Background:
The San Bernardino Police Department is pursuing the feasibility of constructing a
Firearms Training Facility. The department currently utilizes two training facilities. The
first is a City of San Bernardino owned property located at Perris Hill Park, 831 E.
Highland Ave. This range facility has been placed into a "limited use" status, due to
noise mitigation issues and the dilapidated condition of the facility. The second facility is
owned and operated by the San Bernardino County Sheriff's Department located at
18000 Institution Rd., San Bernardino. This facility is used by contractual agreement
and the Police Department is charged for each use. These fees were increased during
the last contract. The Riverside County Sheriff's Department and police departments for
the cities of Rialto, Fontana, Ontario, Chino, and Riverside have each constructed on-
site indoor range facilities to address these and other challenges.
There are numerous advantages to owning and operating an on-site indoor range.
These include enhanced public safety, sound mitigation, proximity to the station to
facilitate training, and cost control of firearms training. Such a facility will also result in a
reduction in mileage on city vehicles, use of overtime, and loss of personnel time,
thereby increasing the overall efficiency and effectiveness of the Department. Finally,
the Firearms Training Facility may be contracted out to local law enforcement agencies,
producing new revenue for the City.
An existing building owned by the City of San Bernardino, located at 767 N. E St., will
be re-purposed to facilitate this project. A properly licensed general contractor will act as
the project manager and will be responsible for proper permitting and overseeing the

entire project. The use of subcontractors will be permitted, focusing on specialized
IL construction of range facilities. A Police Department representative will assist in walk
through, design, and providing historical information. The Department has actively
investigated the design and construction of the proposed Firearms Training Facility.
This facility will have a service life of forty years, if properly maintained. The Police
Department has identified funds from the FY2015/2016 Asset Forfeiture budget for this
project.

This project will consist of constructing a Firearms Training Facility for the use of 00
the San Bernardino Police Department. An existing building (located at 767 N. E St., San
Bernardino CA. 9240 1) will be repurposed to facilitate the project. This building was
built between 1959 and 1968. There are no current structural plans known to exist.
Asbestos abatement has already been completed for the interior of the building. A
preliminary structural plan will be provided. A properly licensed general contractor will E=
act as the project manager. The general contractor will be responsible for proper E
permitting (no fee permits) and overseeing the entire project. The use of subcontractors
will be permitted. A police department representative will assist in walk-throughs, design, �-

The roof currently on the building was estimated at Q
approximately 25 years of age. The roof has leaked o
for approximately 10 years. There is visible damage
to the interior walls from water penetration. A core °
sample was taken and is currently being tested for
asbestos. The core sample showed that there were
possibly three different roof systems that have been
installed over the years. There is a concern regarding
the weight of the material on the roof.

During discussion of the preliminary structural
engineering, the roof would be reengineered to s

primary slope face. The Hopper Baffle
component is required to reduce maintenance
costs and improve the overall safety of the
range facility. This feature shall not be o

sheets or tiles that can be directly penetrated a

firing range.
