Description) Baseball Stadium Finance: Council Notes: Agenda Item No. 0xilm CITY OF SAN BERNARDINO—REQUEST FOR COUNCIL ACTION Staff Report Subject: Initiation of a Development Code Amendment to allow swap meets by conditional use permit in the CCS-1, Central City South Plan Area. Mayor and Common Council Meeting of August 21, 2000 Background: Last spring, a company approached the City regarding the use of the Stadium parking lot for daytime swap meet use. In the City's continued effort to promote use of the stadium, a pilot program was held. Two swap meets were held during the pilot program with over 5000 in attendance over the course of the program. As a result, interest has been expressed in continuing the swap meets at the Stadium; however, ongoing use for such a purpose requires an amendment to the Development Code. An amendment that would allow swap meets and auctions would expose the stadium as a new, clean, safe and friendly venue to a much wider audience. Additionally, these types of events may help offset the cost of the Stadium through increased revenues from rent, concessions, sales tax,parking, business registration fees, and conditional use permit fees. The Central City South Plan Area, which includes the Stadium, was adopted in the late 1980's, and modified in 1991. The CCS-1, Central City South land use district includes most of the area bounded by Rialto Avenue, "E" Street, Mill Street and the 1-215. A goal of the Central City South Plan is to provide retail and entertainment uses which would attract local and regional patrons. If the Development Code Amendment were ultimately approved, the Stadium operator would be able to submit a Conditional Use Permit application for consideration. Through the CUP process, staff would evaluate potential impacts of a swap meet such as frequency, hours of operation, policing/security, clean up, and parking lot surface repairs, and apply conditions of approval as applicable. Fiscal Impact: The fee for this type of amendment to the Development Code is $1002, which will be paid for out of the Stadium fund. This amount includes legal advertisements, copying charges, and staff time. Recommendation: Staff recommends that the Mayor and Common Council direct the Planning Division to initiate an amendment to the Development Code to consider permitting swap meets, subject to a Conditional Use Permit, in the CCS-1, Central City South Plan Area.
