appointments, promotions and other personnel actions to be reviewed by the Mayor and

POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the August 7,
2000 Council meeting.
CLASSIFIED
GENERAL FUND
1. Animal Shelter Attendant (Predmore, K.)—Appointment
ANIMAL CONTROL
The Animal Shelter Attendants clean, medicate, feed and care for all shelter animals.
They provide "in person" services to the public such as adoptions, redemptions,
receiving, and general information with animals/problems. Filling this position will allow
the shelter staff to provide adequate care and treatment to the animals and bring the
staff levels to the full complement of four (4) employees.
The incumbent will hold this position provisionally until the recruitment process ends
and a permanent replacement can be found.
2. Administrative Operations Supervisor 11 (Meyrahn W.) —Appointment
PARKS, RECREATION & COMMUNITY SERVICES
The Administrative Operations Supervisor II position is a key position for this
department and is vital to the operations and coordination of efforts in the Parks and
Recreation Divisions as well as the Administration, Community Services and Cemetery
Divisions. All operational matters are funneled through the Administration Division of
the department.
The Administrative Operations Supervisor II position is responsible for the supervision
of the clerical staff and coordinating the massive work flow generated by all the divisions
and assuring that each division is assisted in effectively carrying out their functions.
This position is also critical in monitoring the department budget and making it possible
for the department to operate at the most efficient level possible.
Therefore, it is important that this position be filled in order to maintain continuity of the
efficient and effective operation of one of the City's major departments.
3. Identification Technician I (Johnson C. —Appointment
POLICE
The identification Bureau has an authorized strength of ten (10) Identification
Technician 1/II positions and one (1) Identification Technician III (Supervisor). Currently,
one Identification Technician 1/II position is vacant, a ten percent vacancy factor. The

Identification Bureau provides 24-hour, 7-day-a-week support service to Patrol and
Investigations Division personnel.
Cost savings associated with this vacancy are entirely offset with backfilling the position
with full-time Identification Technician II personnel working on an overtime basis. Filling
this position will eliminate the need to backfill a vacant position, reduce overtime costs,
reduce stress to incumbent Identification Technician II personnel caused by working
overtime and improve morale.
5.& Maintenance Worker I (Edmond, R.; Flores, A.)—Appointments
6. PUBLIC SERVICES/STREETS
These two (2) Maintenance Worker I positions have been vacant for over a year. Filling
the positions will enable the street maintenance division to improve their ability to repair
and maintain the City streets and sidewalks in a more timely manner. There will be an
improvement in response to resident's requests. Without these positions, there will be
lengthened delays, and in some cases, certain classes of work would not be performed.
7. Computer Operator (Weber, B.) —Appointment (Provisional)
MANAGEMENT INFORMATION SYSTEMS
The department is filling this vacant public safety computer operator position with a
provisional appointment while a recruitment is in progress. This position handles a
major portion of desktop services to the Police Department and Fire Department, as
well as daily repair and troubleshooting of technology in fleet vehicles.
27. Equipment Mechanic I (Ontiveros, R.) —Appointment
PUBLIC SERVICES/FLEET
This vacancy was the result of a promotional appointment. Filling this position will
assist the Equipment Mechanic 11's in carrying out their functions. Without these
positions, decreased services to City departments will occur and meeting the state-
mandated inspection deadline will be more difficult.
28. Equipment Mechanic II (Padilla, R.)— Promotion
PUBLIC SERVICES/FLEET
This Equipment Mechanic 11 position is one (1) of the two (2) positions that was
approved in the Fleet Division's 00/01 Budget. Filling this position will increase the
productivity in the heavy equipment shop and will maintain the preventive maintenance
schedule the Fleet Division must uphold in order to comply with state mandated vehicle
requirements.
