07/06/1992 -- Authorization granted for the City of San Bernardino to assume the responsibility
of Project Management for the extension of Orange Show Road, between Arrowhead
Avenue and Tippecanoe Avenue.
04-08-1993 -- Resolution No. 93-97 was adopted authorization the execution of an Agreement
with David Evans and Associates for right of way acquisition relative to the extension
of Orange Show Road.
Recommended Motion:
1. Adopt Resolution
AND
2. That the Interim Director of Development Services be authorized to proceed with the sale
of City owned property North and South of Orange Show Road, between Waterman
Avenue and Amos Avenue and is authorized to pay appraisal fees not to exceed $5,000
relative to said proposed sale.

Staff Report
SUBJECT:
Resolution establishing right of way boundaries for Orange Show Road between East Twin
Creek Flood Control Channel and Waterman Avenue and authorizing sale of excess City
property
BACKGROUND:
As part of the Orange Show Road extension project, which extended Orange Show Road from
Arrowhead Avenue to Tippecanoe Avenue, some of the properties acquired were in the form of
an easement only, and some of the properties acquired were in fee. Specifically,the portion of
Orange Show Road between the East Twin Creek Flood Control Channel and Waterman Avenue
was constructed across previously owned City property and across property acquired for this
project. The attached Resolution establishes the right of way boundaries for Orange Show Road
across these parcels. The attached Exhibit"B" shows the right of way delineation described in
the Resolution.
Two parcels that were acquired between Amos Avenue and Waterman Avenue were
substantially larger than needed for right of way. This office has received several calls in the
past from neighboring property owners indicating their interest in acquiring these parcels.
Chapter 2.65 of the City's Municipal Code states that any real property valued under $25,000
may be sold without a formal bid process, as long as it is sold at fair market value. If the property
is valued at$25,000 or more, the property may be sold subject to the normal public bidding
process. One of the parcels acquired is split into two smaller parcels by the street, creating a total
of 3 surplus parcels. The three parcels represent an area of approximately 76,900 square feet.
(Parcel One: 16,224 sq. ft.; Parcel Two: 16,861 sq. ft.; Parcel Three: 43, 830 sq. ft.). The parcels
proposed to be sold are shown on the attached Exhibit"C".
If authorization to proceed with the sale of the excess land is given, staff will obtain an
appraisal. A Resolution declaring the property as excess property and determining fair market
value will be presented at a future date, prior to any actual sale.
FINANCIAL IMPACT:
Proceeds of Sale (estimated at $115,350)to be placed into Orange Show Road revenue fund
(242-000-4925-0000). Appraisal costs estimated at$5,000 will be funded from the sales
proceeds.
RECOMMENDATION:
Staff recommends adoption of the attached resolution and that staff be authorized to proceed
with the sale of the excess parcels.

5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
6 OF SAN BERNARDINO AS FOLLOWS:
7 SECTION 1. That the right of way boundaries for Orange Show Road across City owned
8 property,between the East Twin Creek Flood Control Channel and Waterman Avenue are hereby
9 established as described in the Exhibit"A", attached hereto and made a part hereof, and that the
10
11 same is set aside for public street and highway purposes.
12 SECTION 2. That the City Clerk is hereby authorized and directed to cause a certified
13 copy of this Resolution to be filed with the County Recorder's office of San Bernardino County.
