SUBJECT: Request for Fee Waivers—Family Fun Festival 2000

BACKGROUND
The Inland Regional Center(IRC) is a non-profit organization that works with developmentally
disabled people in San Bernardino and Riverside Counties (501C3 #23-7121672). The Inland
Regional Center proposes to hold a Family Fun Festival 2000 on Saturday, September 20, 2000
from 10:00 am to 4:00 pm at the IRC office at 674 Brier Drive. The fair is to benefit the
developmentally disabled and their families.
See the attached letter from Ned Duffield, fair coordinator, for additional information.
FINANCIAL IMPACT
City departments provide services and/or require permits as follows:
Planning Division
Temporary Use Permit fee of$320. Requested fee waiver is $320.
Building Services Division
A permit and inspection are required for the generator. If the inspection is scheduled for a
weekday, no additional fees are required. Requested fee waiver is $58.
City Clerk's Office
The food vendors,petting zoo operator, and trolley operator must obtain Business Registration
Certificates. This fee cannot be waived. The resource services vendors do not need Business
Registration Certificates. Requested fee waiver is $0.
Public Services
Provision of solid waste services. Mr. Duffield has made arrangements for a roll-off bin.
Requested fee waiver of$400.

Public Works
Permits are not required for the horse-drawn trolley. Requested fee waiver is $0.
Fire
Permits are required for tents and canopies that are 400 square feet and larger. One 400 square
foot tent is proposed for music and entertainment. Requested fee waiver is $120.51.
Animal Control
A permit is required for the petting zoo. Through the permit process, appropriate conditions will
be added. Requested fee waiver is $20.
CONCLUSION
The total fee waiver requested is $ 918.51.
RECOMMENDATION
Staff recommends that the fee waiver be granted.

Dear Mr. Budlong,
On behalf of the Inland Regional Center(IRC) and Parent Steering Committee(PSC)I
am writing as coordinator for the group in regards to our "Family Fun Festival 2000". It
will be held on September 30, 2000-for the developmentally disabled children and adults
of San Bernardino and Riverside Counties at 674 Brier Drive, San Bernardino, CA in the
IRC parking lot. The IRC is a non-profit organization(501 C3 # 23-7121672) responsible
for the oversight, care and management of approximately 15,000 developmentally
disabled consumers in the two counties. The PSC is a small group of parents who work
with the IRC on behalf of our own children and the remaining 15,000 children and adults
serviced by the IRC.
For the past three years the IRC along with the PSC have been instrumental in organizing
and conducting a day of entertainment for the developmentally disabled and their
families. We will have 50 to 70 vendors attending with booths to educate all on the
resources available to the developmentally disabled and their loved ones in the two
counties. At the same time we try to make this day fun and exciting for the
developmentally disabled by providing a DJ, music and dance floor outside for consumer
dancing, renowned entertainers—Billy Barty and Alex Valdez, bouncing booths, dunk
tank, Chester Cheetah from Frito Lay, art displays and competition, clowns and face
painting, a magician, a stilt walker, a juggling exhibition, animal petting zoo, horse drawn
carriage rides, FREE"Kettle Kooked Popkorn", two food stands and lots of prizes for
drawings. We anticipate an attendance of 1000 to 1200 people. It will be an all day event
with set up starting at 6:30 AM and clean up completed by 6:00 PM.
Attached please find our Temporary Use Permit Application(TUP) for Family Fun Fest
2000 to be held September 30, 2000 in the front parking lot of the IRC at 674 Brier
Drive, San Bernardino. This special event has been held for the past three years in the
same area with very much the same agenda except for the horse drawn carriage rides. We
are requesting authorization to conduct horse drawn carriage rides on Brier Drive and S.
Gifford between the IRC entrance at 674 Brier Drive and S. Gifford Street approximately ■
one block to the east as shown on the attached map. G&F Carriages will conduct the
"Party Wagon"rides with an experienced driver and seasoned horses as they have

performed throughout the Counties of Riverside and San Bernardino including downtown
where they encounter extensive automobile traffic. As in the past we will have a nurse's
station staffed by volunteers from Cal-State Sari Bernardino University Department of
Nursing.
Our Site Plan is attached in five copies. A'True North Arrow and a scale of 1"= 30'are
depicted along with the areas labeled and color coded to reflect proposed activity. You
will also find the restrooms/portable latrines and hand wash facilities marked along with
vendor booths and the proposed location of canopies. No tents are used. All coverings are
open EZ-Ups (10' x 10') or peak canopies (5), identified on the Site Plan, for the
Generator and DJ Stage (I0' x 10'), food court, two each(15' x 15') and the dance floor
(20' x 20'). The IRC main building auditorium will be used'for seminars, arts and crafts,
entertainment and nurse's station. Parking will consist of 485 spots between IRC and ITT
(letter attached) and 44 handicapped spots. Traffic congestion will be minimum with
entrance and exit from these parking lots via Brier Drive and/or Vanderbilt Way. A
manned 35 KW diesel generator will provide all electrical power through two major
distribution cables running off the four available buses.
