No.) 129-367-5504-7156 (Acct_ nescrintinn) Street/Safety Improvements Finance: Council Notes: Agenda Item No. a� CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Review Report from Traffic Safety Committee relative to the intersection of 21St Street and San Gabriel Street, and authorize the City Engineer to proceed with the design of a raised median project on 21St Street approaching San Gabriel Street Background: At the meeting of July 24, 2000 the Mayor and Common Council evaluated a complaint relative to pedestrian safety at the intersection of 21" Street and San Gabriel Street. Several alternatives were discussed to resolve this concern. It was then decided to refer these suggestions to the Traffic Safety Committee for evaluation. The Committee discussed this issue at their meeting of August 9, 2000. The suggestions presented at the Council Meeting are as following: • Install pedestrian traffic signal • Install median strip • Narrow 21St Street to 2 lanes The following is the report from the Committee and Staff relative to these alternatives: A pedestrian traffic signal would cost approximately $ 70,000 to install. The Traffic Safety Committee has already advised against its installation due to the low traffic volumes on the San Gabriel Street approach to the intersection. However, the Council asked that the Committee look at it from the pedestrian traffic perspective. To meet signal warrants based on pedestrian traffic, a minimum of one-hundred (100) pedestrians are required to cross the street in each of four hours or one-hundred ninety (190) in one hour. Although staff has not been able to ascertain the peak levels of pedestrian crossing, it is doubtful that the intersection meets the above described minimum criteria for a traffic signal based pedestrian traffic. A raised median strip, measuring six feet wide, and one-hundred fifty (150) feet long can be installed on each side of the intersection. The median on the west leg of the intersection may need to be somewhat shorter in order to avoid restricting a residential driveway on the south side of 21" Street. The medians would not negatively disrupt traffic flow and could provide refuge for pedestrians in the middle for crossing 21st Street. The medians, with river rock in the middle would cost approximately $ 55,000 to build plus approximately $ 5,000 to design. Less expensive treatments can be implemented such as a four feet wide, one-hundred (100) feet long, median with stamped concrete in the middle. This scheme would cost approximately $ 31,000 plus $ 5,000 to design. Either scenario will require that the driveway that serves the Senior Center be restricted to "right in/right out only" movements. This condition should not cause unreasonable hardship since the adjacent driveway for the YMCA will remain unrestricted and is easily accessible to the Senior Center from the YMCA parking lot. Additionally, a striped left- turn lane will be installed on 21 s' Street to access the YMCA parking lot. The possibility of combining the two driveways that serve the YMCA and the Senior Center was considered. However, a catch basin is located between the driveways. Approximately $ 15,000 would have to be added to the project cost to remove the two driveways, construct one new driveway and relocate the catch basin. The third option is to narrow the road by installing an edgeline with delineators. This will effectively reduce the width of 21St Street, thereby making it safer to cross the street. This traffic calming measure could be accomplished, with City forces, at a cost of approximately $ 2,500. After further discussion, however, it was determined that striping the edgeline with hatch marks would be a better solution. If delineators are installed, motorists, parking on 21St Street will have to make an extra effort to avoid hitting the delineators as they attempt to park or enter the driving lane. The possibility of incorporating a bike lane was also discussed. Staff will look into this possibility as part of any alternative solution chosen. Also discussed at the Council Meeting was the possibility of installing speed bumps and "pedestrian gates". Speed bumps are not an approved traffic control device. There is a major concern over the delay they cause on emergency vehicles when they are responding to a call. Additionally, motorcycles and bicycles sometimes have trouble maneuvering over them and they can lose control. Other agencies have installed humps on public streets to control speeding, this action however, has typically been limited to local residential streets. 21s' Street is classified as a Minor Arterial street. Staff feels strongly that speed bumps/humps should not be installed on 21St Street as they could seriously disrupt traffic flow and hinder emergency response times within this area. "Pedestrian Gates" is a new type of traffic control device typically used in conjunction with crosswalks. They are made of plastic and look like delineators, but they are about eight inches in diameter, thirty-three (33) inches high and are anchored to the pavement. The device is designed to highlight crosswalks and induces traffic to slow down to avoid hitting them. However, staff is concerned that the "Pedestrian Gates" are not yet an approved traffic control device. A sales representative demonstrated the device to staff, stating that the manufacturer had submitted an application to Caltrans in an effort to certify the device. Staff is awaiting the results before recommending any action relative to this traffic control device. In view of the above information, the Committee recommended the installation of the raised medians. Staff further recommends that the less expensive treatment of installing two one- hundred foot long, four foot wide, stamped concrete medians be utilized at an estimated construction cost of $ 31,000. In the meantime, while design and construction of the raised median is taking place, it is recommended that an edgeline with hatch marks (possibly a bike lane with further analysis) be installed. The Committee further recommended to re-affirm its recommendation from last month to install "Senior Citizen Facility" signs in conjunction with "25 m.p.h." speed limit signs. Financial Impact: The estimated cost of $ 2,500 for installing the edgeline with hatch marks and the new signs will come from General Fund Account No. 001-187-5111 (Signing and Striping Materials). The estimated cost of$ 36,000 to design and construct the medians will come from account no. 129-367-5504-7156 (Street Improvements/Safety Improvements). However, staff is only requesting that $ 5,000 be allocated at this time to initiate design. Staff will return to Mayor and Council for contract award once the design and public bid process has been completed. Recommendation: Accept recommendation of Traffic Safety Committee to install raised medians on 21St Street's approaches to San Gabriel Street, authorize the City Engineer to initiate design of a raised median project as recommended by the Committee, and allocate $ 5,000 from account no. 129- 367-5504-7156 to cover design costs. The petition was signed by 122 people requesting that the City install traffic lights, a pedestrian crosswalk, and traffic signs on 21St Street at San Gabriel Avenue to protect senior citizens and children that cross 21St Street. The intersection is directly in front of the Perris Hill Senior Center, the YMCA, and Perris Hill Park. Previous Actions: The Traffic Safety Committee evaluated the request for a traffic signal on June 14, 2000. The Committee evaluated the request for a three-way stop on July 12, 2000. On each occasion, the Traffic Safety Committee denied the requests because the intersection did not meet the traffic warrants. Recommendation: That the request for a three-way stop on 21St Street at San Gabriel Avenue be approved . The senior center is located on 21'` Street at San Gabriel Street. The requestor is concerned over the number of citizens living in this area, who must cross 21S` Street in order to walk to the senior center. He claims it is an unsafe situation due to high rates of speed on 21" Street. He also feels that a traffic signal would resolve the situation. Traffic Engineering Staff evaluated the request. This is a "T" intersection. This segment of San Gabriel Street ends at 21't Street. The intersection is currently controlled by a one-way stop for northbound traffic. 21" Street is posted with a thirty-five (35) mile per hour speed limit. There have been no recorded accidents within the last 2 % recorded years. The following are the volumes on the approaches to the intersection: Northbound 478 Eastbound 3,439 Southbound N/A Westbound 4,000 Totals 478 7,439 Volume ratio (minor : major) equals 1: 16. The intersection does not meet warrants for a traffic signal. This due to lack of accident history, and the fact that the traffic volumes on the minor street approach are well below the minimum criteria required to meet warrants. Staff therefore recommends that the request for a traffic signal be denied and that the Police Department conduct selective enforcement of the speed limit on 21" Street, and that staff meet with representatives of the senior center to help alleviate this situation. The Committee denied the request. At that meeting, the Committee pointed out that the intersection would probably not meet 3-way stop warrants due to the low traffic volumes on the approach from the minor street. However, no recommendation related specifically to the 3-way stop was made. Consequently, staff was directed to evaluate the intersection again. This time, specifically for a 3-way stop.
