Council Member Valdivia asked Mr. Mims where in the document was he proposing
additional funding and resources for mobile home residents.
Mr. Mims explained that the consultants took the surveys that were done and based on
the number of times that a topic was mentioned was how they developed the priority
needs. He stated that Mobile Homes may not have come up in the needs survey as a

priority. N

Council Member Valdivia asked if there were provisions for hotel vouchers and a
emergency types of services for stranded families that fall in peril. o

Mr. Mims stated that there were motel vouchers that were authorized through the Access 0
Center for families that were displaced.

Allen Parker, City Manager, explained that the process performed by the consultant took
in the results of the survey and not necessarily the wishes of the individual Council
Members, and in the absence of a vote that says put that in would go by what the v
consultant had recommended to the survey.

Larry Haynes, Executive Director of Mercy House, explained that they had been M
operating out of the Salvation Army since February 2015 when the contract was
approved. He reported that seven households had already been placed in a housing tract
and had been housed. He indicated that there were currently fifty-eight clients that they
were currently working with. They were also working with the Police Department on
outreach efforts as well. He said that there were about a dozen different agencies that >1
they had progressively partnered with. He also indicated that a goal was set in terms of F
where they would be by June 30, 2015 and stated that they were ahead of schedule on o
that goal.
Council Member Valdivia made a proposal to replace Micro Enterprise Program for

Joseph Moya, Riverside, spoke on behalf of the group "San Bernardino Remember
When". He said this was a group that was trying to bring back business to the Mom 15
and Pop businesses that were established here in San Bernardino. He stated that he was Q
here to promote San Bernardino and the group did not want to see any more
businesses leave. Mr. Moya indicated that this group had had several forums in
different restaurants to support their efforts. He said that the turnouts for these forums
had been big and were getting bigger. In this group alone,there were 9,767 members and
0 they had just taken on a sister page, which was Robert Porter's group, and the Urban
Gardens. He stated that these groups were donating their time and effort to try to keep
people here in San Bernardino. He invited the Mayor and City Council to the group's
forum on April 18, 2015 at 1:00 p.m. at the Sundowner's Restaurant.

Robert Porter, San Bernardino, spoke about not having water in San Bernardino for
future development. He asked the City Council to consider not putting anymore stick
homes in our foothills and to build our City and not our foothills.
Betty Jean Long, San Bernardino, spoke about people that were taking over her house
and also the people who stole her house keys.
Scott Olson, San Bernardino, said that for the last three years he had been involved with
the Redlands Tea Party, who he felt were the most dedicated people in politics. He
said that they were the best organization that he had been involved with. He stated N
that when it came to our City, he had lost faith and trust in the Mayor and City —

Council. He indicated that he had been asked to work with several others on starting up a °-

San Bernardino Tea Party group. He said that this group would work closely with o
Redlands and the State. He indicated that it was a non-partisan group. Mr. Olson also
spoke about the San Bernardino Unified School District's involvement in running our 0
City government.

Jay Lindberg, San Bernardino, wanted to give an update on why the Medical Marijuana
initiative wasn't pushed through and spoke about the guidelines for the initiatives and
how the cities ignored the laws. He also spoke about the war on drugs. v
John Griffin, Westside Nubians and Neighborhood Watch Youth Corp. Center, San
Bernardino spoke about the Neighborhood Watch Youth Corp. program and how it was M
working for the kids on the Westside. He stated that the kids looked around for graffiti
and kept watch for suspicious vehicles around the neighborhood. He said that the kids
were involved in cleaning up the City and he hoped that someone would adopt their
program.

Al Palazzo, Rialto, spoke about privately sharing his ideas that would solve San t
Bernardino's economic problems long teen. He asked the Mayor and City Council when o
he could meet with them to talk about developmental ideas, creating jobs, to expand the
tax base and generate the revenues that were needed to provide the services to the citizens
of San Bernardino. He also spoke about the development of single-family homes with

William Cioci, San Bernardino, spoke about how cannabis and the City of San o
Bernardino had been good to him since he first arrived in the City six and a half years o
ago as a homeless disabled veteran. He stated that he previously tried to express to the c
Mayor and City Council the need for a cannabis commission, an educated group of E
people to look into this with reason. He said that he was being judged by the Mayor's 0
fears and this was making him live like a criminal. He asked that the Mayor have Q
compassion and to become educated on cannabis.
Tim Forrest, San Bernardino, stated that he wanted to challenge the Mayor to be
accountable to the three minute time limit imposed. Mr. Forrest spoke about San
Bernardino Valley College Dreamer's Resource Center which would be offering
0 wonderful resources to the undocumented population. He announced that the opening of
the Dreamer's Resource Center would be held on Tuesday, April 14, 2015 from 11:00
p.m. to 12:00 p.m. and encouraged people to attend.

Marvin Norman, Redlands, thanked Council Member Mulvihill and the City for the
Bike Ride Event in memory of William Easley who was killed back in December while
riding his bicycle. He announced that the next bike ride was scheduled for June 20,
2015, and he hoped that out of this tragedy some good would come to San Bernardino
with regards to improvements of the streets.
Barbara Babcock, San Bernardino, spoke about Tim Forrest and all that he had done
with his non-profits. She also spoke about Marvin Norman and how he nominated San
Bernardino in the Streetblog.com national contest. She also wanted to give a shout out N

dedicated to saving lives through organ and tissue donation in the seven-county greater
Los Angeles area, spoke about organ donor education and awareness.
Jessica Ramos, Las Vegas, NV, family member of the Ramos Bros. Circus located on
Hospitality and Waterman, said she had requested an extension of their special event
permit to April 27, 2015, but was denied due to an incident that took place over the
weekend with an activist. She asked the City to reconsider their petition for an extension.

Kathy Mallon, San Bernardino, requested that the April 24, 2015, Strategic Planning
Workshop be televised.
Al Palazzo, Rialto, said there is an economic boom in San Bernardino County in the area
of residential development; however, there was no mention of new affordable middle
class housing in the economic plan. He stated that the economic gap between San
Bernardino and surrounding cities will continue to get bigger and bigger if we do not
focus on our inner City. He said we must commit to creating jobs in our community
which will raise our tax base and generate the revenues needed to provide services to the c
citizens of this community. N

Dr. Ernest Garcia, San Bernardino, President of the San Bernardino Valley Concert Q
Association, provided an update of the revitalization of the S anish-style building on 1 Itn
and "E" Streets; reported that there are huge potholes at l It Street and Acacia Avenue; o
announced that Vivian Castle would be performing her One Person Show at the Orange
Show Gallery on South "E" Street every weekend beginning May 2, 2015 through May N
30, 2015; and announced that the National Orange Show is celebrating its 100tH
Anniversary.

PJ Seleska, San Bernardino, said she is dissatisfied with the San Bernardino Chamber of U
Commerce; agreed with the request to televise the April 24, 2015, Strategic Planning
Workshop; and urged the Mayor and Council to honor its veterans by creating a veteran's
center in the City of San Bernardino and provide permanent shelters for the homeless.
