Attached for your review is a copy of the Position Justifications for non-sworn, full-time
appointments, promotions and other personnel actions to be reviewed by the Mayor and
Common Council at the August 21, 2000 Council meeting.

POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the August 21,
2000 Council meeting.
CLASSIFIED
GENERALFUND
1.& Fire Prevention Officer (Tracey, S.; Croteau, J.) —Appointment/Promotion
8. FIRE
These two (2) Fire Prevention Officer positions will be responsible for inspecting
permitted occupancies and blighted structures and properties. Currently, the Fire
Prevention Division is only able to inspect 40% of permitted occupancies. These
additional inspectors will enable the Fire Prevention Division to inspect all permitted
occupancies. The fees charged by the new inspectors will pay for their salaries, as well
as providing additional revenue to the general fund.
2.-3. Dispatcher I (Gould, J.; Ramsay, C.)—Appointments
POLICE
These appointments are to fill two (2) Dispatcher I vacancies created through attrition in
the Dispatch Center. Dispatch is a critical function of this department. Cost savings
associated with vacancies are entirely offset with backfilling these positions with full-
time dispatchers, community service representatives or police officers working overtime.
Oftentimes, non-dispatcher replacements impact the level of quality service provided to
the public and field personnel due to their lack of familiarity with the CAD operations.
Hiring these individuals will help reduce the need for overtime by having an adequate
contingent of personnel to staff the Dispatch Center.
4.- Police Records Clerk I (Preciado, A.; Rodriquez, J.; Salbato, S.; Thompson, K.)
7. Appointments POLICE
These four (4) appointments are to fill the position of Police Records Clerk I due to
vacancies that have occurred in the Records Bureau. This has been a critical shortage
area. Due to the overwhelming workload in this area, the Records Bureau needs to fill
these positions as soon as possible. Filling these vacancies will increase efficiency in
the department and increased service to the public through timely processing of records
and requests from the public.

9. Community Service Representative II (Gaskell, G.) — Promotion
POLICE
The Police Department currently has one (1) opening in the Community Service
Representative II (CSRII) category. The incumbent has been employed with the Police
Department as a Police Records Clerk I for three (3) years, and was then promoted to a
Community Service Representative I (CSRI). Ms. Gaskell is a fully trained CSRI and
with this training, should enhance her abilities as a CSRII. Her knowledge and
expertise in this area is necessary in the patrol function of Community Service
Represenatives.
20. Typist Clerk I (Aguirre, M) —Appointment (Provisional)
FACILITIES MANAGEMENT
Facilities Management is tasked with providing a receptionist for the Lobby of City Hall.
On August 7, 2000, the Mayor and Common Council approved the hiring of the
incumbent by the Mayor's Office, leaving the Lobby Receptionist position vacant. A
recruitment for this position is forthcoming, and in the interim, a replacement was found
who has agreed to accept the provisional appointment to this position. Ms. Aguirre is
bilingual and has worked for the City recently as a SBETA worker. Staff asks that the
Mayor and Common Council approve this provisional hire with a retroactive start date of
August 14, 2000.
21. Community Service Representative I (Martin, J.)—Voluntary Demotion
POLICE
There is currently one (1) opening in our Community Service Representative I (CSRI)
position. These positions will allow the department to assign each of them to the front
desk or the field depending on assignment requests by others. This will increase the
efficiency of service to the public to respond to calls for service or walk-in and telephone
inquiries. This position is critical in increasing police officers ability to take more critical
emergency calls.
REFUSE FUNDS
22. Refuse Operator III (Mitchell, R.) — Promotion
PUBLIC SERVICES
This is a promotional appointment. It is the policy of the department to promote from
within whenever possible. It is necessary to maintain a specific level of manpower to
provide full collection capability, the level of services requested and standard of
customer service to the commercial customers. When unfilled positions exist, efficiency
is affected and the revenue is severely affected.
