Identify a group with needs a. Describe the method(s) you used to identify needs [e.g., conducted a survey in the community, conducted 2 focus groups with (describe the participants in general, such as PTA members), spoke with community leaders (indicate where, such as at the Center on Aging), etc.]. The method we used to identify our needs was to conduct an informal survey in our fifteen-block radius from Waterman and Windsor to East Highland and Baseline in the county of San Bernardino. In our outlined area, we spoke to a group of diverse people. We spoke to numerous residents outside Stater Bro's, Anton Rogers Elementary School, St. Bernadine Hospital, and Perris Hill Senior Center. We spoke to city employees such as police officers, ambulance drivers, and pharmacists. We also spoke to a former council-member from Habitat for Humanity, Housing Authority of the County of San Bernardino (HACSB)members, small business owners, and a Social Worker at Transitional Age Youth (TAY). b. List ALL the needs identified through the methods used in#la above. There were several needs identified during the survey, in the "safety" category, more patrolling was desired to monitor and manage homeless issues,prostitution, and drug activity in the San Bernardino Streets. For the "school" category,more crosswalk guards, speed limit signs, and more translators in the schools was desired. For community-based needs, we identified the needs of more street lights, replacing public telephones, having missions with washers and dryers, and fixing pot-holes and sewer systems to stop floods during rainy season. Lastly, for the "programs" category, the community members identified the need for more services for the elderly, affordable afterschool programs, more jobs,better hospitals,medical faculty, and rebuilding Fifth Street Park and Perris Hill Park. c. Identify the specific group of people experiencing each of these needs. Our groups were extremely diverse. We talked to residents and local business employees who expressed a need for more street lights to feel secure walking to their cars after their work. They expressed wanting better roads (fixing the potholes). Employees and residents wanted more available services for the elderly. Caucasians, Mexican-Ameri cans, and African Americans made up most of our informal survey respondents. We encountered young adults,parents, and employees from our designated spectrum, as previously stated in lb. 1. Understanding how the needs affect the groups a. From the list of needs in #la above, list the top 5 (those that were indicated by the largest number of individuals during your work in#1 above) that your team might consider working on for the project. The top five needs the respondents identified were: 1. Safety in Parks 2. Availability of employment 3. Programs for the elderly 4. Response time of the police 5. School crossing guards. b. Briefly describe how each of these specific needs affects the community group from#lc above. According to 1 c, every group feels there should be more safety in the parks When families don't feel safe in the parks they are less likely to utilize the parks due to the criminal element inhabiting the park. More employment opportunities were expressed by every different race we interviewed. The city of San Bernardino currently has a 54% unemployment rate, which affects the economy of the city. However, more adults who were interviewed wanted job opportunities than young people. Surprisingly,more programs for the elderly were wanted by every age group and race. Similarly, each age group and race both wanted better response time of the police. Community members expressed lack of confidence in the police due to slow or no response. The last need, school crossing guards, was wanted more by parents than by young groups or those who are not parents. Currently parents don't feel safe to allow their young children to cross streets by themselves due to the low number of crossing guards in high traffic areas. c. Answer the following four questions for each of the needs you identified in#2a above. Then, using your responses, indicate which one of the needs you have decided to try to impact positively; this decision should be based on whether you are able to answer yes to each of the following four questions. i. Is there sufficient statistical evidence to show a significant number of people are experiencing this need within San Bernardino County or within your project community? If yes, show the evidence here. Statistical evidence showing the significant numbers of people experiencing the needs in 2a is tremendous. o For need#1 (safety in the parks) it can be noted (based on our radius)that Perris Hill Park is 64.4 acres. With a 1,000/2 resident/cop ratio, a lot of crime activity is present. Residents and members of the YMCA and Senior Center have experienced mugging, assault, and fear for their safety after dark (according to our informal survey interviews). o For need#2 (availability of employment) evidence supports that 9.7% of the San Bernardino population faces unemployment. o For need#3 (programs for the elderly) we analyzed 11/29 as important and 18/29 as very important assets to the community. o For need#4 (response time of police) it can be noted that there are 2 police officers per 1,000 residents. There is clearly not enough patrolling going on in the city of San Bernardino. o For need#5 (school crossing guards) it can be noted that there is a 2 1:1 student/teacher ratio on average in the public, private, and post-secondary schools within the City of San Bernardino. ii. Is the cost of impacting this need cost efficient and cost effective? If yes, describe why you believe it is. The difference between cost efficiency and cost efficacy is simple. Cost efficiency means that the organization/program provides good services at a reasonable cost. Cost efficacy means that organizations/programs produce an effective output/outcome-they accomplish what is intended. With that difference noted: o Safety for parks would be both cost effective and cost efficient because it would be beneficial to the residents, the elderly at the Senior Center, members of the YMCA, and the employees. o Availability of employment would be both cost effective and cost efficient because it would help decrease the 30.6%poverty rate in San Bernardino. o Programs for the elderly would be both because it would be a good investment in our elderly's health and their need for social interaction in the community-relieving loneliness and depression. o Response time of police would definitely be both because more police activity would help the residents feel safer and would help keep the city safe as well. The outcome would be a safer city with less drug activity, less violence, and lower murder rates. o School cross guards would be both,but a good service for the children. The outcome will be a safer environment for the children. iii. Are their strong advocacy groups and powerful stakeholder advocates for this specific population? If yes, list those you are aware of at this point in the project. We have gathered strong advocates like Mickey Valdivia and Aviana Cerezo from Parks and Recreation, Kent Paxton (Homeless Policy Advisor), LaKeisha Jackson(Community Service Center Supervisor), Alan Parker(San Bernardino Taking Action Against Graffiti), Evelyn Estrada(Executive Assistant to the Mayor), AJ (Catalyst in Community), Urban Concentration Corp Carrie Rios, and Kathy Mallon (Parks and Recreation Commission). iv. Will you be able to accomplish your project goal within the quarter? Your team must first decide, for each need in#2a above,what outcome you would want to achieve to resolve or lessen each need. You then can decide whether you believe you can achieve this outcome by the project due date. We will be able to accomplish our project goal within the quarter. We are focusing on adding more cleanup days to Perris Hills Park We believe by cleaning up the park it will help make the parks safer for the community. Our goal is to complete this task and attempt to keep it ongoing after our class has ended. 2. Describing the one need(social problem)you have chosen to impact a. What factors have created or sustained this need? We have chosen to impact safety in the parks. Poverty plays a huge role with the creation and sustainability of all 5 top needs we have identified. The City of San Bernardino's bankruptcy has sustained a lack of resources and a lack of police activity(cannot afford it) that have led to more freedom for criminals to engage in criminal activity and get away with it. b. Where does the cause of the need lie: policy, program design and implementation, or budget? The city's budget is the main cause. There are not enough funds available to alleviate most of these needs. The city cannot afford more police activity or more programs for the elderly or children. There is not enough funding to build more establishments where job offerings can rise. In desperation to survive and possibly feed their families,people resort to illegal activity, which accounts for the amount of prostitution, drug activity, and the number of homeless people. c. How long has the specific group experienced the need? On its Own, San Bernardino Continues to Struggle: Editorial(2014) declared San Bernardino bankrupt in 2012. Due to declining tax revenues, investment returns, overly generous promises to the public employees, and pensions on healthcare, San Bernardino has faced bankruptcy. d. What perspective of the need will you use, and who holds this perspective (e.g., the persons experiencing the problem,you, society or government)? The government and society perspective(representation) we will focus on is, attending government conferences. Attending these and speaking out to the members, we will hopefully address and open doors to the identified needs and ask for help from government officials to see our project through. 3. Initial Problem Statement(IPS) a. Using the example of Describing the Problem on Moodle, Week 2, Resources, complete your description of the problem using the following four problem areas: the population, the problem, the perspective, the policy • Population. What group of people is experiencing the problem? What are the defining characteristics of the group?How long has the group experienced the problem? 0 54% of people in San Bernardino are unemployed. 0 30.6% of people in San Bernardino are at the poverty level. 0 18.7% of people are below the poverty level in San Bernardino; which surpasses the 15.9% in all of California. o On average, there is a 2 1:1 student/teacher ratio in public,private, and post-secondary schools in the City of San Bernardino. o There are 56 public schools, 19 private schools, and 12 post- secondary schools. o San Bernardino population is 2,088,371 as of 2013 census. 0 53% of San Bernardino's population speaks English. 0 41% of San Bernardino's population speaks Spanish. • Problem. How can the problem best be described? What factors have created the problem? What factors help to sustain it? The problem is that the city of San Bernardino has been bankrupt for several years. Factors that created the problem include: declining tax revenues, investment returns, overly generous promises to the public employees and pensions on healthcare, San Bernardino has faced bankruptcy. Factors that help sustain the problem include: lack of police activity, lack of resources, lack of funding, and lack of acknowledgment to the problems and attempt to change the problems quickly. • Perspective. How do the persons who experience he problem view the problem?How do you and others view the problem? The problem as described above beings with the city of San Bernardino being bankrupt. In the 2013 census and Survey, the respondents viewed their safety in parks as result of the following: 0 96%need to feel safer in their parks. 0 100%view a lack of adequate police response. 0 93%view a lack of police presence in the community. 0 89% view a lack of parks and community centers. 0 96%view a lack of employment in the city of San Bernardino. We view the problem as a result of the following factors: o Lack of available jobs. o Insufficient safety resources in the park or community. o Not enough funding available from the city. o Inadequate services available to feel safe in the community. • Policy. Initial Problem Statement L Population There are a significant percentage of the community's populations in our outlined area who do not feel safe in parks. ii. Problem Some people are unhappy with the lack of police activity as well as their response time to their community,making the residents of San Bernardino County feel unsafe in areas such as parks. iii. Perspective The factors causing and sustaining the problem include inadequate resources and services due to the lack of funding for the city of San Bernardino, resulting in the lack-of-safety concerns the residents of the community have. iv, Policy Policy areas that address the safety concern include government funding, safety, and employment. v Initial Problem Statement Most residents in the City of San Bernardino do not feel safe in the community, especially in parks. These residents are feeling this way due to the inadequate safety programs, employment rates of the police department, and lack of available funding to increase police activity. Contact for donation of resources for cleanup INSTITUTIONS Gilbert Street Community Advocacy Team Proiect Summary We are students of California State University of San Bernardino in the Bachelors of Social Work Program. We have been challenged to go out into the community to make a change. Our group consists of six team members. They are Cecilia Gonzalez, Vianey Diaz, Jere Sandberg, Melissa McDonald, Kyla Burdette, and Jeanette Hernandez. As a group, we have gone out to the Gilbert St. Community of San Bernardino, California to identify the need of the residents. To identify that need,we developed a survey for residents to complete. After analyzing the results of the surveys, we have come to the conclusion that residents are concerned with the safety in their parks. After observing their community parks,we have established that it has become an issue for Perris Hills Park to be cleaned regularly. Some residents have stated that they will not let their children play in these parks due to the trash and unnecessary items in the park. The parks have become unsafe for children to play in to the point where syringes have been found. After speaking with the parks and recreation department,we have found that the parks are only cleaned once a month. As a group, and with community input,we have decided to gather local organizations and local volunteers to establish an ongoing- clean up.
