Financial Impact:
Financial impact is approximately $26,000 to fund the position for the remainder of FY
2014/2015.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On February 2, 2015, the Mayor and Common Council continued this item to the next
meeting.
On January 15, 2015, the Personnel Committee Chairman recommended that this item
be forwarded to Mayor and Common Council for adoption.
On February 27, 2014, the Personnel Committee took no action on the item. It was
recommended that the City Manager prepare a contract to fund support staff for the
transition period.
Background:
Based on questions posed by members of the Common Council at its last meeting, staff
has revised its background research to focus on:
1. Salary comparisons with the County of San Bernardino Chief of Staff positions —
they have five - and the City's department director positions;
2. Descriptions of other Chief of Staff employees with the County of San Bernardino
highlighting their background and experience.
Based on the salary survey, salary range 4584, $98,052.00 to $119,184.00, is being
recommended for the Mayor's Chief of Staff (U) position.

The Mayor's Chief of Staff (U) is an essential position to the overall effectiveness of the
City's intergovernmental operations and relations. This position extends beyond the
inner operations of the Mayor's office and directly influences working relationships and
City services at all levels of government including Federal, State, County, City, and local
School Board. In addition to performing highly responsible administrative work, the
Mayor's Chief of Staff advises the Mayor and provides extensive operational and
professional assistance and recommendations on City issues covering a broad range of
municipal activities.

Under policy direction of the Mayor, performs specialized work including the review and analysis o
of issues, reports and services; represents the Mayor at meetings with constituents; represents
the Mayor at various committee and community meetings; serves as liaison for the Mayor with U
City departments, constituents groups, civic organizations and public bodies; and performs o

The Mayor's Chief of Staff is a professional administrative staff position in the Office of the
Mayor. Serves the Mayor as a resource person, analyst, administrator and confidant. a
Supervises the work of other administrative and clerical personnel. Dealing with City
Department Heads, works in close coordination with the Office of the City Manager. Incumbent 0
