Code Enforcement Division, -
Paula Rowland was laid off September 15, 2014,due to a reduction in force. Contact was made
with all of the officers on the reinstatement list above Paula and no one accepted the position. o
Paula is next on the Code Enforcement Officer II reinstatement list under Civil Service Rule 511 Q
and is interested in the position.

As a result of a budget reduction, Rodney Mascis was demoted from a Fire Captain to a

Fire Engineer on October 25, 2014. On March 16,2015,Fire Captain Jeffrey Novinger
will promote to Battalion Chief leaving a Fire Captain vacancy within the Fire E
Department. In accordance with Civil Service Rule 511: Any employee laid off or c
demoted to a lower class or transferred to an equal class under this rule shall have the Q
right for two (2) years to be re-employed, transferred or promoted to the former class
upon the first vacancy occurring in any such class in the department and such right shall
take precedence over the regular employment or promotional lists. In the event more
than one employee was laid off,demoted or transferred from such class the rights to re-
employment, transfer or promotion to such class shall be in the order of seniority in the
said class before lay-off, transfer or demotion.

vacancy resulted due to the resignation of Battalion Chief Nathan Cooke in March, 2015.
In order to ensure that the shift supervision and emergency operations are adequately E

Justification for the Request Q
It is critical to fill this position to ensure that the City, and departments within the City,
comply with legal mandates and support of the Human Resources reorganization
associated with the FY 2014-2015 Operating Budget. Responsibilities for the Human
Resources Analyst will include: overseeing the benefit administration activities,
conducting classification and compensation studies, assisting in the development of

personnel policies and practices, participating in meet and confer sessions with multi
bargaining groups and other Human Resources related tasks and projects.
In the absence of the this position these duties have fallen onto the Human Resources
Division Manager which is causing huge delays on response time with high level
employee relation issues as well as any time sensitive matters that requires immediate
attention. In an effort to improve efficiency, comply with legal mandates and provide
timely service, filling the vacant position immediately will greatly decrease delays and
expedite response time.

As noted above, there is not an analyst to assist the manager with high level employee 0
relation issues, overseeing the benefit administration activities, conducting classification o
and compensation studies, assisting in the development of personnel policies and a
practices, participating in meet and confer sessions with multi bargaining groups and
other Human Resources related tasks and projects. This in turn could result more N
complaints about customer service and could result in a reduction in services in the
City, and thus, non-compliance with legal mandates.

Claudia Allen will fill the currently vacant position of Human Resources Analyst. This
position has been vacant since July 1, 2014. Staff held an open recruitment to fill this Q
position. One in-house candidate applied. She was considered to be the top candidate
after successfully completing the selection process and oral interviews. With a well- N
rounded resume and extensive experience related to the position being considered, a
Claudia Allen is well qualified to fill this position and will be a valuable asset to the LO
Human Resources Department.

operation of the Integrated Waste Management Division. Such
duties/responsibilities for this position include: periodic surveys and inspections Y
to identify safety risks and other hazards and investigates employee accidents,
injuries and reported safety hazards. Conducts mandatory and other safety and
environmental health training programs.
