HomeMy WebLinkAbout2002 CDC RESOLUTIONS2002 CDC RESOLUTIONS Monday, January 7, 2002 CDC 2002-1 Resolution referring certain additional properties to the Inland Valley Development Agency for acquisition pursuant to that certain 1999 Redevelopment Cooperation Agreement, dated July 12, 1999, regarding the HUB Project and approving other actions in connection therewith. CDC 2002-2 Resolution authorizing the Agency Chairperson, or his/her designee, to execute the HOME Grant Agreement in the amount of $300,000 by and between the Redevelopment Agency and Telacu Housing -San Bernardino, Inc., a California non-profit corporation (the "Developer") — Senior Housing Development at 602-666 West 6th Street (Central City North Redevelopment Project Area). CDC 2002-3 Resolution (1) approving and authorizing the Agency Chairperson, or its designee, to execute the 2002 Home Community Housing Development (CHDO) loan agreement by and between the Redevelopment Agency and Frazee Community Center related to Frazee's affordable housing program in the North Arden Guthrie area and (2) authorizing the Agency to accept title from Frazee for the properties located at 2094 & 2104 McKinley and 2141 Dumbarton and to demolish improvements on said properties. CDC 2002-4 Resolution approving and authorizing the Agency Chairperson, or its designee, to execute an amendment ("Amendment No. 2") to that certain disposition and development agreement dated July 19, 1999, and subsequently amended on December 4, 2000, by and between the Redevelopment Agency and Century Cromwell Communities, LP — Development of 38 parcels located within the Northwest Redevelopment Project Area (See Companion Resolution 2002-17). (See Resolution CDC/2002-16). Tuesday, January 22, 2002 (Monday was a holiday) CDC 2002-5 Resolution approving and authorizing the Redevelopment Agency of the City of San Bernardino to sell certain vacant parcels generally located at 9th and Del Rosa (AP #278-061-54, 68, 74 & 75; 278-201-30, 31, 32, 33, & 34) to the San Bernardino City Unified School District pursuant to a purchase contract and making certain findings with respect to said sale by the Agency and repayment of Agency low/mod housing funds (See Companion Resolution 2002-31). CDC 2002-6 Resolution approving and authorizing the Redevelopment Agency of the City of San Bernardino to sell eleven (11) vacant parcels on 201h Street between Arden and Guthrie Streets (2241, 2251, 2261, 2271, 2291, 2311, 2321, 2331, 2371, 2381, and 2391 20th Streets) to the San Bernardino City Unified School District pursuant to a purchase contract and making certain findings with respect to said sale by the Agency and the repayment of Agency low/mod housing funds (See Companion Resolution 2002-32). 1 Monday, February 4, 2002 CDC 2002-7 Resolution authorizing the execution of an agreement to jointly fund the consulting services of Copeland, Lowery, & Jacquez for federal representation services by and between the City of San Bernardino and the Community Development Commission of the City of San Bernardino (See Companion Resolutions 2002-43, 2002-44). CDC 2002-8 Resolution approving that certain exclusive right to negotiate for property acquisition and redevelopment assistance (Essex Realty Management, Inc.) by and between the Redevelopment Agency of the City of San Bernardino and Essex Realty Management, Inc., on the terms set forth in such agreement. Tuesday, February 19, 2002 (Monday was a holiday) CDC 2002-9 Resolution adopting the Economic Development Agency's Annual Statement of Investment Policy for the Year 2002. CDC 2002-10 Resolution referring certain further properties to the Inland Valley Development Agency for acquisition pursuant to that certain 1999 Redevelopment Cooperation Agreement, dated July 12, 1999, regarding the HUB Project and approving other actions in connection therewith. CDC 2002-11 Resolution approving and authorizing execution of Amendment No. 3 to the September 7, 1999 HOME Agreement, and as subsequently amended, by and between the Agency and Neighborhood Housing Service of the Inland Empire (NHSIE), conveying the property at 1650 N. Sierra Way, Neighborhood Initiative Program (NIP #1). Monday, March 4, 2002 CDC 2002-12 Resolution approving and authorizing the Executive Director to execute Amendment No. 3 to Disposition and Development Agreement by and between the Redevelopment Agency of the City of San Bernardino and Hi -Way Auto Recyclers, LLC. CDC 2002-13 Resolution authorizing on behalf of the Redevelopment Agency of the City of San Bernardino, the borrowing of funds from the San Bernardino Joint Powers Financing Authority in a total aggregate principal amount of not to exceed $33,000,000, authorizing the form of certain legal documents related thereto and authorizing and directing their preparation, execution and delivery (See Companion Resolutions 2002-81, J-51). Monday, March 18, 2002 There were no CDC Resolutions adopted at this meeting. 2 Monday, April 1, 2002 CDC 2002-14 Resolution authorizing the acceptance and approval of the final form of various legal descriptions relating to the HUB Project and execution of the final form of an owner participation agreement, dated September 17, 2001, by and between the Redevelopment Agency of the City and In -N -Out Burger, and the execution of Amendment No. 1 to the Disposition and Development Agreement, dated as of May 21, 2001, by and between the Agency and SBT Partners, L.P., and the execution of Amendment No. 1 to the Harriman Place Improvement Project Acquisition, Construction and Financing Agreement, by and between the Agency and the City of San Bernardino (HUB Project). CDC 2002-15 Resolution approving and authorizing the Agency's Executive Director to execute Amendment No. 4 to the agreement between the Redevelopment Agency and the Neighborhood Housing Services of the Inland Empire (NHSIE) — ($65,000 HOME CHDO Grant for purchase and redevelopment of the property at 1219 — 1227 Rialto Avenue). CDC 2002-16 Resolution approving and authorizing the Agency Executive Director to execute the 2°a Amendment and restated Disposition and Development Agreement (The Amendment No. 2) by and between the Redevelopment Agency and Century Cromwell Communities, L.P., (Developer) — Development of 38 parcels located within the Northwest Redevelopment Project Area. Monday, April 15, 2002 CDC 2002-17 Resolution approving a certain Redevelopment Partnership Agreement between the Redevelopment Agency and LaMesa RV Center, Inc., (Central California) (See Resolutions CDC/2002-18, 2002-121). CDC 2002-18 Resolution approving a certain Redevelopment Cooperation and Financing Agreement between the Redevelopment Agency and the City of San Bernardino (LaMesa RV Center, Inc., - Redevelopment Cooperation and Financing Agreement) (See Resolutions CDC/2002-17, 2002-121). CDC 2002-19 Resolution approving Amendment No. 1 to Operation and Management Agreement by and between Redevelopment Agency of the City of San Bernardino and Theatrical Arts International. Monday, June 3, 2002 CDC 2002-21 Resolution approving and authorizing the Executive Director of the Redevelopment Agency (The "Agency") to execute a certain professional services agreement by and between the Agency and Rosenow, Spevacek Group, Inc. (RSG) to provide plan amendment consultant services in connection with amending the Central City North and Uptown Redevelopment Project areas to reinstate eminent domain. Tuesday, June 25, 2002 CDC 2002-22 Resolution approving the Economic Development Agency's budget for Fiscal Year 2002-2003 as amended. Monday, June 1, 2002 CDC 2002-23 Resolution 1) approving the acceptance of a $300,000 grant from the County of San Bernardino Neighborhood Initiative Program (NIP) Grant Fund; and 2) authorizing the Executive Director of the Agency to execute an agreement between the Redevelopment Agency and the City in the amount of $300,000 for the provision of infrastructure improvements in the Neighborhood Initiative Program Target Area #1 (See Companion Resolution 2002-225). CDC 2002-24 Resolution approving and authorizing the Executive Director or its designee to execute the Community Redevelopment Affordable and Transitional Housing agreement by and between the Redevelopment Agency and New House, Inc., regarding the property located at 2080 North Pershing Avenue. Monday, July 15, 2002 CDC 2002-25 Resolution approving a New Jobs Redevelopment Grant agreement by and between the Redevelopment Agency and Rosina Gallardo, dba Amapola Rico Taco and authorizing the execution of a grant agreement by the Executive Director on behalf of the Redevelopment Agency. CDC 2002-31 Resolution authorizing and approving the Executive Director to execute the Amendment No. 1 to the Rosenow Spevacek Group, Inc. (RSG) Consultant Services Agreement, in the amount of not to exceed $34,000, relative to plan amendments for Central City North and Uptown Redevelopment Project Areas. (NHS). CDC 2002-33 Resolution approving a loan agreement, and related documents, and authorizing execution thereof, between the Redevelopment Agency and the Community Reinvestment Fund. Monday, November 18, 2002 CDC 2002-34 Resolution approving and authorizing the extension to the Diana L. Sanchez, Neighborhood Initiative Program (NIP) Coordinator, consultant services agreement, subject to funding approval by the County of San Bernardino NIP Program. CDC 2002-35 Resolution authorizing the execution of an agreement for professional services with LSA Associates, Inc., for the preparation of a program environmental impact report (EIR) and related traffic studies for the amendment of the Central City North and Uptown Redevelopment Project Area Plans. Monday, December 2, 2002 CDC 2002-36 Resolution approving and authorizing execution of that certain 2002 New Jobs Redevelopment Grant Agreement (Job Options, Inc.) and the grant of certain sewer capacity rights to Job Options, Inc., in connection therewith. CDC 2002-37 Resolution approving and authorizing the Executive Director of the Redevelopment Agency to execute Amendment No. 4 to the Disposition and Development Agreement (Industrial Parkway Property) by and between the Redevelopment Agency and Marvin and Lelia Jabin and consenting to an assignment of said disposition and development agreement. CDC 2002-38 Resolution approving that certain 2002 New Job Opportunity Redevelopment Grant Agreement (MAPEI Corporation) and the grant of certain project generated tax increment revenues in connection therewith. CDC 2002-39 Resolution authorizing and approving the Agency Executive Director to execute the development agreement by and between the Redevelopment Agency and Covenant Development, Inc., regarding the development of 22 affordable housing units. CDC 2002-43 Resolution approving and authorizing the Agency Executive Director to execute a disposition and development agreement by and between the Redevelopment Agency and Century Cromwell Communities, LP and Olive Crest, LLC (GFR Enterprises, Inc.) for development of the Agency property located south of Irvington Avenue, east of Palm Avenue (aka TT#15407 Glazier) (See Companion Resolution 2002-392).
