The goal of the Office of Business Devel- Office of Business opment is to not only recruit new businesses to locate to San Bernardino,but also to inform them about the various incentives and funding opportunities that are avail- Development able. The Office of Business Development will also help businesses fast-track per- mits, cut through red tape and serve as a central location for information about available commercial and industrial property in the city. Available Services: San Bernardino Valley Enterprise Zone: The San Bernardino Valley Enterprise Zone is vested until October 14,2021. The Zone is located at the center of one of Southern California's transportation hubs served by Interstate 10 and 215,as well as the 210,91,and 60 freeways.The zone is conveniently located near three international airports,class-1 railroads, major truck termi- nals and within close proximity to the ports of Long Beach and Los Angeles. There are 5 tax incentives available Thezoneofopportunity to taxpayers that operate a trade or business located within an Enterprise Zone boundaries.The incentives are: 1)Hiring Tax Credit;2)Sales or Use Tax Credit;3)Business Expense Deductions;4)Net Operating Loss Carryover (NOL);and,5)Net Interest Deduction. Prior to submit- ting an application to the City's Planning Department for a new development,or for tenant improvements on an existing building, a staff member can meet with company representatives to discuss their project, assist with business registration,and zoning verification. City and Agency staff will be able to review a company's preliminary plans and advise company representatives on the most expeditious and cost-effective approach to submitting their project. Fagade Improvement Grant: The Fapade Improvement Grant Program assists business owners,tenants,and property owners with a matching grant of 50%,up to a maximum of$10,000 to enhance the curb appeal of their business storefront by providing funds to complete certain exterior improvements. Office of Business Development Training Center: Capacity for up to 120 persons,the Training Center offers workshops that provide essential information to local business owners trying to expand and grow their companies. Property Search Assistance: The Economic Development Agency is pleased to provide real-time industrial, retail, land and office property searches for businesses to find the right site.The property search engine will allow businesses to utilize property listings by type to create customized searches based on a business's specific criteria (acreage, square footage, etc.).Log on to www.sbrda.org. Grow San Bernardino: NATIONAL DEVELOPMENT COUNCIL The NDC Grow America Fund (GAF), in cooperation with our community partners, provides financing to growing small businesses throughout the country. GAF operates as a community development lender to support the crea- tion of jobs and the expansion of eligible small businesses in underserved areas,particularly minority and women -owned businesses. The financing provided is partially guaranteed by the U.S. Small Business Administration under GAF's Small Business Lending Company license,and GAF has Preferred Lender status nationwide. The goal of the Facade Improvement Grant program is to enhance the building's original architec- ture according to the Economic Development Agency's ("Agency") Design Guidelines to eliminate • blighted conditions, provide an economic incentive for improving the appearance of the facades of • �' buildings, and to encourage quality renovation. All renovations and restorations must be approved and in compliance with the City of San Bernardino's building codes. If applicable, a Planning, Building, and/or Engineering Permit may be required. PROGRAM ELIGIBLE AREAS . . Business/Commercial/ Industrial/Manufacturing buildings within the City limits of San Bernardino. • PROGRAM ELIGIBLE APPLICANTS • City licensed business owners/ tenants who have written consent from the legal property owner or; • Legal property owner of a building used for business purposes, or • in the case of a vacant commercial building(s), the legal property owner(s) may apply with the • understanding and agreement that reimbursement will only occur once the building is occupied •• with a licensed business. In both scenarios,the Applicant will be required to provide evidence of retaining and/or creating a minimum of one(1)full-time job for a one-year period. Business Owner-Legal lessee/proprietor of a store-can be Applicant with authorization from legal property owner of subject property Facade-Exterior surface of a commercial building from grade to roofline and side to side. Street Frontage-Length of a lot line of a lot parallel to or facing a public street or galleria. The program will reimburse applicant with a matching grant of 50% of eligible project costs, up to a maximum of$10,000. All work must be completed in a professional manner with high quality materials and comply with current City and Building Codes. It is the responsibility of the Applicant to obtain all the necessary Planning, Building, and/or Engineering Permits, if applicable. Applicants must be able to document total project costs that the matching grant will apply to, and the construction contract and re- lated documents must clearly delineate the costs associated with the Fagade Improvement project, separate and apart from any other construction or renovation costs. STEP 1 — APPLYING FOR THE PROGRAM In order to begin the process, Applicant must complete the Facade Improvement Grant Application and submit the following docu- mentation to the Economic Development Agency Office of Business Development(Please note that an incomplete application will not be reviewed and will be returned): • Program Application • Property Owners'Approval(Consent Letter) ❑ Current City Business License • Current Lease Agreement(Tenant Applicant) • Grant Deed(Property Owner Applicant) • IRS Form W-9 • Drawing(s)of Proposed Exterior Improvements with Samples • Exterior Paint/Stucco Color Selection • Color and Design Selection of New Signage Lighting/Awning • Estimated Improvement Costs • Before Pictures of the Exterior Facades(Wide Angle/Close-up Photos) STEP 2— APPROVAL NOTIFICATION Once the application is received, it will be reviewed within ten days of submittal to determine if proposed improvements are eligible. If proposed improvements are deemed eligible, an approval letter will be sent to applicant to commence with improvements. This is a reimbursement program of up to 50%of the costs of the improvements made but no more than$10,000. Reimbursement is awarded after all improvements have been completed and paid for. The Grant is on a first-come,first-serve basis for projects meeting specific criteria. The approval letter is valid for a period of ninety(90)days. STEP 3— REIMBURSEMENT After the improvements have been completed, the Applicant must submit the following documentation in order to receive the 50% reimbursement, up to the maximum of $10,000: ❑ All original"paid-in-full"invoices, ❑ Proof of Paymert—Cancelled checks,and/or cash receipts ❑ After Pictures of the Exterior Facades(Wide Angle/Close-up Photos) Please allow two(2)weeks for processing of reimbursement.
