The position of Economic Development Division Manager (U), Rang 8 4580, $8,010 - $9,736 per month, is hereby established and the job description for said position 9 attached hereto as Exhibit"A", is approved. 10 11 SECTION 2. SAENZ, City Attorney 23 24 By. 25 2 EXHIBIT "A" �LCtNARU��O DRAFT Class Code: M/CC Date Adopted: City of San Bernardino Signature: Director, Human Resources Bargaining Unit: Management/Confidential Class Specification ECONOMIC DEVELOPMENT DIVISION MANAGER (U) JOB SUMMARY Under general supervision of the Deputy City Manager, plans, coordinates and implements the activities and operations of the City's Economic Development program; develops and implements marketing programs emphasizing business retention, attraction and development; implements economic development functions from conception to completion; coordinates activities with other City departments, outside agencies and the general public; supervises subordinate economic development staff; assists in developing and monitoring the economic development budget; implements the goals and objectives outlined in the city's economic development strategic plan; assists in negotiating financial agreements; and does related work as assigned. Supervise and evaluate personnel and provide assistance to management on special projects and necessary. DISTINGUISHING CHARACTERISTICS The Economic Development Division Manager is a supervisory/management position and works as an Assistant of the City Manager under the general supervision and as assistant to the Deputy City Manager; assists in developing, implementing and coordinating the City's Economic Development Strategy. The Economic Development Division Manager is responsible for: proactively marketing sites to developers, investors, brokers, industries, and retailers in order to attract businesses and jobs to the City; works with existing employers and provides business consulting services to ensure that these employers stay within the City of San Bernardino; supervise professional technical, and clerical staff; and coordinate the offering of business consulting services that support businesses and residents. The incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Assist in implementing programs to attract, retain, and expand businesses in the City of San Bernardino, and coordinate projects with City departments and outside agencies. 2. Respond to inquiries pertaining to business development; create and send out informational materials marketing specific target areas; assist businesses by facilitating development related processes; and analyze business needs against available programs and make recommendations. Serve as a resource for the public including developers, property owners, community organizations, businesses and residents; assist in resolving difficult and sensitive citizen inquiries and complaints. 4. Collect, compile, and analyze economic, demographic, and marketing data for dissemination; maintain economic development data bases, including information on target uses; and develop and create a variety of reports based on data collected. 5. Recommend and implement targeted marketing programs for business retention, attraction and development programs; coordinate the design and production of marketing tools, newsletters, maps, marketing brochures and flyers. 6. Make presentations to the Mayor and Common Council, Committees, members of the business community; coordinate the City's attendance at trade shows and conventions, seminars and other events; and organize, plan, and implement information forums and workshops for the business community. 7. Represent the City with such organizations as the Chamber of Commerce, the County of San Bernardino Economic Development Agency, the San Bernardino County Office of Employment Services, neighborhood and business associations within the individual Council Wards, and other business related organizations and agencies. 8. Update and enhance the City's economic development footprint on the City's website; analyze current availability of space for retail, office, and industrial use. 9. Research businesses to ensure a thorough understanding of their products and organizational culture; and develop strategies based on research findings. 10. Recommend and develop innovative marketing strategies and communication tools to reach a variety of different markets in the promotion of San Bernardino as the best business location opportunity; and meet with existing business customers on service and expansion issues. 11. Research and develop recommendations on economic development projects; provide technical staff support to the Deputy City Manager; and 12. Coordinate and monitor activities of consultants; monitor program performance and report status to Deputy City Manager. 13. Assist in the development and implementation of goals, objectives, policies and priorities identified in the Economic Development Strategic Plan and consistent with the City's strategic plan; identify resource needs; recommend and implement approved policies and procedures. 14. Recommend the hiring of economic development personnel; supervise, train, and evaluate employees. 15. Negotiate complex development agreements, ENA's, PSA's, and other related documents and prepare staff reports/ resolutions in support of major projects and initiatives. 16.Assist in the development and monitoring of the economic development program budget. 17. Interact with co-workers at all levels in the organization in a professional collaborative and customer service-oriented manner. 18. Maintain prompt and regular attendance. MINIMUM QUALIFICATIONS Education, Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is having a Bachelor's degree from an accredited school in public administration, business Economic Development Division Manager(U)-DRAFT Page 3 EXHIBIT "A" DRAFT administration, urban studies, economics, marketing, or a closely related field; and five years of progressively responsible professional finance experience, at least two years of which was at a supervisory level; or equivalent combination of training and experience. Accreditation shall be by a national or regional accreditation body that is recognized by the Secretary of the United States Department of Education. Licenses; Certificates; Special Requirements: A valid California driver's license and the ability to maintain insurability under the City's vehicle insurance policy may be required for certain assignments. M/CC Date Adopted: City of San Bernardino Signature: Director, Human Resources Bargaining Unit: Management/Confidential Class Specification ECONOMIC DEVELOPMENT ANALYST (U) JOB SUMMARY Under general direction, performs a full range of professional and technical duties in support of the City's Economic Development Division's services, projects, and programs; assists with the analysis, coordination, and/or administration of economic development projects and programs; assists businesses by facilitating project processing and permitting; maintains and analyzes economic trends from City's business license and business retention and expansion program databases; and serves as a resource to other City staff, outside agencies, and the general public in answering questions, providing information and assistance, and solving problems. DISTINGUISHING CHARACTERISTICS The Economic Development Analyst works as an Assistant of the City Manager under the general supervision of the Economic Development Division Manager; analyzes reviews, makes recommendations and performs a wide variety of highly responsible and complex administrative, analytical and project/program management work assignments related to economic development. The incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are typical for this classification. Performs a wide variety of professional level research, administrative, and analytical duties in support of the City's Economic Development functions, operations, and programs; performs research and studies including economic or financial studies; analyzes and identifies trends. 2. Coordinates with City staff to facilitate project processing and permitting; provides information and assistance to those who contact the Economic Development Division for permit assistance. 3. Conducts Geographic Information Systems (GIS) analysis; creates GIS mapping documents for clients, consultants, City staff, and developers; creates mapped data for use with business relocation decisions, staff analysis, and land use decisions; maps data for marketing purposes, sales tax analysis, and other various analyzes. 4. Assists in the preparation of staff reports for various groups, committees, commissions, and boards; prepares meeting agendas, summaries, and information packets as needed. Conducts site location assistance for business locators; researches, gathers, and provides data on available properties; collects data from brokerage companies on available property; prepares and sends information packages to clients; coordinates and conducts business assistance meetings. 6. Maintains and enhances the Business and Economic Development web page on the City's website; gathers current data; writes narratives; organizes changes in web page layout and design; coordinates economic development web page updates and changes with City information systems staff. 7. Assists in the operations of the Business Retention and Expansion efforts; attends meetings, coordinates follow-up meetings regarding expansion and relocation; assists in solving problems and coordinating solutions to business issues. 8. Provides support to and participates in various meetings of various community groups and service organizations. 9. Maintains and analyzes a variety of data including Business Retention and Expansion data. 10. Performs a variety of general administrative and clerical duties in support of the Economic Development Division; prepares articles for newsletters; provides over-the-counter information to the public; responds to requests involving business development; prepares necessary correspondence; organizes data in spreadsheets; responds to surveys. 11.
