City Manager Parker stated that the City is in the process of conducting a salary survey as
part of the Plan of Adjustment, so rather than send the matter back to the Personnel
Committee, he said the position could be included in the salary survey. UI-

include the position of Mayor's Chief of Staff in the salary survey. No vote was taken.
Council Member Mulvihill asked when the salary survey would be completed.

Martin Valdez, San Bernardino, submitted a document into the record and spoke about c°s
having a celebration to commemorate the 100th anniversary of San Bernardino High o
School. He stated that the idea was to have a parade that would start at San Bernardino M
High School and continue down "E" Street. Mr. Valdez said they would have an entry i
fee and sponsors and perhaps they would be able to get a commemorative plaque and a
time capsule. He requested the City's support to have further discussions with the Police Cn�
Department and interested members of the City Council.

Al Palazzo, Rialto, submitted into the record and spoke regarding his "Vision for the San °
Bernardino Carousel Mall, A Destination Reinvented: A City Within a City."

Robert Porter, San Bernardino, stated that the City needs to study the history of the LO
Serrano Indians of Arrowhead Springs more extensively before allowing anyone to build N
in that area. o

Scott Olson, San Bernardino, spoke about Mr. Palazzo's tour and the cities that put c
middle class rather than low income housing in their areas. He said the City of San E
Bernardino has developed into a city that says "no, we can't," "no, we won't," and "no,
we didn't," as opposed to those cities that say "yes, we can," "yes, we will," "yes, we Q
did," and "we shall continue." If San Bernardino does not change its attitude, it will still
be the City that is low end, the City that is bankrupt, and the City that doesn't have.
Jay Lindberg, San Bernardino, submitted a written document into the record and spoke
about the impact of NAFTA on the City of San Bernardino 20 years ago, the expected
impact of the Trans Pacific Partnership, and the war on drugs.
William Cioci, San Bernardino, spoke against the ban on medical marijuana.

Street between Home Avenue and Evans Street, per Plan No. 12970 (SD09-002).
Robert Eisenbeisz, City Engineer stated that the timeline for the completion of this
project would not be very long. He stated that this project would provide protection to
about six or eight homes that were affected by the flooding. Mr. Eisenbeisz stated that
the ultimate solution is to extend the storm drain up Mt. Vernon Avenue and capture and
intercept those storm flows further north. He stated that this will be considered an c
interim step, but it will provide a better level of protection than what is there now. N

Allen Parker, City Manager, stated that based on the comments of Council at the meeting
of February 2, 2015, the local market — San Bernardino County Board of Supervisors — 3
was considered in setting the salary for the position. Supervisors each have a Chief of
Staff and City officials used the County's existing job description and salary to determine "-
the market rate for what the City was looking for. Based on that information they also
included a comparison on what the City paid their department heads, thus, that salary
range was comparable to that being used to recruit a Chief of Staff.
Helen Tran, Human Resources Division Manager, stated that she had difficulty trying to
gather salary information that could be compared with the position. She said that San v
Bernardino County made the most sense since they had a Chief of Staff position and that
was how they came up with the salary range. M

Council, and, City Manager for offering him the position of Interim Fire Chief in leading >i

Enrique Armenta, Constituent Service Representation for Congressman Pete Aguilar
spoke about service and assistance that their office provides to constituents.

assistance for his wife when she has medical problems due to her autism; and spoke
about re-establishing himself back into society. c

Larry Guidry, San Bernardino, spoke about upcoming park revitalization projects. He
encouraged all City Council members to hold regular constituent town hall meetings and
follow Council Member Nickel's lead.

Melissa McDonald, student from California State University, San Bernardino, gave a
presentation on the Gilbert Street Community Advocacy Project. The presentation was
submitted into the record.
Cecilia Gonzalez, student from California State University, San Bernardino, spoke about
the maintenance at Perris Hill Park. It had been brought to her attention by residents that
Perris Hill Park was getting cleaned once a month. She felt this was not sufficient for the
neighborhood children to play in.

Kyla Burdett, student from California State University, San Bernardino, spoke about
parks needing to be cleaned for families.
Jeanette Hernande z, student from California State Universit y, San Bernardino spoke
about how the Gilbert Street Community Advocacy Project reduced crime rates in the
area. She also stated that according to the National Youth Network, crime is less likely to
happen when a neighborhood park is kept clean.
Vinay Diaz, student from California State University, San Bernardino, stated that as
students and future social workers their project goal is to maintain clean parks. She
stated that the plan does not involve money, but rather donated resources such as water, N
gloves, trash bags, and volunteer time. They are hoping to create ongoing volunteer 2!1
organizations to help maintain the parks. L
Jere Sandberg, student from California State University, San Bernardino, requested that
the City Council donate any available resources to support the Gilbert Street Community N
Advocacy Project. His organization was focusing on Perris Hill Park, but their ultimate
goal was to focus on all of the parks within San Bernardino.
Robert Porter, San Bernardino, read a quote from the "Handbook of the Indians of
California" by A. L. Kroeber. He asked that people take a look at his studies on his "1 v
Love San Bernardino'Facebook page.

Jay Lindberg, San Bernardino, spoke about a security guard that was killed at a
marijuana clinic. He also spoke on the war on drugs and organized crime.
Scott Olson, San Bernardino, spoke about how Robert Porter and Al Palazzo had come
up with a lot of very positive things for the City. He also spoke about needing residential
housing next to the bus stops and promoting art that depicts the history of our City in a
positive way.

Al Palazzo, Rialto, spoke about how excited he was about the Roadshow meetings at the
school sites engaging the community. He stated that he was on the radio (KCAA 1050
am) every week for the next thirteen weeks. The public may view online.

Deanna Adams, San Bernardino, stated that she was an observer at the Historical N
Preservation Commission meeting of December 8, 2014. She was very happy when she
read a proposal for an Ordinance to preserve historical properties, but the joy was short- o
lived because Mr. Persico persuaded the members that it was too costly, and that it would c
take years of community involvement and education. She apologized and said that Mr. E
Persico did not have an interest in preservation. Ms. Adams stated the commissioners
needed a brush up course on historical preservation. Submitted into the record was a Q
document titled, "Historic Building that Should Be Saved."
10. Items to be Referred to Council Committees
Council Member Nickel stated that he was contacted by California Consulting, LLC.,
which was a full service grant management firm that conducts research, oversees the
actual grant management process, and oversees the reporting requirements. Council
Member Nickel said he would like to invite them to give a presentation at a future
Grants Committee meeting.

Deputy City Manager Nita McKay presented the proposed FY 2014-15 mid-year budget c
adjustments and provided the Council with the following documents: the Bankruptcy
Costs, a list of the General Fund Full-time positions, and a copy of the evening's
PowerPoint presentation entitled "City of San Bernardino — FY 2014-15 Mid-Year
Budget Review." w

She said cost savings from salary savings in all departments, a reduction in City paid
medical benefits, reduction in Code Enforcement, and utilization of special Reserve
Funds were implemented during the fiscal year and produced a balanced General Fund
budget. She recommended the following budget adjustments:
• $12,000 adjustment to the Treasurer's Office budget for supplies, equipment
maintenance, dues/subscriptions, training, postage and professional/
contractual services;

• $1,193,936 ($600,000 General Fund and $593,936 Traffic Safety Fund) to
purchase 35 vehicles; and

There was some discussion about the desire to keep pools open.
Motion: Adopt the Resolution, with changes under Section C to increase the
budgeted amount to $1.520 million, increasing the amount for Parks and
Recreation's part-time personnel from $190,000 to $250,000 to keep three N
pools open.
