The City Attorney's Office currently contracts with the Law Offices of Linda Daube to
provide assistance in the area of Employment Law. One of the current Deputy City
Attorneys will be transitioning into this specialized area, thereby necessitating the need
for Ms. Johns.
Ms. Johns will under-fill in a vacant Deputy City Attorney III position. a

Christopher Lopez will fill the currently vacant position of Mayor's Chief of Staff. This position
has been vacant since January, 2015 and is a budgeted and funded position for FY 2014 - c
2015. The Mayor's Office previously utilized a contractor to fill the duties and responsibilities of
this position. a

In 2013, Christopher Lopez was promoted to the City Manager's Office to provide high level c
professional staff assistance to the City Manager. His duties and responsibilities have been in o
line with those of the Assistant to the City Manager during his time in the City Manager's Office. CU
Mr. Lopez spent over three years in the Public Works Department as the acting Administrative N
Analyst II and Environmental Project Specialist for the Department. Prior to his employment
with the City of San Bernardino, Mr. Lopez worked for a multi-disciplined planning, design,
engineering, and surveying firm for over five years. a
As of March 30, 2015, the Mayor's Office has expensed 58% of its current budgeted amount for E
this fiscal year. This is due to the vacancies and reduced expenditures in the Mayor's Office. M
In the time that he has been in the City Manager's Office, Christopher has been responsible and
held a crucial role in the following:

• Coordinated the FY 14/15 Citywide Budget with Finance Staff
• Created budget presentations, worksheets, and documents for Mayor and
Common Council for budget workshops and meetings
• Oversaw the City's Air Quality Management District (AQMD) Subvention grant—

• Employee Transportation Coordinator for City's Rule 2202 Program required by a

To accommodate the recent hiring of another Deputy City Attorney, additional a
reassignments are being made. Currently, the Legal Secretary I (U) divides her time
between one Attorney and one Administrative Analyst. The proposed Office Assistant
(U) will absorb the duties the Legal. Secretary I (U) had been providing to the
Administrative Analyst, which are more aligned to that of an Office Assistant than a
Legal Secretary I. The Legal Secretary I (U) will then assume the support
responsibilities for the new attorney.

The urgency of bringing the request forward at this time is two-fold; the anticipated start
date of the new attorney and to provide sufficient time for the Office Assistant to work
with the Administrative Analyst before a scheduled leave of absence.
