 the City of San Bernardino which must file Conflict of Interest statements.
