CDC 2001-2 Resolution authorizing the agency chairperson and secretary to execute the loan agreement in the amount of $550,000, to be funded from agency housing fund, by and between the Redevelopment Agency and the San Bernardino Mobile Home Park Corporation. CDC 2001-3 Resolution authorizing the execution of an agreement to jointly fund the consulting services of David Turch and Associates by and between the City of San Bernardino, the Board of Water Commissioners, and the Community Development Commission (See Companion Resolutions 2001-8, 2001-9). CDC 2001-4 Resolution authorizing the execution of an agreement to jointly fund the consulting services of Strategic Education Services by and between the City of San Bernardino, the Board of Water Commissioners, and the Community Development Commission (See Companion Resolutions 2001-10, 2001-11). Monday, January 22, 2001 CDC 2001-5 Resolution approving a property owner redevelopment agreement by and between the Redevelopment Agency of the City of San Bernardino and Yellow Freight System, Inc., and authorizing the execution of the agreement by the Executive Director on behalf of the Redevelopment Agency of the City of San Bernardino. CDC 2001-6 Resolution approving and authorizing the Executive Director of the Redevelopment Agency to execute Amendment No. 3 to the Disposition and Development Agreement by and between the Redevelopment Agency and Premis Partners and consenting to an assignment of said Disposition and Development Agreement. Monday, February 5, 2001 CDC 2001-7 Resolution approving and authorizing the Executive Director to execute Amendment No. 1 to Disposition and Development Agreement by and between Redevelopment Agency and Hi -Way Auto Recyclers, LLC. CDC 2001-8 Resolution approving and accepting the purchase from MDA -San Bernardino Associates, LLC of the CinemaStar Theater parcel and authorizing the Executive Director to execute the purchase and sale agreement and joint escrow instructions on behalf of the Redevelopment Agency. 1 A Monday, February 5, 2001 Continued CDC 2001-9 Resolution approving and authorizing the Executive Director to execute second amendment to multi-plex theater lease by and between the Redevelopment Agency and CinemaStar Luxury Theaters, Inc. Tuesday, February 20, 2001 (Monday was a holiday) CDC 2001-10 Resolution approving the Amendment No. 1 to the Affordable Senior Citizen Rental Housing Disposition and Development Agreement by and between the Redevelopment Agency and San Bernardino Senior Housing, Inc., increasing the agency grant to $224,000 for the 75 unit senior housing complex located at 1530 Baseline Street; and authorizing and approving the agency chairperson and secretary to execute the amendment on behalf of the agency — Northwest Project Area. Monday, March 5, 2001 CDC 2001-11 Resolution approving (1) Amendment No. 2 to the agreement between Neighborhood Housing Services of the Inland Empire, Inc., and the Redevelopment Agency, dated September 7, 1999 increasing the Agency housing funds to $1.2 million annually for three years, subject to funding availability; making certain program revisions; and (2) authorizing and directing the Agency Executive Director to execute said Amendment No. 2. CDC 2001-12 Resolution approving that certain 2001 Lease Agreement (East Valley Water District) by and between the Redevelopment Agency and East Valley Water District on the terms set forth in such agreement. CDC 2001-13 Resolution of Intention to approve an amendment to contract between the Board of Administration California Public Employees' Retirement System and the Commissioners San Bernardino Economic Development Agency. Monday, April 2, 2001 CDC 2001-14 San Bernardino Economic Development Agency, Resolution authorizing an Amendment to Contract (PERS Retirement Contract, 2% @ 55). 2 Monday, April 16, 2001 CDC 2001-15 Resolution approving Float Loan Agreement by and between City and the Redevelopment Agency of the City with respect to Cinemastar property acquired by the Redevelopment Agency of the City from MDA -San Bernardino Associates, L.L.C. (See Companion Resolutions CDC/2001-16, 2001-81) CDC 2001-16 Resolution authorizing deposit of certain funds to the Central City Redevelopment Project Area and authorizing the loan of low and moderate income housing funds to the San Bernardino Mobilehome Park Corporation (See Companion Resolutions CDC/2001-15, 2001-81) CDC 2001-17 Resolution authorizing and approving the (1) reallocation of 2000-2001 CDBG funds in the amount of $110,000 (Attachment I (D) and ESG funds in the amount of $15,000; (2) 2001-2002 Annual Consolidated Plan ("Plan") which includes funding activities for CDBG, Home, ESG, in the total amount of $6,122,000; (3) Mayor, or her designee, to execute and submit to U.S. Department of Housing & Urban Development (HUD) all required documents and to take all necessary actions to implement the City's 2001/2002 Plan, including execution of CDBG Agreements with respective service providers. CDC 2001-18 Resolution approving an amendment to letter agreement with City regarding MAP assistance with Dr. Irving M. Feldkamp. it Monday, 7, 2001 CDC 2001-19 Resolution approving the sale of certain real property within the Central City North Redevelopment Project Area to the San Bernardino Unified School District and authorizing the Agency Executive Director to execute a purchase and sale agreement and related documents as approved by Agency Special Counsel (See Companion Resolution 2001-105). Monday, 21, 2001 CDC 2001-20 Resolution making certain findings and determinations pursuant to Health and Safety Code Section 33433, making other findings and determinations in accordance with the California Environmental Quality Act and approving a Disposition and Development Agreement between the Redevelopment Agency of the City of San Bernardino and SBT Partners, Inc., and approving other actions in connection therewith (See Companion Resolutions 2001-125, 2001-126, 2001-127, 2001-128, CDC/2001-21). CDC 2001-21 Resolution making certain findings and determinations and approving the form of and authorizing the execution of the Harriman Place Improvement Project Acquisition, Construction and Financing Agreement and requesting the Mayor and Common Council to approve said agreement (Harriman Place Improvement Project) (See Companion Resolutions 2001-125, 2001-126, 2001-127, 2001-128, CDC/2001-20). Monday, June 18, 2001 CDC 2001-22 Resolution approving the form of and authorizing the execution of an agreement for real estate acquisition services between the Redevelopment Agency of the City of San Bernardino and Cutler & Associates, Inc. (HUB Project). Tuesday, June 26, 2001 CDC 2001-23 Resolution authorizing the Economic Development Agency to continue expenditures at the budgeted level for 2000-01 fiscal year, pending final approval of the 2001-02 budget. Monday, July 9, 2001 CDC 2001-24 Resolution making certain findings regarding a proposed amendment of the Redevelopment Plan for the Mount Vernon Corridor Redevelopment Project and setting the date of a Joint Public Hearing with the Mayor and Common Council of the City of San Bernardino to consider an amendment to the Redevelopment Plan to extend eminent domain powers to acquire non -residentially occupied property (See Companion Resolutions CDC/2001-25, 2001-225, 2001-226). CDC 2001-25 Resolution making certain findings regarding a proposed amendment of the Redevelopment Plan for the Central City South Redevelopment Project and setting the date of a Joint Public Hearing with the Mayor and Common Council of the City of San Bernardino to consider an amendment to the Redevelopment Plan to restore eminent domain powers to acquire non -residentially occupied property (See Companion Resolutions CDC/2001-24, 2001-225, 2001-226). CDC 2001-27 Resolution approving an amendment to letter agreement with the City of San Bernardino regarding MAP Assistance for Dr. Irving M. Monday, August 6, 2001 CDC 2001-31 Resolution authoring the Chair of the Community Development Commission to execute a Redevelopment Planning and Participation Agreement for the Santa Fe Depot Redevelopment Implementation Area (Arthur Pearlman Corporation). Monday, August 20, 2001 CDC 2001-32 Resolution approving an amendment to Exhibit "B" of the Personnel Policies and Procedures for all employees of the City of San Bernardino Economic Development Agency. CDC 2001-33 Resolution authorizing and approving a $75,000 housing loan per the terms of the promissory note to Wayne L. & Dolores Browing, Gary F. & Janet Schones and David P. & Peggy Lansing, the "Joint Owners" of the Cypress Inn Mobile Home Park located at 2057 Mt. Vernon Avenue, Northwest Redevelopment Project Area (Null and void because it was not executed in the time specified). Tuesday, September 4, 2001 (Monday was a holiday) CDC 2001-34 Resolution making a finding that conditions of blight burden the Redevelopment Project Area of the Central City South Redevelopment Project, approving the Section 33352 Report to the Mayor and Common Council on the 2001 Eminent Domain Amendment to the Redevelopment Plan for the Central City South Redevelopment, approving the 2001 Eminent Domain Amendment to the Redevelopment Plan and recommending the certification of the Addendum to the 1976 Environment Impact Report. Monday, September 17, 2001 CDC 2001-35 Resolution making a finding that conditions of blight burden the Redevelopment Project Area of the Mt. Vernon Corridor Redevelopment Project, approving the Section 33352 Report to the Mayor and Common Council on the 2001 Eminent Domain Amendment to the Redevelopment Plan for the Mt. Vernon Corridor Redevelopment Project, and recommending the certification of the Addendum to the 1990 Environmental Impact Report (See Companion Resolution 2001-299). Monday, September 17, 2001 Continued CDC 2001-36 Resolution approving that certain exclusive right to negotiate for property acquisition and redevelopment assistance (New Century Entertainment, Inc.) by and between the Redevelopment Agency of the City of San Bernardino and New Century Entertainment, Inc., on the terms set forth in such agreement. CDC 2001-37 Resolution approving the sale of Silverwood Apartments Project to San Bernardino 328/AF XXX, LLC; approving and authorizing execution of certain amendments to the Indenture and Loan Agreement relating to $7,000,000 Redevelopment Agency of the City of San Bernardino Variable Rate Demand Multifamily Housing Revenue Bonds (Silverwood Apartments Projects) Series 1996; approving and authorizing execution of an Assumption Agreement in connection with the sale of Silverwood Apartments Project; appointing bond counsel in connection with the sale of Silverwood Apartments Project and amendments to the Indenture and Loan Agreement; and authorizing distribution of a supplement to the placement memorandum relating to $7,000,000 Redevelopment Agency of the City of San Bernardino Variable Rate Demand Multifamily Housing Revenue Bonds (Silverwood Apartments Project) Series 1996. CDC 2001-38 Resolution approving and authorizing (1) the Executive Director of the Agency to execute a HOME Program Community Housing Development Organization (CHDO) agreement (Fiscal Year 2000-2001) by and between Habitat for Humanity, San Bernardino area, and Redevelopment Agency of the City of San Bernardino (development of three (3) single family homes) and (2) making certain findings of environmental exemption. Monday, October 1, 2001 CDC 2001-39 Resolution making certain findings and determinations pursuant to Health and Safety Code Section 33433, making other findings and determinations in accordance with the California Environmental Quality Act and approving that certain owner participation agreement by and between the Redevelopment Agency of the City of San Bernardino and In -N -Out Burgers on the terms set forth in such agreement. CDC 2001-40 Resolution approving and authorizing (1) the Executive Director of the Agency to execute a Home Program Community Housing Development Organization (CHDO) Agreement (Fiscal year 2000-2001) by and between Neighborhood Housing Services of the Inland Empire, Inc., (NHS) and the Redevelopment Agency of the City of San Bernardino (11 units multi -family housing acquisition and rehabilitation) and (2) making certain findings of environmental exemption. 3 Monday, October 15, 2001 CDC 2001-41 Resolution making certain findings regarding a proposed amendment of the Redevelopment Plan for the Central City East Redevelopment Project and setting the date of a joint public hearing with the Mayor and Common Council of the City of San Bernardino to consider an amendment to the Redevelopment Plan to restore eminent domain powers to acquire non -residentially occupied property (See Companion Resolution 2001-41). CDC 2001-42 Resolution approving and authorizing the Executive Director to execute Amendment No. 2 to Disposition and Development Agreement by and between Redevelopment Agency of the City of San Bernardino and Hi -Way Auto Recyclers, LLC. CDC 2001-43 Resolution authorizing the Redevelopment Agency to submit an application to the State of California Department of Housing and Community Development (HCD) for funding under the Calhome Program and the execution of the standard agreement, any amendments thereto, and all other documents required by HCD for participation under the program. CDC 2001-44 Resolution approving amendments to Exhibits A, B, C-15 through C-18 and Section 32, and deletion of Exhibits C-4 through C-7 and C-46 through C-48 of the Personnel Policies and Procedures for all employees of the City of San Bernardino Economic Development Agency. CDC 2001-45 Resolution designating check signers and countersigners for the City of San Bernardino Redevelopment Agency/Economic Development Agency checks and wire transfers, and repealing Resolution No. CDC/2000-8 (Replaces Ann Harris with Magarita Pacheco) (Repealed by Resolution No. CDC/2004-40). CDC 2001-46 Resolution reconfirming the appointment of Gary Van Osdel as Secretary of the Commission and authorizing the appointment of Margarita Pacheco as Assistant Secretary of the Commission, and repealing Resolution No. 5556. Monday, November 5, 2001 CDC 2001-47 Resolution approving and authorizing the Executive Director to execute Amendment No. 1 to the agreement between the Redevelopment Agency and Oldtimers Foundation, Inc., in the amount of $40,000, to continue the Elderly/Special Needs Minor Home Repair Grant Program. CDC 2001-48 Resolution making certain findings regarding a proposed amendment of the Redevelopment Plan for the Meadowbrook/Central City Redevelopment Project and setting the date of a joint public hearing with the Mayor and Common Council of the City of San Bernardino to consider an amendment to the redevelopment plan to restore eminent domain powers to acquire non -residentially occupied property (See Companion Resolution 2001-341). 7 Monday, November 19, 2001 CDC 2001-49 Resolution approving that certain disposition and development agreement by and between the Redevelopment Agency and New Hope Missionary Baptist Church, on the terms set forth in such agreement. CDC 2001-50 Resolution making a finding that conditions of blight burden the redevelopment project area of the Central City East Redevelopment Project, approving the Section 33352 Report to the Mayor and Common Council on the 2001 Eminent Domain Amendment to the Redevelopment Plan for the Central City East Redevelopment, approving the 2001 Eminent Domain Amendment to the Redevelopment Plan and recommending the certification of the addendum to the 1975 Environmental Impact Report. CDC 2001-51 Resolution amending Resolution No. 4420 (as amended by Resolution Nos. 4852, 5048, 5057, 5356, 5389, 5424, 5507, 5560 and CDC/2000-44), entitled, in part, "Resolution ... adopting a Conflict of Interest Code...," by amending Appendix A to add, delete and change the titles of various positions within the Economic Development Agency of the City of San Bernardino which must file Conflict of Interest Statements. CDC 2001-52 Resolution approving and authorizing the Chairperson or her designee to execute the one (1) year contract extension in the amount of $61,500 (the Amendment No. 2) to the professional services agreement between the Redevelopment Agency and Diana L. Sanchez, contingent upon County of San Bernardino approval of the Neighborhood Initiative Program (NIP) Funds. CDC 2001-53 Resolution authorizing a certain loan agreement and documents related thereto in connection with the issuance of certain tax allocation bonds by the San Bernardino Joint Powers Financing Authority (See Resolutions J-49, 2001-355). CDC 2001-54 Resolution authorizing the borrowing of funds from the San Bernardino Joint Powers Financing Authority in a total aggregate principal amount of not to exceed $110,000,000 to refund certain outstanding tax allocation bonds, authorizing the form of certain legal documents related thereto and authorizing and directing their preparation, execution and delivery (See Resolutions J-50, 2001-356). Monday, December 3, 2001 CDC 2001-55 Resolution making a finding that conditions of blight burden the Redevelopment Project Area of the Meadowbrook/Central City Redevelopment Project, approving the Section 33352 Report to the Mayor and Common Council on the 2001 Eminent Domain Amendment to the Redevelopment Plan for the Meadowbrook/Central City Redevelopment Project, approving the 2001 Eminent Domain Amendment to the Redevelopment Plan and recommending the certification of the Addendum to the 1975 Environmental Impact Report. 8 :4 Monday, December 17, 2001 CDC 2001-56 Resolution authorizing the execution of an agreement to jointly fund the consulting services of Strategic Education Services (SES) by and between the City of San Bernardino, the Board of Water Commissioners, and the Community Development Commission (See Companion Resolutions 2001-379, 2001-380). CDC 2001-57 Resolution approving and authorizing execution of the development agreement between the Redevelopment Agency and ANR Industries, Inc., for the construction of six (6) new single-family homes within Neighborhood Initiative Program (NIP) Target Areas #1 and #4. CDC 2001-58 Resolution approving an Amendment No. 1 to a property owner redevelopment agreement by and between the Redevelopment Agency and Yellow Freight System, Inc., an Indiana Corporation, and authorizing the execution of said amendment on behalf of the Redevelopment Agency of the City of San Bernardino. CDC 2001-59 Resolution referring certain properties to the Inland Valley Development Agency for acquisition pursuant to that certain 1999 Redevelopment Cooperation Agreement dated July 12, 1999 regarding the HUB Project and approving other actions in connection therewith.
