Resolution of the Mayor and Common Council of the City of San Bernardino Authorizing
the Implementation of the Beautiful San Bernardino Adopt-A-Street Program for the
Purpose of Civic and Community Partnership in the Engagement of Cleaning City
Rights of Way. (#3792)

Financial Impact:
The fiscal impact of this program will be approximately $5,000 from Integrated Waste
Fund 527-400-0098-5111 Materials and Supplies. This program's funding will not affect
the General Fund.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
09/02/97 Resolution No. 97-272 was adopted, approving an Adopt-A-Street program
for the purposes of cleaning City Streets.
Background:
The City of San Bernardino is approximately sixty square miles overall and has 500
miles of street. The Department of Public Works is responsible for the maintenance,
repair and cleanliness of City streets. Staff uses a variety of methods and teams to
assist in the task of maintaining street cleanliness. The department deploys a right-of-
way crew that responds to illegal dumping in the public rights of way and some blight
conditions. The department has discovered that citizen assistance is beneficial to the
success of cleaning up these blighted areas of the City. With this knowledge the
department would like to implement a partnership with residents, social and business
organizations to assist with cleaning some of the city streets, medians and rights of way.
The additional labor from volunteers and the work to be done will be scheduled on
weekends and coordinated through the Department of Public Works. This program is
separate from regularly scheduled dump days. Staff will be responsible for issuing
personal protection equipment limited to high visibility vests, gloves and small hand
tools. After the clean-ups are completed, staff will coordinate the removal of trash and
other debris resulting from the clean up. Adopt-A-Street signs may be installed as
recognition of the commitment of the organization towards the eradication of blight and
partnership with the City of San Bernardino,

Recommendation:
Staff recommends the City of San Bernardino, Department of Public Works coordinate
an Adopt-A-Street program to assist with ongoing efforts to eradicate blight.

PROGRAM GUIDELINES
1. Safety Requirements
A. All volunteers are required to wear safety vests and to utilize gloves for protection

D. Watch for traffic! Make sure drivers see you perform any clean-up work in the road

A. Hazardous Waste is defined as waste that is corrosive, poisonous, flammable or E
reactive (e.g., herbicides and pesticides, used oil, gasoline, paint, paint thinner, etc.) Do In
not place hazardous waste in any city dumpsters or other ordinary receptacles. Q
B. Universal Waste consists of Cathode Ray Tubes (CRTs)—televisions and monitors,
electronics such as computers, stereo components, DVD players, CD Players, batteries,
etc.
3. Be sure each volunteer has been given a safety vest and a pair of gloves; collect these at the
end of your clean-up and return them to the City.

5. Separation of waste collected: Waste will be separated at the materials recovery facility
(MRF) for recycling purposes so you do not need to separate the trash you collect. Please don't
leave your own trash behind, such as water bottles, wrappers, etc.
