and expenditure of FY2014/2015 JAG grant in the amount of$142,943 for

8/5/2013 Resolution 2013-230 approved authorizing the obligation, appropriation,
and expenditure of the FY2013/2014 JAG grant in the amount of $130,007
to offset the personnel cost of three dispatchers.
Background:
At President Bush's request, Congress consolidated the Byrne Grants and LLEBG into
a single program known as the Edward Byrne Memorial Justice Assistance Grant (JAG)
in order to streamline funding and grant administration. Grant funding is allocated
based on a formula that includes population and a three-year average of reported
violent crime for each jurisdiction.
The City of San Bernardino has been designated as a disparate jurisdiction, which is
defined as a city receiving one-and-one-half times the County allocation, and is required
to file a single joint application with the County of San Bernardino. The County Law &
Justice Group serves as the grant administrator and fiscal agent for JAG program funds
and charges each recipient a 5% administrative fee. The 2015 administrative fee of
$7,184 was deducted from the City's allocation of $143,688, reducing the City's grant
funding to $136,504. The County Law & Justice Group has prepared an Interlocal
Agreement between the City of San Bernardino and County of San Bernardino,
identifying the County Law & Justice Group as the grant administrator and fiscal agent
and detailing JAG grant administration and billing procedures.
The FY 2015-2016 will focus on Police safety and crime and gun violence reduction.
The City of San Bernardino Police Department will utilize FY 2015-2016 JAG Grant
funds to purchase four new police vehicles, security camera viewing equipment, and
twelve new desktop computers.
Increased police safety will be achieved by replacing a number of aging vehicles that
have exceeded their useful life. The Police Department will replace two Police patrol
Crown Victoria's with two 2016 Ford Explorer SUVs to be used by K9 Patrol officers.
The grant will be used to purchase the SUVs; the San Bernardino City K9 Fund
(restricted to K9 unit support only) will be used to outfit each of the SUV's at a cost of
approximately $11,500 per vehicle.
The focus of Crime and Gun Violence Reduction will be realized through several
different resources. Replacing two Police unmarked vehicles with two used 2014/15
Ford Fusions. The new vehicles support investigations with an integrated civilian look
replacing the current Ford Crown Victoria's. The newer vehicles are less obvious as
police vehicles and can be used effectively as undercover vehicles.
The City of San Bernardino is investing in and expanding its city-wide security camera
system as a way to reduce crime in the City. The Police Department would like to
create a full-time active viewing station manned by volunteers. Adding a Camera
Viewing Station in the Dispatch center will upgrade the Crime Camera system from a
passive to an active viewing system.
The remaining funds would be used to purchase desktop computers for Police

personnel, replacing computers that are 10 years old and older. Replacing the old
technology will improve investigative functions throughout the Department.
This grant will not be effective until October 1, 2015. The Police Department will return
to Council after the FY15/16 budget has been adopted and request the appropriation
and amendment into the adopted budget.
The City of San Bernardino Police Department will utilize FY 2015-2016 JAG Grant
funds to purchase four new police vehicles, security camera viewing equipment, and
twelve new desktop computers. The cost of two 2016 Ford Explorers is approximately
$32,000 each; two 2014/15 Ford Fusions cost $21,000 per vehicle plus $3,702 to outfit
each vehicle for a total cost per vehicle of $24,702; camera viewing equipment is
$7,200; twelve HP Desktop computers, monitors, and Blue Ray players at $1,325 each
for a total of $15,900. The total JAG Grant fund requested will be $136,504.00. There
are no matching funds required in this grant.

0- INTERLOCAL AGREEMENT
BETWEEN THE TOWN OF APPLE VALLEY, THE CITIES OF ADELANTO, BARSTOW, CHINO,
COLTON, FONTANA, HESPERIA, HIGHLAND, MONTCL.AIR, ONTARIO, RANCHO CUCAMONGA,
REDLANDS, RIALTO, SAN BERNARDINO, UPLAND, VICTORVILLE,
AND THE COUNTY OF SAN BERNARDINO, CA
CONCERNING DISTRIBUTION OF THE
2015 JUSTICE ASSISTANCE GRANT AWARD
This Agreement is made and entered into this 23rd day of June, 2015, by and between THE COUNTY
OF SAN BERNARDINO, acting by and through its governing body, the Board of Supervisors
(hereinafter referred to as "COUNTY"), and the aforementioned TOWN (hereinafter referred to as
"TOWN") and named CITIES (hereinafter referred to as "CITIES"), acting by and through their
respective governing bodies, the Town Council and City Councils, all of whom are situated within the
County of San Bernardino, State of California, as follows: o
WHEREAS, each governing body, in performing governmental functions or in paying for the o
performance of governmental functions hereunder, shall make that performance or those payments r
from current revenues legally available to that party; and

WHEREAS, each governing body finds that the performance of this Agreement is in the best i
interests of all parties, that the undertaking will benefit the public, and that the division of costs fairly 0
compensates the performing party for the services or functions under this Agreement; and Q
WHEREAS, the COUNTY agrees to release to TOWN and CITIES their respective grant
allocation from the JAG Award within sixty (60) days upon receipt of funds, less five percent (5%) for
administrative fees, as reflected on Appendix 1 here attached and hereby incorporated by reference as a-
part of this agreement; and COUNTY agrees to use the five percent(5%) of JAG award funds received
from TOWN and CITIES under this agreement for administrative fees toward the administration of o
TOWN's and CITIES' programs during the entire permissible duration of said programs; and TOWN
and CITIES agree to deposit their JAG award funds into a separate trust account in accordance with

JAG guidelines; and TOWN and CITIES each agree to the five percent (5%) reduction of their co
respective grant allocation from the JAG award, as reflected on Appendix 1 for administrative fees E
toward the administration of this program; and additionally the TOWN and CITIES each agree that it is
their responsibility to ensure these funds are expended in accordance with JAG guidelines, and that the
interest generated from such funds shall be solely applied and expended in accordance with these
same JAG guidelines; and F

WHEREAS, the TOWN, CITIES and COUNTY believe it to be in their best interests to
reallocate the JAG funds, d
NOW THEREFORE, the COUNTY and TOWN and CITIES agree as follows:
Section 1.
COUNTY agrees to release to TOWN and CITIES their respective grant allocation from the JAG Award
within sixty(60) days upon receipt of funds, less five percent (5%) for administrative fees, as reflected
in Appendix 1 here attached and hereby incorporated by reference as part of this Agreement, and;
COUNTY agrees to use the five percent (5%) of JAG award funds received from TOWN and CITIES
under this agreement for administrative fees toward the administration of the TOWN's and CITIES'
programs during the entire permissible duration of said programs.

Section 2.
TOWN and CITIES agree to deposit their JAG award funds into a separate trust account in accordance
with the JAG guidelines; and TOWN and CITIES agree to the five percent (5%) reduction of their
respective grant allocation from the JAG award, as reflected in Appendix 1, for administrative fees
toward the administration of this program, and; TOWN and CITIES each agree that it is their
responsibility to ensure these funds are expended in accordance with JAG guidelines and that all

same JAG guidelines.
Section 3.
TOWN and CITIES agree to enter into a sub-award grant agreement with the COUNTY in order to
acknowledge receipt of the federal award information and applicable compliance requirements, o
including special conditions for each sub-award, before receiving grant funds.

TOWN and CITIES agree to provide COUNTY with sufficient timely information as necessary within five

business days after receiving written request from COUNTY to meet JAG requirements for quarterly
and annual financial and performance reports.

Nothing arising from this Agreement shall impose any liability for claims or actions against COUNTY
other than what is authorized by law. U_

Each party to this Agreement will be responsible for its own actions in providing services under this

Section 8.
The parties to this Agreement do not intend for any third party to obtain a right by virtue of this
Agreement.
Section 9.
By entering into this Agreement, the parties do not intend to create any obligations, either express or
implied, other than those set out herein; further, this Agreement shall not create any rights in any party
not a signatory hereto.
