Thomas Hannemann will fill the currently vacant position of Deputy Fire Chief on a F-°
permanent and no longer "acting" basis. Mr. Hannemann has filled this position on an
"acting" basis since December 2014. The position of Deputy Fire Chief is vital to this E
department and it is critical that this position be filled.

Mr. Hannemann began his career with San Bernardino City Fire in October 1992 as a Q
Paramedic/Firefighter. He promoted to Fire Engineer in November 1998 and then to Fire
Captain in June 2005. Mr. Hannemann went on to promote to Battalion Chief in March
2010 and then accepted the appointment to Acting Deputy Fire Chief in December 2014.
He has done an exempiarary job in this position, tackling many unique challenges head
on. Mr, Hannemann is extremely well qualified to fill this position and will continue to
be a valuable asset to Fire Operations and the Executive Staff.

• John VanHavermaat is a long term employee who has been with the City °
for 32 years.

• The position of Operations and Maintenance Division Manager(U) has
been vacant since April 2013. John has been acting as the Operations =
and Maintenance Division Manager for two (2) years and has performed
admirably. >
• There will be a salary savings by hiring John at step 15 because as a Mid-
Management employee he was paid overtime, in the new position he will
not be paid overtime.
• The City recruited for the position through a competitive process, inviting
candidates from inside and outside the City. Q

• Mr. Van Havermaat has a Commercial Driver's License which allows him
to operate any commercial vehicle in the City's Fleet. He is knowledgeable
in every aspect of the division, asphalt, concrete, right-of-way, graffiti,
street lighting, traffic signals, tree maintenance, sewer and storm drains. N
He has worked in or supervised every section listed during his career with o
the City.
• Mr. Van Havermaat takes a great deal of pride in his work and consistently
goes the extra mile to meet the demands. He has been seen at 4:30 a.m. s
checking street lights in problem areas. Whether he is checking on a a
contractor, sewer maintenance worker or cleaning up a homeless
encampment he does it with heart, a positive attitude and strong o
understanding of the job. ;n

• The Operations and Maintenance Division is an integral part of the daily

Public Works operation; providing staff and contractor management of the
City's infrastructure; from roads, sidewalks and trees to street lights, traffic
signals and storm drain maintenance services for approximately 60 plus
square miles that make up the City.
