STAFF REPORT
Subject-
Authorization to prohibit certain vehicular movements at the intersection of
Tippecanoe Avenue at Rosewood Drive for an additional six months.
Background:
On August 2, 1999, the Mayor and Common Council authorized the Director of
Development Services to temporarily prohibit certain movements at the
intersection of Rosewood Drive and Tippecanoe Avenue. On February 22, 2000, a
six (6) month extension was authorized to allow time for the preparation and
review of the environmental document associated with the street improvements
and adjacent development. The six months' extension will expire this month.
The existing restrictions have been working well as an effective traffic safety
control; therefore, staff recommends maintaining them for an additional six
months to allow time to complete the environmental review process.
The above action was necessary in order to reduce the significant increase in
traffic accidents that occurred at the intersection in 1998. As an emergency
measure, the Police Department originally restricted the movements in December
of 1998. To do this, portable delineators and barricades were placed at the
intersection. The Traffic Safety Committee then reviewed the issue in January
1999 and recommended to the Mayor and Common Council that the restrictions
be made permanent by installing a raised concrete median from the I-10 Freeway
to Laurelwood Drive. However, an affected business owner (In-n-Out Burger)
objected to this proposal.
In-n-Out operates a restaurant at the northwest corner of the intersection of
Rosewood Drive and Tippecanoe Avenue. They became concerned that the
northbound left-turn prohibition was adversely affecting their business and
instead proposed the installation of a traffic signal at this location to mitigate the
accident problem. However, due to the close proximity of the I-10 Westbound
Ramps (approximately 200 feet) this proposal was not acceptable to staff.
City staff met with representatives of In-n-Out Burger Corporation, their attorney
and traffic engineers in an effort to reach a compromise. As a result of those
discussions, staff agreed to maintain the status quo at the intersection of
Tippecanoe Avenue and Rosewood Drive by precluding all left-turn movements
except the left-turn movement from southbound Tippecanoe Avenue to eastbound
Rosewood Drive. The east and westbound through movements were also
prohibited.
Two accidents have been recorded at the intersection of Rosewood Drive and
Tippecanoe Avenue since the semi-permanent restrictions were implemented in
August of 1999. One is a "rear-ender" that took place on the eastbound approach
to the intersection, and the other occurred as a result of a westbound vehicle
running a stop sign and colliding with a northbound vehicle. There has been one
other recorded accident since the Police Department originally restricted the
movements in December of 1998. However, this accident is attributed to a
motorist violating the northbound left-turn prohibition. A motorist can no longer
make this movement since delineators were placed through the intersection
physically restricting the movement. Five additional accidents have been
recorded nearby. Four occurred just north of the intersection, three involving left-
turns from Tippecanoe Avenue and the other a rear-end sideswipe. The fifth
accident occurred south of the intersection and resulted in a fatality. A gentleman
in a wheelchair was killed when he attempted to cross Tippecanoe Avenue just
north of the I-10 Freeway Westbound Ramps.
One concern raised during the process was the potential shifting of traffic impacts
from the intersection of Rosewood Drive and Tippecanoe to the intersection of
Laurelwood Drive and Tippecanoe Avenue. There have been six recorded
accidents at this intersection since the restrictions were implemented on
Rosewood Drive. However, all of these accidents occurred before the recent
installation of the traffic signal at this intersection. The traffic signal is expected
to reduce the accident occurrences at the intersection. Two other accidents have
been recorded nearby, one just west and the other just south of the intersection.
To help reduce traffic congestion at the intersection of Rosewood Drive and
Tippecanoe Avenue, it was also suggested that the freeway ramp signals for
southbound Tippecanoe Avenue to eastbound I-10 Freeway be modified to allow
protected/permissive left turns. These signals are controlled by Caltrans and
located within the city limits of Loma Linda. Caltrans has agreed to allow
modification of the traffic signal on a trial basis for one year at no cost to
Caltrans. Consequently, staff has been working on an agreement with Caltrans,
and the City of Loma Linda to implement this action. Recently, the City of Loma
Linda was successful in securing a CMAQ Grant to interconnect their traffic
signals along Anderson Street with our segment of Tippecanoe. It is anticipated
that the signal modification at the ramps could be implemented along with the
Loma Linda project.
Ultimately, these temporary controls should be replaced with a raised median as
originally recommended. The proposed median should be consistent with the
ultimate plan for Tippecanoe Avenue and the proposed "Hub" Center project on
the West Side of Tippecanoe Avenue. Consequently, staff is recommending that
the installation of the permanent raised medians be delayed to allow time for the
Tri-City Traffic Study to be completed, the "Hub" Center project be further
defined, and the associated environmental review be completed. This
environmental review should take into consideration all associated traffic impacts
and proposed mitigation including such improvements to Tippecanoe.
Police Department staff concurs with this recommendation.
Financial Impact:
Since the delineators are already in place as a result of the temporary restrictions
imposed in August of 1999, there will be no additional expenditure if the
proposed extension is approved.
Recommendation:
Authorize the Interim Director of Development Services to continue to prohibit
certain vehicular movements at the intersection of Rosewood Drive and
Tippecanoe Avenue for additional six- (6) months.
