The proposed Fire Marshal (U) position total cost is based on bottom step 1. The additional annual salary and benefits cost (over and above the budgeted Deputy Fire Marshal position) to establish the position is $9,600.14. Synopsis of Previous Council Action: On October 16, 2014, the Personnel Committee Chairman requested additional information for further review and continued this item. On January 15, 2015, the Personnel Committee Chairman recommended that this item be forwarded to Mayor and Common Council for adoption. Background: As part of the budget reduction process the sworn Fire Marshal position was eliminated from the Fire Department budget in Fiscal Year (FY) 2012/2013. Since that time supervision of the Community Risk Reduction division of the Fire Department has been an additional responsibility of the Fire Chief. The Fire Marshal is a specialized position requiring technical skills related to fire code interpretation and extensive knowledge of building standards. Additionally, the Fire Marshal provides all management duties of the Community Risk Reduction division. The Fire Marshal's role in the development review process is as follows: Updated: 1/28/2015 by Georgeann "Gigi" Hanna Packet Pg. 126 5.1 3679 • Meet with developers while the project is in the conceptual stage. • Meet with developers to review preliminary plans (access, water supply, compliance with state and local codes). • Meet with city staff and developers to review project and suggest changes to developer required for city and state code compliance. • Preliminary or conceptual plans are submitted by contractors, many of these require meetings with the Fire Department. • Project plans are submitted and reviewed; potential issues are addressed by the Fire Marshal which requires additional meetings either in the office or on the project site. • The project may require additional specialty review such as submittal of a Fuel Modification/Fire Protection plan or High Piled Storage Plan. Additional meetings and site visits are generally required. • Final approval of the project. This position is necessary not only for providing supervision and management of current staff, but to ensure that the city's development review process continues to move forward at an acceptable pace. Due to budget reductions over the past several years contractors and developers have suffered delays caused by staffing cuts in the Community Risk Reduction Program. Delays of weeks or even days are costly to contractors and developers. With the addition of this position many of the fire plan reviews that are currently being contracted out for review can be completed by Community Risk Reduction staff, which will speed up the review process. The Q department will also save money by completing plan review in house. The current budget for outside plan review is $120,000.00. This position is instrumental in the development process and the city's revitalization. The scope of this job description requires an individual to do more than supervise staff of the Community Risk Reduction division. Day-to-day supervision is currently the responsibility of the Community Risk Reduction Supervisor; however, overall management of the division is currently deferred to the Fire Chief. The Fire Marshal will implement goals and objectives as well as direct the entire operation of the Community Risk Reduction division within the Fire Department. Additionally, the Fire Marshal will develop and administer the Community Risk Reduction budget. This position is necessary to ensure that the city is in compliance with Prop 218. With the city's current budgetary constraints the Fire Department's approved budget included this position as a non-sworn position. This change requires a new job description. Justifications to fill this position: • Approved as part of the FY 2014/2015 Fire Department budget. • Would streamline and expedite the development and plan review process. • Provides a point person to meet with other city staff on development issues. • Reduces expenditures for outside plan reviews. • Position is paid for by fees currently collected by the division. • Fees for service can only be used to provide the service they are collected for (This revenue cannot be used elsewhere in the Fire Department budget). The proposed job description has been provided to San Bernardino Confidential/Management Association. This position was approved as part of the FY 2014/2015 Fire Department budget. Proposed salary and benefits, Range 4550, $6,896 to $8,383 per month.
