Closed Session Report City Attorney Saenz announced that in the matter of City of San Bernardino — U.S. Bankruptcy Court, Case No. 6:12-bk-28006 MJ proceedings, Council approved contract extension with the Law Firm of Bienart, Miller and Katzman by vote of 6-0. In the case of City of San Bernardino v. Wells Fargo Bank, Council gave settlement 0 negotiation directive by vote of 6-0. Bankruptcy/Strategic Planning Update -- Management Partners A brief update was given by Andy Belknap, Regional Vice President of Management Partners, Inc. He stated that on July 15, 2015, there would be a hearing on litigation filed by the Firefighter's Union on contracting issue and on July 17, 2015, there would be a Status Conference on the City's case. This would be the first such conference since the Plan of Adjustment was submitted to the Bankruptcy Court on May 29, 2015. He also stated that the Core Strategic Planning Committee would be meeting on July 20, 2015 ' Approximate time of motion/second, according to timestamp on video posted on the City web site. Chamber of Commerce & Local Elected Officials Announcements ' Upcoming events were announced by Roger Henderson of the San Bernardino Area Chamber of Commerce. Heather Rouhana, Assembly Member Marc Steinorth's office, gave an update on the Stuff The Bus Sport's Edition. It was a Sport equipment drive which benefited the schools in the San Bernardino City Unified School District. 5. Consent Calendar 5A. (FIRST READING) (Continued from April 20, 2015) Mayor Davis opened the hearing. Mark Persico, Director of Community Development, gave an explanation of Development Code Amendment 14-20. He stated that the primary aspect of this Ordinance was to consolidate and streamline the permit process. Pursuant to Resolution No. 2000-279, City Clerk Hanna administered an oath to those individuals wishing to speak on the matter that they would provide true and honest testimony. Public Comments on Items Not on the Agenda Jeff Snow, Republic Services, Huntington Beach, expressed his excitement and congratulations to the City of San Bernardino for the upcoming Route 66 Great Race Event. He stated that beginning on Saturday, June 20, 2015 in Kirkwood, Missouri near St. Louis, vintage cars would thrill millions across the country as they race across America. He stated that San Bernardino had the tremendous honor of serving as a select host City to the Great Race, and would be hosting an overnight stay on Saturday, June 27, 2015. Mr. Snow indicated that together with the Vintage Car Rally Association, the Great Race had raised over $500,000 for autism one mile at a time. He said that Republic Services wished the City of San Bernardino great success in this historic event and was proud to partner with the City. Robert Porter, San Bernardino, announced that on Saturday, June 20, 2015 there will be a Community Fest with Generation Now and other groups. He stated that he would be there as well doing Paleo Days and his friend would be doing gold panning. He suggested everyone bring their kids to the park. Mr. Porter also spoke about the possibility of half-truths floating around and things that weren't decided with all the facts on the table. Sandra Ibarra, San Bernardino, stated that she had moved from Santa Ana to San Bernardino a year ago and it broke her heart when she saw a lot of decision making being done without a lot of questioning and information. She indicated that when she lived in Santa Ana she saw improvement and said that San Bernardino could do the same. She stated that the City did not have to outsource and the city employees should continue to work for the City. She recommended to the Council that they work with what the City has here already. Thomas Carey, San Bernardino, stated that the City Council continued stringing items along back and forth and going over the same things again and again about the street sweeping. He told the Mayor that he was in control and should put a stop to things like this. He said that the previous City Council did the same. He stated that once was sufficient and if the City Council didn't have the facts then the items should be carried over to the next meeting. He also said that the City did not have to outsource because outsourcing could lead to other problems. He also stated that the City needed the trees. Betty Jean Long, San Bernardino, spoke about someone taking her dog and being robbed again. Scott Olson, San Bernardino, read a letter from the Department of Forestry and Fire Protection to Council Member Shorett dated November 1, 2013 regarding contracting with Cal Fire. He stated that the Mayor and City Council had not changed and that outsourcing was the agenda. He stated that what was best for the City is gone. Honn, President of the San Bernardino Kiwanis Club, San Bernardino, stated that he loved San Bernardino. He announced that the Kiwanis Club awarded $20,000 in scholarships to High School students in San Bernardino. He also announced that he was the band leader for Jangle Jazz and that Jangle Jazz and the Larry Jackson Family Singers would be performing at the Community Festival at Perris Hill Park on June 20, 2015 at 1:30 p.m. and 3:30 p.m. He also stated that he reluctantly accepted the position of President of a new group called "The San Bernardino Service Council". This group was made up of all of the service clubs in San Bernardino faith based organization and governmental agencies who could help the City. Their group looked forward to helping the City with a major Public Works improvement project because they had heard tonight that Public Works didn't have the money to do the job. Reverend Honn announced that The San Bernardino Service Council met the fourth Thursday of each month in the MIC Conference Room, 6th Floor of City Hall. Marilyn Kraft, Volunteer, Central City Lutheran Mission, San Bernardino spoke about their services for homeless residents and residents at risk of becoming homeless. She stated that their homeless shelter housed 70 men and had been at full capacity each night. Ms. Kraft indicated that they also had a weekday noon hot meal program open to the community and an after school program, among other things. She said that Central City Lutheran Mission had great service because of providers, partners, and involvement by faith-based communities. Al Palazzo, Rialto, stated that Mark Persico told him that he disagreed with his vision for San Bernardino. Mr. Palazzo asked Mr. Persico what part of the vision concept was he in disagreement with. Roxanne Williams, San Bernardino, thanked the Public Works employees for the hard work that they did and how they work, live, shop in the City and send their children to school here. She also spoke out about the article in the L.A. Times and how they should have written about all the positive things that have happened in San Bernardino and not the negative. Barbara Babcock, San Bernardino, asked that the Mayor and City Council do the right thing and be fair to the citizens who came to speak. She stated that everyone should have equal time to speak about their topics. She also spoke about the street sweeping and the L.A. Times article. Jay Lindberg, San Bernardino, spoke about street sweeping, fireworks, and the brown lawns in the City.
