Synopsis of Previous Council Action:
5-5-2014: Resolution 2014-119 adopted, accepting a grant award from Wal-Mart
Foundation Local Giving Program in the amount of$1,200 and authorizing the Director
of Administrative Services to appropriate grant expenditures.
4-21-2014: Resolution 2014-98 adopted to accept the grant award of year two of a
three-year Grant Continuation from the Corporation for National and Community Service
for the Retired and Senior Volunteer Program in the amount of $47,310 for the period of
April 1, 2014 through March 31, 2015 and authorize the City Manager to direct the
Administrative Services Director to appropriate additional grant expenditures.
3-17-2014: Resolution 2014-64 adopted to ratify the submittal of a Grant Application
Renewal to the CNCS for the RSVP in the amount of$47,310 for the period April 1,
2014 - March 31, 2015.
9-16-2013: Resolution 2013-265 adopted, accepting funding in the amount of$48,810
from the CNCS for the Retired and Senior Volunteer Program for the period of 04-01-
2013 through 03-31-2014.

2-23-12: Grant ad-hoc committee recommended approval of resolution by Mayor and
Common Council.
10-4-10: Resolution 2010-341 ratifying the submittal of a grant application to the
Corporation for National and Community Service for the Retired and Senior Volunteer
Program (RSVP) and accepting the amount of $59,137 for the period of October 1,
2010 through September 30, 2011.
Background:
The City has participated in the federally funded Retired and Senior Volunteer Program
(RSVP) for over 36 years. The second year of a 3-year grant cycle (2013-2016) from
the Corporation for National and Community Service will end March 31, 2015, with
renewals every year for the three years. During the most recent program year, 204
participants contributed over 70,000 hours. This grant will enable the City to continue
providing these services that enable individuals ages 55 years and older to put their
skills and life experience to work for their communities. RSVP volunteers serve from a
few hours to forty a week providing everything from supporting senior lunch programs,
local hospitals and the San Bernardino County Sheriff's Department to providing
activities at senior centers, and providing disaster preparedness with the American Red
Cross.
The RSVP program provides funds for one full-time RSVP manager, and one part-time
staff person. The augmentation will supplement some of the cost to attend the annual
Pacific Cluster Conference for the Federal Senior Corps program operators and for the
purchase of two new computer monitors to enable access to periodic webinar trainings
that assist the staff in training the volunteers and staying current with grant
management changes. The two RSVP staff members recruit volunteers, select work
sites, make site visits, and prepare reports to meet grant requirements. RSVP
volunteers perform the service activities and provide transportation to seniors. They
also participate with local law enforcement as Citizens on Patrol (COP) volunteers.
RSVP volunteers do not receive pay, but they can request up to $30 per quarter as
reimbursement for their transportation expenses, which is paid out of grant funds.
The amended grant augmentation is on an a-grant program, which required completion
and submittal of the application online of a one-time augmentation of$2,500 in federal
funds this year (FY 2014). These funds are in addition to the FY 2014 annual federal
base funding, and will not permanently increase the federal funding. The application
was re-submitted in eGrants to meet the July 21, 2014 deadline and the Award Notice
was made July 30, 2014 but not communicated to staff until the recent holidays.

The purpose of this$2,500 augmentation is primarily to support the capacity of all RSVP grantees to
participate in training and technical assistance (T/TA) opportunities. For example, you can use the
additional one-time$2,500 in funds for conference registration fees, project staff travel to and from

T/TA events, and/or a new computer, software, or other investments to help you participate more
fully in online training, such as current year and potential future year Senior Corps Virtual o
Conferences.

Earlier this year,CNCS published a Notice of Funding Opportunity (NOFO), seeking applicants to E
convene Regional Training Conferences in all or some of the geographic regions of the country Q
through June of 2015. Similar to Regional Training Conferences convened last year, the upcoming a
regional training events will include core training specifically for Senior Corps grantees. These one- 3
time funds can be used to support your attendance at one of the Regional events, either in your Q
home cluster,or,depending on the time of convening,a different cluster, c

In addition, these funds can also be used to support other approved line items in your FY 2014 .n
budget.

Once accepted, these augmentation funds are available through the end of your three-year grant. If N Q
you find that you do intend to expend the funds after the end of your FY 2014 budget year,please
work with my office and the CNCS Grants Officer to request carry forward. Also, if needed, you
may request a waiver of the required non-federal share by submitting such a request to this office. w
You are not required to accept the additional one-time funds. This letter assumes that you will >
accept the one-time funds and provides you with guidance on how to revise your current grant
application and re-submit it so that CNCS can proceed with the amendment for your FY 2014
budget year.
