Background: The City received a request to prohibit commercial truck traffic on the above referenced streets. A resident of Davidson Street claims that large trucks constantly use this residential street creating excessive noise and safety concerns. To back up his claim, the requestor has kept a log of the truck activities on his street. This section of Davidson Street was surveyed on several occasions and no trucks were observed. However, these surveys were conducted for short periods of time (fifteen to twenty minutes). In addition, an axle classification counter was set out for a period of twenty-four hours in an attempt to document truck activity. Although the counter may not provide accurate truck volume data, it gives some idea of the characteristics of the traffic during the survey period. The counter recorded nine (9) "two and three axle"trucks,but none with four or five axles. Staff believes that prohibiting trucks on this residential street would not be unreasonable to truck traffic. Any trucks currently using Davidson Street could use Victoria Avenue and San Bernardino Avenue. Additionally, other residential streets in the immediate area run parallel to Davidson Street and are very similar in nature. Therefore, in order to avoid the shifting of truck traffic to those streets, staff recommends that any restriction placed on Davidson Street should also be placed on Coulston, Gould and Hardt Streets, within the same limits. Local deliveries would be exempt from the restriction. The Traffic Safety Committee evaluated this request and concurred with the findings and recommendations of staff. Financial Impact: Funding for installation of the truck prohibition signs will come from the General Fund's Account No. 001-187-5111 (Signing and Striping Materials). This action is considered routine and there will be no major impact to the account. Recommendation: Adopt Ordinance prohibiting commercial truck travel on Davidson Street, Coulston Street, Gould Street and Hardt Street, all between Tippecanoe Avenue and Richardson Street. Pursuant to the authority and restrictions of Vehicle Code 10 Sections 35701, et seq. , no person shall operate or drive any 11 commercial vehicle upon the following streets, and the Traffic 12 Engineer shall cause appropriate signs to be erected giving 13 notice thereof : 14 1 . Palmyra Drive between Sierra Way and Sonora Drive; 15 2 . Arlington Drive between Palmyra Drive and its terminus 16 three hundred feet to the southeast; 17 3 . Lugo Avenue between Palmyra Drive and Ralston Avenue; 18 4 . Thirty-Ninth Street between Lugo Avenue and its terminus two-hundred ninety feet to the east; 19 5 .
