MOTION: That the claims and payroll and the authorization to
issue warrants as listed on the memorandum dated
August 16, 2000 from Barbara Pachon, Director of

MOTION: That the personnel actions as submitted by the Chief
Examiner dated August 15, 2000, in accordance with
Civil Service rules and Personnel policies adopted by
the Mayor and Common Council of the City of San

9. Ordinance of the City of San Bernardino amending Section
10.24.190 of the San Bernardino Municipal Code to prohibit
commercial vehicles on Davidson Street between Tippecanoe
Avenue and Richardson Street, Hardt Street between Tippecanoe
Avenue and Richardson Street, Gould Street between Tippecanoe
Avenue and Richardson Street, and Coulston Street, between
Tippecanoe Avenue and Richardson Street. FINAL READING

MOTION: That said ordinance be adopted.
10. Resolution of the City of San Bernardino amending Resolution No.
655 entitled, in part, "A resolution... designating certain streets, or
portions thereof as through highways...;" and authorizing the
installation of a two-way stop at the intersection of Thirty-fifth
Street and Genevieve Street. (See Attached) (Cost to the City --
$400.00 from the General fund.) (Resolution not available at

11. Resolutions establishing certain parking restrictions on the south
side of Kendall Drive between Palm Avenue and 650 feet east of
Palm Avenue. (See Attached) (Cost to the City -- $500.00 from

A. Resolution of the City of San Bernardino amending
Resolution No. 3985 entitled, in part, "A resolution
...prohibiting parking upon certain designated streets, alleys,
or portions thereof..." to establish a no parking zone between
the hours of 10:00 p.m. and 6:00 a.m. on the south side of
Kendall Drive between Palm Avenue and 650 feet east of
Palm Avenue. (Resolution not available at time of

B. Resolution of the City of San Bernardino amending
Resolution No. 8234 entitled, in part, "A resolution . . .
establishing parking time limitations upon certain
designated streets, alleys, or portions thereof . . ." to
establish a two-hour parking limitation on the south side of
Kendall Drive between Palm Avenue and 650 feet east of
Palm Avenue. (Resolution not available at time of

MOTION: That said resolutions A & B, be adopted.
12. Resolution of the Mayor and Common Council of the City of San
Bernardino awarding a contract to Bonadiman-McCain, Inc. for
installation of storm drain improvements, Project No. 7-D 13
(CSDP), at Mt. Vernon Avenue from Base Line Street to 16th Street
per Plan No. 10097. (See Attached) (Cost to the City -- $697,900
from the Storm Drain Construction Fund.) (Resolution not

13. Resolution of the City of San Bernardino amending Resolution No.

14. Resolution of the Mayor and Common Council of the City of San
Bernardino awarding a contract to Hubbs &v Ferrante for flood
damage repair at Alabama Street - Tippecanoe Avenue at the Santa
Ana River, and Pepper Avenue at the east side north of Rialto
Avenue per Plan No. 10035. (See Attached) (Cost to the City --
$76,710 from the Street Construction Fund.) (Resolution not

MOTION: That said resolution be adopted.
15. Resolution of the Mayor and Common Council of the City of San
Bernardino approving the Final Map for Subdivision Tract No.
15826, located at the southwest corner of Wier Road and
Waterman Avenue, accepting the public dedications as set forth on
said map; and authorizing execution of the standard form of
agreement for the improvements in said subdivision with time for
performance specified. (See Attached) (No cost to the City.)

16. Authorize prohibition of certain vehicular movements at the
intersection of Tippecanoe Avenue at Rosewood Drive for an

Interim Director of Development Services to continue
to prohibit certain vehicular movements at the
intersection of Tippecanoe Avenue at Rosewood Drive
for an additional six (6) months.

17. Approve plan and authorize advertisement for bids - street
improvements on Art Townsend and Otto Gericke Drives at the San
Bernardino International Airport. (See Attached) (No cost to the
City -- $1,038,200 to be funded by United States Department
of Commerce grant and IVDA.) Ward 1
MOTION: That the Mayor and Common Council approve Plan
No. 9479 and authorize the City Engineer to advertise
for bids for street improvements on Art Townsend
Drive and Otto Gericke Drive at the San Bernardino
International Airport.

18. Resolution of the City of San Bernardino reserving certain City
owned real property, located on the north side of Rialto Avenue
between "D" Street and Arrowhead Avenue, for Water Department
use. (See Attached) (No cost to the City.) (Resolution not

MOTION: That said resolution be adopted.
19. Determination of public convenience and necessity - Type 20
Liquor License for "E" Street Market located at 1156 N. "E" Street.
(See Attached) (No cost to the City.) Ward 2
MOTION: That the Mayor and Common Council determine that
the public convenience or necessity is served and
direct the Development Services Department to send a
letter to the Department of Alcoholic Beverage Control
for a Type 20 license (off-site beer and wine) for the "E"
Street Market located at 1156 N. "E" Street, subject to
the Conditions of Approval.
20. Authorize staff to proceed - proposed vacation of portions of
Piedmont Drive, north of Marshall Boulevard, and Marshall
Boulevard between Piedmont Drive and Victoria Avenue and
approve Plan No. 10122. (See Attached) (No cost to the City --
$1,000 to be paid by applicant.) Ward 4
MOTION #1: That the Interim Director of Development
Services and the City Clerk be authorized to
proceed with the vacation of portions of
Piedmont Drive, north of Marshall Boulevard
and, Marshall Boulevard between Piedmont
Drive and Victoria Avenue.

Human Resources
21. Resolution of the City of San Bernardino authorizing the execution
of an agreement with The Counseling Team to perform counseling
services for the employees of the City of San Bernardino. (See
Attached) (Cost to the City -- $45,000 from the Workers
Compensation Fund.) (Resolution not available at time of
printing.)
MOTION: That said resolution be adopted.
Parks, Recreation & Community Services
22. Resolution authorizing increases in the annual purchase order
amounts to Van Herrick Landscaping and RP Landscaping for the
provision of non-routine landscape maintenance services and the
purchase of related materials. (See Attached) (Cost to the City --
$34,631 from the General Fund.) All Wards
MOTION: That said resolution be adopted.
23. Resolution of the City of San Bernardino authorizing the Mayor of
the City of San Bernardino or her designee to execute the
agreement with Pre-School Services Department and authorizing
the Director of Parks, Recreation and Community Services
Department to administer federal grants to continue the
Headstart/Preschool Program at Delmann Heights Community
Center. (See Attached) (Cost to the City $71,150 in-kind

24. Resolution of the Mayor and Common Council of the City of San
Bernardino authorizing the execution of annual agreements with
the County of San Bernardino to provide equipment and user
access into the National Law Enforcement Telecommunication
System (NLETS), the California Law Enforcement
Telecommunication System (CLETS), and the Sheriff's Central
Name Index (CNI). (See Attached) (Cost to the City -- $33,962
from the General Fund.) All Wards
MOTION: That said resolution be adopted.
Public Services
25. Authorize rejection of all bids submitted in response to Bid No. F-
01-33 for heavy-duty truck parts, and direct the Purchasing
Manager to re-advertise for bids for these services. (See Attached)
(No cost to the City.)
MOTION: That the Mayor and Common Council reject all bids
submitted in response to Bid No. F-0 1-33 for heavy-
duty truck parts; and that the Purchasing Manager be
directed to re-advertise for bids for these services.

Development Services

26. Public hearing - proposed formation of Assessment District No.
1018 (Northpark 8, Mountain - Tract No. 14448). (Backup
material was distributed August 7, 2000, Item No. 26.)
Resolution of the City of San Bernardino finding and determining
the existence of less than a majority protest and that the public
convenience and necessity require the acquisition of certain
improvements in the area of Northpark Boulevard and Mountain
Drive, approving the final Engineer's Report, creating an
assessment district to cover the costs of said improvements known
as Assessment District No. 1018, ordering the acquisition of said
improvements, confirming the 2000-2001 Assessment Roll, and
determining that the Special Assessment, Investigation and
Limitation Act of 1931 shall not apply.

27. Review report from Traffic Safety Committee relative to the
intersection of 21 st Street at San Gabriel Street, and authorize the
City Engineer to proceed with the design of a raised median project
on 21 st Street approaching San Gabriel Street. (See Attached New
Staff Report) (Backup material distributed July 24, 2000, Item
No. 39.) Ward 2
MOTION: That the Mayor and Common Council accept the
recommendation of the Traffic Safety Committee to
install raised medians on 21St Street's approaches to
San Gabriel Street; and that the City Engineer be
authorized to initiate design of a raised median project
as recommended by the Committee, and allocate
$5,000 from Account No. 129-367-5504-7156 to cover
design costs.

28. Resolution of the City of San Bernardino authorizing the execution
of a lease with Cox PCS Assets, L.L.C., also known as Sprint PCS,
relating to certain City-owned real property situated at the
northwest corner of Second Street and Meridian Avenue (a portion
of Nicholson Park). (See Attached New Staff Report) (Backup
material distributed July 24, 2000, Item No. 16, and August 7,

29. An ordinance of the City of San Bernardino amending Section
8.30.130 of the San Bernardino Municipal Code relating to the
assessment of costs against property. FIRST READING (See

30. An ordinance of the City of San Bernardino amending Chapter
3.68 of the San Bernardino Municipal Code relating to the shift in
responsibilities for assessing liens to Code Compliance and the

31. Ordinance of the City of San Bernardino amending Chapter 10.52
of the San Bernardino Municipal Code establishing a forty mile per
hour speed limit on Orange Show Road between "E" Street and
Arrowhead Avenue and a fifty mile per hour speed limit on Orange
Show Road between Arrowhead Avenue and Tippecanoe Avenue.

amendment to Chapter 19.68 - Surface Mining and Land
Reclamation - modify requirements and policies in compliance with
California Surface Mining and Land Reclamation Act. (See

An ordinance of the City of San Bernardino modifying Chapter
19.68 (Surface Mining and Land Reclamation regulations) of the
San Bernardino Municipal Code (Development Code) to modify text
related to requirements and policies. FIRST READING

R35. Resolution of the Community Development Commission approving
and authorizing the Executive Director of the Redevelopment
Agency to execute the Oldtimers Foundation, a California non-
profit corporation, agreement for the Elderly/Special Needs Minor
Home Repair Grant Program. (See Attached Resolution) (Backup
material was distributed August 7, 2000, Item No. R33.)
MOTION: That said resolution be adopted.
R36. Century Crowell - Disposition Development Agreement - Arrow
Vista. (See Attached) Ward 6
MOTION: That the Disposition Development Agreement dated
July 1, 1999 by and between the Redevelopment
Agency and Century Crowell Communities, L.P., for
development of the Arrow Vista lots, be terminated.
37. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: A three-
minute limitation shall apply to each member of the public who
wishes to address the Mayor and Common Council/Community
Development Commission on a matter not on the agenda. No
member of the public shall be permitted to "share" his/her three
minutes with any other member of the public. Usually any items
heard under this heading are referred to staff for further study,

MOTION: That the meeting be adjourned.
NOTE: The joint regular meeting is scheduled for 8:00 a.m.,
Tuesday, September 5, 2000, in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.
NOTICE: Any member of the public may address this meeting of
the Mayor and Common Council/Community Development
Commission on any item appearing on the agenda by approaching
the microphone in the Council Chambers when the item about
which the member desires to speak is called and by asking to be
recognized.
Any member of the public desiring to speak to the Mayor and
Common Council/Community Development Commission
concerning any matter not on the agenda but which is within the
subject matter jurisdiction of the Mayor and Common
Council/Community Development Commission, may address the
body at the end of the meeting, during the period reserved for
public comments. Said total period for public comments shall not
exceed forty-five (45) minutes, unless such time limit is extended
by the Mayor and Common Council/Community Development
Commission. A three minute limitation shall apply to each
member of the public, unless such time limit is extended by the
Mayor and Common Council/Community Development
Commission. No member of the public shall be permitted to
"share" his/her three minutes with any other member of the
public.
The Mayor and Common Council/Community Development
Commission may refer any item raised by the public to staff, or to
any commission, board, bureau, or committee for appropriate
action or have the item placed on the next agenda of the Mayor
and Common Council/Community Development Commission.
However, no other action shall be taken nor discussion held by the
Mayor and Common Council/Community Development
Commission on any item which does not appear on the agenda
unless the action is otherwise authorized in accordance with the
provisions of subdivision (b) of Section 54954.2 of the Government
Code.
Public comments will not be received on any item on the agenda
gwhen a public hearing has been conducted and closed.
