Justification for the Request
This position became vacant upon the departure of Robbie Hickerson, Code Enforcement
Officer II, on March 12th. With the recent reduction in force, this position is critical to the
overall effectiveness of the Code Enforcement Division. Contact was made previously with all
of the officers on the reinstatement list and no one accepted the position.
There would be significant impacts to residents' quality of life if the position.is not filled. _

We are bringing Ruben Hernandez in at Step 10, due to his experience and what he will offer Q
the City. He has had a vast array of training, including the CACEO Certified Code Enforcement =

Officer certification. Ruben has a background in law enforcement which is extremely beneficial L
in this line of work for officer safety reasons. Currently, we do not have a fluent Spanish- 0-

speaking officer, a void that will be filled with Ruben. With the health insurance cost increase
to employees and the City not having step increases for several years, I believe in order to c
retain an experienced officer we need to start him at step 10. co

This vacancy exists as a result of attrition in the department. In order to ensure that the Q
station maintenance and emergency operations are adequately staffed,it is critical that
this position be filled. E

Benedict is the next qualified candidate having successfully completed a competitive a
testing process involving a written, oral and other entry level testing scenarios. Benedict
is well qualifed to fill this position and will be a valuable asset to Fire Operations.
