Background:
In March 2014, the City Council approved a grant application from the Police
Department's Traffic Bureau for the California Office of Traffic Safety's (OTS)

2014/2015 Selective Traffic Enforcement Program (STEP). This grant application
sought funding for a variety of manpower resources to provide traffic safety and DUI
reduction programs during the 2014/2015 fiscal year. Additionally, the grant requested
$29,000.00 to replace the Traffic Bureau 10-year-old "total station."
The Office of Traffic Safety approved the grant funding the requested manpower
resources, the replacement of the "total station," and a variety of other small support
item purchases. Funding was approved in October, 2014, and will be available to
reimburse the City of San Bernardino for this approved expense.
The Traffic Bureau owns a 10-year-old Nikon "total station" which is a piece of
automated surveying equipment used to take measurements at the scene of fatal traffic
collisions and other complex traffic accidents. The device helps officers produce a
precision diagram with highly detailed measurements. The existing "total station" is a
"first generation" device that requires two officers to operate.
During the grant planning period for fiscal year 2014/2015, our OTS grant analyst
suggested that the Police Department look at upgrading our "total station" to a modern
device so that we could reduce the effort needed to collect measurements, improve the
accuracy of our electronic measurements, and take advantage of several other
improvements that are now offered to the surveying industry. Specifically, we were
encouraged to consider "robotic total station" devices that now only require one officer
to operate and we were encouraged to look at some of the optional device features that
would allow our investigative measurements to become more "forensic" (accurate to
very small distances). Forensic (highly detailed) measurements would help our
investigators during accident reconstruction efforts and during complex criminal
prosecutions.
Once the grant was awarded, the Traffic Bureau began to research the modern "robotic
total station" market as it relates specifically to law enforcement/traffic investigation use.
Vendors were invited to the Police Department's headquarters where officers were
shown modernized total station devices that will allow one officer to create very detailed
and complex traffic accident diagrams. These more detailed diagrams can be done by
one officer in less time than it takes for two officers to use the team's existing 10-year-
old total station device.
"Total station" devices are sold nationwide by vendors who service the land survey
industry. Only a few specialized vendors provide support to the law enforcement
community who use the devices slightly different from land surveyors. The Police
Department located two accident investigation specialists (Collision Forensic Solutions
of Papillion, Nebraska and Precision Survey Supply of Rancho Cucamonga, California)
and sought out one local survey supply company (Colton Surveying Instruments of
Colton, California) to compare prices.
Demonstrations for the top two products (Lecia LE125 and Sokkia SX) used by law
enforcement agencies where given by vendors at the San Bernardino Police
Department's headquarters. Traffic officers were allowed to use both devices. Staff

agreed that the Lecia LE125 device was significantly more user friendly for police
officers (compared to trained land surveyors) to use. Performance during robotic
tracking tests in the Police Department's back parking lot showed that the Lecia LE125
tracked much easier and did not require re-aiming as did the Sokkia SX. Both devices
will upload mapping data directly to the diagraming software currently used in the Traffic
Bureau.
Our research produced the following basic "robotic total station" price quotes:

This Request for Council Action seeks permission to move forward with the purchase of
a Lecia Forensics Robotic LE125 Mapping System for the San Bernardino Police
Department's Traffic Bureau as outlined in quote #21724 provided by Precision Survey
Supply of Rancho Cucamonga, California which is dated November 6, 2014.
After reviewing this suggested purchase with the Police Department's OTS grant
analyst, OTS advised us that any remaining grant funds in this category cannot be
applied to other portions of the STEP grant, remaining funds will be lost at the end of
the operational period. OTS encouraged the Police Department to use the remaining
grant funds allocated for this specific item for optional supplies and tools to enhance the
effectiveness of the new total station. Thus, the Police Department has identified an
enhance remote controller, a forensics accessory package, a specialized forensic scene
investigation training class, and other small tools that can be provided by Precision
Survey Supply that will greatly improve the use of the total station device in the field
while remaining under the grant funded budget for this special investigative tool. This
Request for Council Action also seeks permission to add these special optional items to
this grant funded purchase.
Based on the facts that Precision Survey Supply provides a specific law enforcement
focused service and training team for total station support, provides 24-hour-a-day
telephone support for investigations while at the scene of investigations, is regionally
close enough to provide repair parts and factory warranty support is less than 30
minutes, is providing two days of local training for all sworn officers in the Traffic Bureau
at no cost, and provides a CMAS contract product price which is the lowest of the three
identified vendors, it is recommended pursuant to San Bernardino Municipal Code
3.04.010(b)(3), that the Mayor and Common Council approve a selected source
justification for the purchase of this robotic total station device from Precision Survey
Supply of Rancho Cucamonga, California.
