One of the Development Services Technician positons has been vacant since May 20,
2014 when the previous Development Services Technician resigned from the
Community Development Department to take a position with the Public Works
Department.

The Department has five (5) full-time Development Services Technicians positions
budgeted. Two of the five positions are currently filled with full-time, permanent City of
San Bernardino employees. They are key positions within the Department as the
Development Services Technicians assist walk-in customers at the public counter. The
Technicians assist customers with inquiries regarding Planning, Building & Safety, and
Land Development. Typical duties include researching building and land use permits,
issuing building and land use permits, zoning verifications, taking in development
applications and the like. in between customers, the Technicians respond to inquiries o
received via email and phone, and perform more detailed research.

Due to the high volume of customers and long wait times, the Senior Plans Examiner, a
the Assistant and the Senior Planner, and the Land Development engineers are N
frequently called out to the counter to provide back-up assistance to the Technicians.
As a result, there are delays in the processing of development applications as staff is v

pulled off their projects in order to assist the public at the front counter. o

It is critical that these positions be filled, as the public counter is currently understaffed. a

Community Development has contracted for services with an outside agency for two
Development Services positions, in order to have staff available to assist the public.

Justification for the Request
The Department currently has one Senior Planner and one Assistant Planner. The
second Assistant Planner position was approved as part of the budget to more
expediently assist the public at the counter, work with developers and process
development applications through the entitlement process (staff level, D/ERC, Planning
Commission and Mayor and Common Council), assist other agencies as needed, perform

site inspections, respond to CRMS and Council inquiries. It is critical that this position
be filled, as the Planning Division is severely under-staffed.

Staff initiated an open recruitment to fill this vacancy, and after the recruitment process
offered the job to current City employee, Chantal Power. Chantal scored highest in the
open recruitment, and is a familiar with many of the Planning functions that she will be
responsible for.

Michael Arvizo will fill the currently vacant position of Fire Captain. This vacancy
resulted due to the resignation of Fire Captain Jason Buchanan on March 26,2015. In
order to ensure that the station supervision and emergency operations are adequately
staffed, it is critical that this position be filled.
Mr. Arvizo is the next qualified candidate having successfully completed a competitive ¢
testing process involving a written, oral, and tactical exercise. Mr.Arvizo is well
qualified to fill this position and will be a valuable asset to Fire Operations.

Justification/Reason for Request
This position is critical to ensure safe and efficient traffic operations throughout the City.
It is responsible for the operation of all of the City's traffic signals, including the Traffic 0
Management Center located in City Hall. The TMC allows monitoring and surveillance 0
of the coordinated traffic signals along several primary arterial roadways as well as
helping to evaluate safe and efficient traffic operations. 0

This position was recently vacated with City Employee Promotion, leaving it unmanned
and inoperable until filled. Step 10 is being requested based upon the candidate's
qualifications and experience. This candidate is a Registered Engineer, has an IMSA
Traffic Signal Level III Certification, and more than 25 years of experience in the traffic
field. His qualifications far exceed the minimum requirements for this position. Given
Mr. Cotangco's background and training, he is a true asset for the City of San
Bernardino, and Public Works is fortunate to have the opportunity to employee him in
this position.
This is a fully funded position within the Public Works Department as indicated in the
adopted FYI 4-15 City Budget.

This is a vacant position that needs to be filled to accommodate inspection demands for _
development permits, utilities,and capital projects.
It is critical to fill this position because there has been an increase in construction d
activities requiring inspection. If the position is not filled, contract consultant services
will need to be used at a significantly higher cost. The City recovers the cost of this
position through permit fees,utility franchise fees,and restricted capital project funds. Q
Step 10 is being requested based upon the candidate's qualifications and experience.
This candidate has a General Engineering Contractor's License, more than 35 years of
construction experience and his qualifications far exceed the minimum requirements for
this position.
This is a fully funded position within the Public Works Department as indicated in the

This position was recently vacated, March 26, 2015, as a result of the previous Human M
Resources Analyst accepting a Human Resources Manager position in the private Z
sector. This position is critical to the department in that it performs a variety of complex, �
responsible, highly sensitive and confidential department analysis for the City.

After carrying out the recruitment and interview process in search for a suitable fit, >
Pamela Velez was Selected from an eligibility list and determined the most qualified for
the department's current needs. She exhibited self-confidence, motivation, and
understanding of Human Resources.
Because of Pamela's qualifications and Human Resources experiences, Step 4 is being Q
requested. Pamela holds significant human resources related experience in personnel,
recruitment, risk and Workers' Compensation experience, as well as having worked
extensively in the overall management of employee benefits in her current employment.
Pamela possesses the knowledge required to be effective and efficient, therefore, she
